Give full play to the advantages of central energy and power enterprises to help the comprehensive revitalization of rural areas

On February 4, the Central Committee of the Communist Party of China and the State Council issued the No. 1 document "Opinions on Learning and Using the Experience of the "Thousand Villages Demonstration and Ten Thousand Villages Remediation" Project to Effectively and Effectively Promote the Comprehensive Revitalization of Rural Areas", which aroused widespread attention from the industry. As an energy think tank, the State Grid Energy Institute organized relevant experts to conduct a preliminary analysis of the above documents, striving to help the industry accurately understand and grasp the policy spirit. The "Opinions" proposes that we must learn and apply the development concepts, working methods and promotion mechanisms contained in the "Ten Million Project", and take the promotion of rural comprehensive revitalization as the general tool for the "three rural" work in the new era and new journey. We have clarified six key tasks including ensuring national food security and ensuring that large-scale poverty relapses are not occurring, and improving the level of rural industrial development, improving the level of rural construction, and improving the level of rural governance. Among them, the main requirements for energy and electricity are: First, promote the consolidation and improvement of rural power grids; promote the development of distributed new energy in rural areas, and strengthen the planning and construction of charging and swapping facilities for new energy vehicles in key villages and towns. The second is to strengthen comprehensive prevention and control of desertification and explore the "grass-light complementarity" model.

The "Opinions" is the fourth Central Document No. 1 after the transition from poverty alleviation to comprehensively promoting rural revitalization. From "comprehensively promoting rural revitalization" in 2021 to "effectively and effectively promoting rural revitalization" in 2024, rural revitalization is not a revitalization in one aspect, but a comprehensive promotion from industry, talents, culture, ecology, organization, etc., marking that the "three rural" work has entered a new stage of leveling and achieving results. The "Ten Million Project" is a practical sample, reflecting a new understanding of grassroots innovation and the development of "three rural" at the same time. Energy and electricity are an important material basis for promoting the comprehensive revitalization of rural areas, and central enterprises are the main force serving the comprehensive revitalization of rural areas.

First, deeply grasp the development laws of the "three rural issues" and optimize the allocation of rural power infrastructure and service. In line with the natural laws of rural areas, economic laws and social development laws, combined with the changing trends of rural population and the development situation of rural industries, we will promote the construction and transformation of rural power grids in accordance with the classification of "moderate advancement, best efforts to meet, and basic guarantees", and advance the layout of power infrastructure in key areas such as high-standard farmland, agricultural product processing parks, and rural tourism agglomeration zones. Make every effort to provide Shagohuang large-scale wind and photoelectric base, rural distributed renewable energy power grid-connected services, rural charging pile registration services, etc., to simplify the process.

The second is to accelerate the application of digital and intelligent low-carbon technologies in rural energy and actively build a pilot program for low (zero) carbon in rural energy. Relying on the rich rural solar energy, geothermal, water sources, straw and other resources, we will promote the construction of a number of zero-carbon rural areas, zero-carbon homestays and zero-carbon farms. We will fully consider the characteristics of rural resources and energy dispersion, actively apply advanced technologies such as modern information and communication, multi-energy complementarity, and intelligent measurement to create application scenarios such as agricultural and light complementarity, fishing and light complementarity, photovoltaic carports, small energy storage all-in-one machines, ground source heat pumps, DC charging piles, smart street lights, and smart seats. We will deeply study and apply the development concepts, working methods and promotion mechanisms contained in the "Ten Million Project", focus on the "five major revitalizations", deepen the key tasks of central enterprises serving the comprehensive revitalization of rural areas under the new situation, and create a number of highlight projects.
