Premier Li Qiang: Optimize the Layout of Intelligent Computing Resources and Step up Coordination of Data, Computing, Power and Network Resources

BEIJING, Feb. 11 (Xinhua) – The State Council held its 18th special study session on Feb. 11, themed on deepening and expanding the "AI Plus" initiative to empower all industries and sectors comprehensively. Presiding over the session, Premier Li Qiang stressed the need to thoroughly study and implement General Secretary Xi Jinping's important instructions on the development of artificial intelligence (AI) and the relevant decisions and arrangements of the Party Central Committee, advance scientific and technological innovation, industrial development, and enabling applications of AI in an all-round way, foster and expand new quality productive forces, and promote high-quality development.

Zhou Bowen, Director of Shanghai AI Laboratory, delivered an explanation. Vice Premiers Ding Xuexiang and Zhang Guoqing, and State Councilor Wu Zhenglong made exchange remarks.

After listening to the explanation and exchange remarks, Li Qiang pointed out that the rapid development and application of AI technologies are quietly and profoundly changing the way humans produce and live, demonstrating strong technological capabilities and enabling potential. In recent years, we have thoroughly implemented the "AI Plus" initiative, adhered to leading industrial innovation with scientific and technological innovation and promoting technological iteration through industrial upgrading, advanced AI to empower all industries and sectors and reach every household, and witnessed the emergence of a large number of new industries and models. Looking ahead, the "AI Plus" initiative enjoys broad prospects, will continue to drive consumption and industrial upgrading, and open up new incremental space in various fields.

Li Qiang noted that we must deeply understand and grasp the development trend of AI, promote breakthroughs across the entire AI chain and deployment in all scenarios, and further unleash development potential. We should continue to consolidate the technological foundation, advance algorithm innovation, increase the supply of high-quality data, enhance the performance of large models, and make forward-looking arrangements for new technologies and paths. We should vigorously promote large-scale commercial applications, boost consumption of AI terminals and services, build pilot bases for AI applications, develop and expand the intelligent agent industry, and expand more high-value application scenarios. We should accelerate the cultivation of industrial ecosystems, optimize the layout of intelligent computing resources, strengthen the coordination of data, computing, power, and network resources, advance the adaptation of software and hardware, and form a pattern of integrated development of the entire industrial chain. We should actively promote opening-up and cooperation, expand international technological exchanges and application development, and build an open-source technology system and open-source community. We should adhere to coordinating development and security, strengthen AI governance, improve relevant laws and regulations, policies and systems, application norms, and ethical guidelines, and build a solid security guarantee for AI applications.

Li Qiang emphasized that implementing the "AI Plus" initiative well requires fully stimulating the vitality and creativity of the whole society. We should foster an open and inclusive development environment, support enterprises in forging ahead with innovation and active exploration, and enable new things to grow and thrive through market competition. We should strengthen public services and factor support, remove institutional barriers, and help enterprises solve practical difficulties.
