Guidelines for the construction of carbon peak carbon neutrality standard system
In order to implement the major strategic decisions of the CPC Central Committee and the State Council on carbon peak and carbon neutrality, and to implement the "National Standardization Development Outline", in accordance with the relevant requirements of the "Implementation Plan for Establishing and Improving the Implementation Plan for the Standardization of Carbon Peak and Carbon Neutrality Standard Measuring System", this guide is formulated.
1. Overall requirements
(I) Guiding ideology
Guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, we will fully implement the spirit of the 20th National Congress of the Communist Party of China, deeply implement Xi Jinping's ecological civilization thought, base ourselves on the new development stage, fully, accurately and comprehensively implement the new development concept, accelerate the construction of a new development pattern, adhere to a systematic concept, highlight the top-level design of standards, strengthen the effective supply of standards, pay attention to the benefits of standard implementation, coordinate the promotion of domestic and international standards, continue to improve the standard system, and strive to contribute standardization to the goal of carbon peak and carbon neutrality.
(II) Basic Principles
Adhere to system layout. Strengthen top-level design, optimize the binary structure of government-issued standards and market-independent standards formulation, strengthen cross-industry and cross-field standards coordination, improve the applicability and effectiveness of standards, and achieve the connection and support of all levels and types of standards.
Adhere to highlighting key points. Accelerate the improvement of basic general standards. Focus on key areas and key industries and strengthen the formulation and revision of energy conservation and carbon reduction standards. Timely transform the achievements of carbon peak and carbon neutrality technology innovation into standards, and promote green development through scientific and technological innovation.
Adhere to steadily advance. Anchor the short-term goal of carbon peak and carbon neutrality with long-term development needs, accelerate the update and upgrading of standards, steadily promote the development of standards, adhere to the combination of systematic promotion and emergency use first, and implement it in an orderly and safe manner in an annual and step-by-step manner.
Adhere to openness and integration. Solidly promote international exchanges and cooperation in standardization, actively participate in the formulation of international standards and rules, strengthen the coordination of international standardization work, increase the efforts to promote Chinese standards abroad, and promote domestic and international coordination.
(III) Main objectives
Focusing on basic general standards, as well as development needs such as carbon emission reduction, carbon removal, and carbon market, a carbon peak and carbon neutrality standard system has been basically established. By 2025, no less than 1,000 national standards and industry standards (including foreign language versions) will be formulated and revised, and the degree of consistency with international standards will be significantly improved. Carbon accounting and verification in major industries will achieve full coverage of standards, and the energy consumption and efficiency standards of key industries and products will be steadily improved. Substantively participate in no less than 30 international standards related to green and low-carbon, and the level of international standardization of green and low-carbon has been significantly improved.
2. Standard system framework
The carbon peak carbon neutrality standard system includes four primary subsystems, including the basic general standard subsystem, the carbon emission reduction standard subsystem, the carbon removal standard subsystem and the market-oriented mechanism standard subsystem, and is further subdivided into 15 secondary subsystems and 63 tertiary subsystems. The system covers carbon peak and carbon neutrality work in key industries and fields such as energy, industry, transportation, urban and rural construction, water conservancy, agriculture and rural areas, forestry and grassland, finance, public institutions, and residents' lives, and meets the application of various scenarios such as regions, industries, parks, and organizations. This standard system is dynamically adjusted according to development needs.
3. Key construction contents of standards
(I) Basic general standard subsystem
1. Terminology, classification and carbon information disclosure standards
Focus on formulating and revising standards such as terms and definitions related to greenhouse gas and climate change response management, technical specifications for classification and coding of carbon emission data, methods and requirements for carbon emission information collection, and carbon information disclosure.
2. Carbon monitoring and accounting verification standards and specifications
Focus on formulating and revising standards for monitoring methods, monitoring equipment, online monitoring systems and carbon control platforms such as carbon dioxide and methane, and long-term dynamic observation, monitoring, evaluation and forecasting of physical and chemical characteristics of atmospheric components. Formulate and revise carbon emission accounting and reporting standards in areas, parks and other regions. Accelerate the formulation and revision of carbon emission accounting and reporting standards and data quality-related standards for enterprises in key industries such as energy, metallurgy, building materials, chemicals, nonferrous metals, textiles, machinery, information and communications, transportation, livestock and poultry breeding. Improve the carbon emission reduction evaluation standards for typical projects such as energy efficiency improvement, renewable energy utilization, raw fuel substitution, residual energy utilization, biological marine forest and grass soil carbon sequestration, and livestock and poultry breeding. Develop general standards such as product carbon footprint quantification and type rules, and explore the formulation of carbon emission accounting and carbon footprint standards for key products. Formulate and revise basic common standards such as carbon emission verification procedures, personnel and institutions.
3. Low-carbon management and evaluation standards
Focus on formulating and revising general standards for green and low-carbon evaluation and environmental impact assessment, green product evaluation standards, green low-carbon industry statistical accounting standards, general standards for carbon neutrality evaluation, and planning, management systems and implementation evaluation of carbon peak and carbon neutrality for different application scenarios.
(II) Carbon emission reduction standard subsystem
1. Energy-saving standards
Accelerate the formulation and revision of mandatory performance consumption limit standards for key industries such as thermal power, steel, building materials, chemicals, nonferrous metals, coal, mining, light industry, machinery, transportation, etc., and promote the coordination of energy consumption limit indicators and carbon emission intensity indicators. Adhere to the coordination between pollution reduction and carbon reduction, the combination of source and end, and give full play to the role of standard forced, optimized, adjusted and promoted. Benchmarking against the international advanced level, we will improve the mandatory performance and efficiency standards for key products and equipment such as household appliances, rural residents' heating equipment, refrigeration and cold chain logistics equipment, industrial equipment, lighting products, data centers, new energy and renewable energy equipment, and mechanical manufacturing equipment. Accelerate the improvement of standards such as energy consumption calculation, energy efficiency testing, energy conservation evaluation, energy conservation acceptance, and energy auditing that are supported by mandatory energy conservation standards.
Accelerate the formulation of basic standards such as energy-saving design planning, energy balance calculation, energy management system, energy performance evaluation, economic operation, rational energy use, energy-saving diagnosis, energy-saving services, and green and economical organization evaluation. Improve energy-saving common technical standards such as energy efficiency benchmarking, energy conservation technology evaluation, system energy conservation, energy recovery, residual energy utilization, energy system optimization, efficient energy-saving equipment, energy conservation monitoring, energy conservation measurement and verification, energy measurement, digital empowerment technology, regional energy systems, distributed energy systems, and energy control centers.
2. Non-fossil energy standards
The field of hydropower generation focuses on formulating and revising standards such as capacity expansion and efficiency enhancement, wide load stable operation, operating status evaluation and life extension, as well as green development technical standards such as green transformation of small hydropower, ecological flow, and safety appraisal.
The field of wind power generation focuses on formulating and revising standards such as wind energy resource monitoring, evaluation, and wind forecasting, standards for wind turbine units and key components, fire protection system standards, materials standards for wind power towers, construction standards for offshore wind power generation projects and grid connection standards, and wind power system stability calculation standards.
The field of photovoltaic power generation focuses on formulating and revising technical standards such as solar resource monitoring, evaluation, and radiation forecasting, as well as technical requirements, flame retardant and fire resistance performance requirements, detection methods and green low-carbon standards for key products of high-efficiency photovoltaic cells, modules and key materials, electrical components, and supporting structures, as well as standards for repair, transformation, life extension and recycling of major products and equipment such as photovoltaic modules, brackets, and inverters.
The field of solar thermal utilization focuses on formulating and revising standards for photothermal power generation equipment, as well as solar normal direct radiation forecasting and prediction. Improve product standards and testing and evaluation standards for key components of solar thermal collecting, solar heating, refrigeration systems and solar multi-energy complementary systems.
The field of nuclear power generation focuses on formulating and revising nuclear power technical standards, nuclear power plant risk management standards, maintenance effectiveness evaluation standards, and nuclear power plant site evaluation standards.
The field of biomass energy focuses on formulating and revising standards for raw material quality control, key technologies and equipment, product quality classification and classification in areas such as incineration of domestic waste, agricultural and forestry biomass thermoelectricity, clean heating of biomass, biomass (biogas), biomass pyrolysis and gasification, biomass liquid fuel and biomass forming fuel.

The grid-side field focuses on formulating and revising technical standards for substation secondary systems, AC and DC hybrid microgrid operation and protection standards, new energy grid connection, distribution grid and energy Internet and other technical standards.
The power supply side field focuses on formulating and revising standards such as distributed power operation control, power quality, and power forecast.
The load-side field focuses on formulating and revising standards such as load forecasting, demand-side management, virtual power plant construction, evaluation, and access.
The energy storage field focuses on formulating and revising pumped storage standards, new energy storage standards such as electrochemistry, compressed air, flywheel, gravity, carbon dioxide, heat (cool), hydrogen (ammonia), and superconducting, and safety management and emergency response standards for energy storage systems connected to the power grid and energy storage systems.
4. Standards for clean utilization of fossil energy
The coal field focuses on formulating and revising standards such as coal screening, geological environment survey in the subsidence area, ecological restoration effectiveness evaluation, intelligent coal sample preparation, laboratory system performance, and component type determination.
The petroleum field focuses on formulating and revising technical standards for low-carbon petroleum mining and refining, and low-emission, high-calorie value, and high-thermal efficiency fuel standards.
The natural gas field focuses on formulating and revising liquefied natural gas quality, flow measurement, sampling guidelines, component analysis and measurement, exhaust gas treatment and evaluation, pipeline transportation requirements standards, and shale gas technical standards.
5. Emission reduction standards for production and service processes
The field of carbon reduction in industrial production process focuses on the formulation and revision of key technical standards and supporting standard samples such as low-carbon carbon sequestration technology, low-carbon processes and equipment, non-carbon dioxide greenhouse gas emission reduction technology, raw fuel replacement technology, low-carbon detection technology, low-carbon metrology analysis technology, green manufacturing, water conservation and other industries in steel, petrochemical, chemical industry, non-ferrous metals, building materials, machinery, papermaking, textile, automobile, food processing and other industries.
The green and low-carbon field of transportation will focus on formulating and revising infrastructure and equipment energy efficiency standards in the fields of railways, highways, water transportation, civil aviation, postal and other fields, as well as standards such as green logistics equipment and facilities, efficient transportation organization, green travel, low-carbon diversified power application of transportation vehicles, green transportation station facilities, transportation and energy integration, industry pollution reduction and carbon reduction. Accelerate the improvement of technical standards such as energy storage trams, energy storage systems, power battery systems, and electricity measurement in the field of rail transit. Improve the relevant standards for road vehicle energy consumption limits and identification, energy consumption calculation tests and evaluation methods. Accelerate the improvement of standards such as safety requirements, performance requirements, testing methods, remote service management, and safety technical inspection of electric vehicle drive systems, charging and swapping systems, and related safety requirements. Accelerate the research and formulation of emission standards for the next stage of motor vehicles, and promote the coordinated efficiency of reducing pollution and carbon reduction by motor vehicles.
In the field of infrastructure construction and operation reduction, the focus is on formulating and revising standards for low-carbon construction of urban infrastructure, carbon reduction of urban residential buildings, low-carbon smart park construction, low-carbon transformation of rural houses, green construction, sewage and garbage resource utilization, seawater desalination, construction waste recycling equipment, air source heat pump equipment, and engineering construction, operation and maintenance, use measurement, recycling and utilization of information and communication infrastructure such as communication networks, data centers, and communication computer rooms for energy-saving and low-carbon goals.
In the field of agricultural production and carbon reduction, we focus on formulating and revising technical standards for greenhouse gas emission reduction in planting industry, as well as emission reduction standards for breeding production processes such as animal intestinal methane emission reduction technology, livestock and poultry liquid manure emission reduction technology, and improving energy-saving and low-carbon standards such as factory agriculture, large-scale breeding, and agricultural machinery.
Public institutions focus on formulating and revising energy resource conservation and green transformation standards for typical public institutions such as institutions, hospitals, and schools, evaluation standards for saving institutions, green schools, green hospitals, and green venues, as well as management standards for low-carbon construction and low-carbon economic operation of public institutions.
6. Resource recycling standards
Focus on formulating and revising standards such as circular economy management and performance evaluation. Promote the formulation and revision of general standards for clean production evaluation, standards for comprehensive utilization of rare earths and vanadium titanium magnetite, and standards for comprehensive utilization of bulk solid waste such as phosphogypsum, red mud, and smelted waste slag. Formulate and revise standards for recycling and utilization of recycling resources such as scrap metals, waste textiles, waste plastics, waste power batteries, etc. Accelerate the improvement of water reuse standards. Formulate and revise the remanufacturing standards for automobile parts, internal combustion engines, mechanical tools, etc. Formulate and revise the standards for recycling resources in forestry and grassland industry.
(III) Carbon Scavenger Standard Subsystem
1. Ecosystem carbon sequestration and exchange increase standards
Focus on formulating and revising general standards for carbon sinks, classification, boundaries, monitoring, measurement of carbon sinks related to land, lakes and marine ecosystems and wood forest products, as well as assessment standards and technical standards for forests, grasslands, artificial grasslands, forest land, wetlands, deserts, mines, karst, oceans, soil, permafrost and other resource protection, ecological restoration, soil and water resources protection and comprehensive management of soil erosion, carbon sequestration and increase of carbon sinks, business sequestration and increase of emission reduction, technical standards for forest and grass resource protection and operation, forest growth and operation standards, forest growth and operation standards, wood and bamboo substitution, forest biomass product standards, as well as biocarbon removal and utilization, and the selection and breeding of high-efficiency carbon sequestration tree grass seeds and algae species. 2. Carbon capture, utilization and storage standards
Focus on formulating and revising basic standards such as terms and evaluation related to carbon capture utilization and storage (CCUS), combustion carbon emission capture standards, and improving carbon dioxide pipeline transportation and other standards. Promote the formulation of carbon utilization standards such as carbon dioxide oil flooding (EOR), chemical utilization, bio-utilization, and fuel utilization, as well as carbon storage standards such as onshore storage and offshore storage.
3. Direct air carbon capture and storage standards
Focus on formulating and revising standards such as application conditions, technical requirements, and implementation effect evaluation of direct air carbon capture and storage (DACS).
(IV) Market-oriented mechanism standard subsystem
1. Green Finance Standards
Focus on formulating and revising basic general standards such as green financial terms, carbon accounting for financial institutions, carbon account management of banking and corporate and personal carbon accounts, climate investment and financing and transformation finance classification catalogs, and green financial products and service standards such as green loans, green bonds, green insurance, and carbon financial derivatives trading. Promote the formulation and revision of green financial evaluation and evaluation standards such as green bond credit ratings. Improve standards for information disclosure of financial institutions and financial business environments.
2. Standards and specifications for carbon emission trading
Formulate and revise standards and specifications for the allocation, adjustment, clearance and offset of carbon emission quota. Improve the implementation standards for carbon emission rights trading, as well as relevant standards and specifications for carbon emission rights trading institutions and personnel requirements. Promote the formulation and revision of standards and specifications such as the accounting methods for emission reduction of voluntary emission reduction projects in key areas. 3. Standards for realizing ecological product value
Focus on formulating and revising standards such as natural resource rights confirmation, ecological product information survey, and ecological product dynamic monitoring. Improve evaluation standards such as ecological products, ecological assets, ecosystem service functions, and ecosystem GDP. Improve standards such as comprehensive ecological improvement, mine pit restoration, water ecological governance, comprehensive soil erosion governance, and comprehensive land improvement, as well as standards such as ecological agriculture and ecological product quality traceability. 4. Key points of international standardization work
(I) Form a joint force for international standardization
A working group for the coordination and promotion of carbon peak and carbon neutrality international standardization led by the State Administration for Market Regulation (Standards Committee), the National Development and Reform Commission, the Ministry of Industry and Information Technology, and the Ministry of Ecology and Environment, and participated by the departments of diplomacy, commerce, international cooperation, science and technology, natural resources, housing and urban-rural development, transportation, agriculture and rural areas, energy, forestry and grassland, is established to actively and steadily promote international standardization work. (II) Strengthen international exchanges and cooperation
Strengthen cooperation and docking with the United Nations Intergovernmental Panel on Climate Change (IPCC), International Organization for Standards (ISO, IEC, ITU) and other institutions, focus on green energy transformation, industry, urban and rural construction, transportation, new infrastructure, carbon sinks, green and low-carbon technology development, circular economy, etc., and track the latest international trends in the field of carbon peak and carbon neutrality. In-depth research on relevant standardization policies and technical trade measures in regions and countries such as the EU, the United States and other regions. Strengthen standardized exchanges and cooperation with key regions and countries, and promote the construction of a green "Belt and Road". Increase the publicity and use of China's carbon peak and carbon neutrality standards in standardized foreign aid training or overseas engineering projects. Promote the dialogue on energy conservation and low-carbon standardization under the frameworks of BRICS countries, APEC and other organizations, and develop mutually beneficial and win-win standardization partnerships.
(III) Actively participate in the formulation of international standards
Focus on promoting the proposal of international standards such as greenhouse gas emission monitoring and accounting, forestry and grass carbon sequestration and increase in sinks, clean and low-carbon utilization of traditional energy in the energy field, smart grid and energy storage, new power systems, clean energy, green finance, information and communication fields and digital empowerment, and promote the development of standards. Actively strive to establish technical institutions such as regional energy systems, medical refrigeration equipment, and ecological carbon sinks in international standards organizations. We will participate in the work of international standards organizations in climate change response and recommend Chinese experts to participate in strategic research and coordination governance institutions such as the Coordination Committee for Climate Change (CCCC), the Coordination Committee for Environmental and Social Governance (ESG), and the Energy Structure Committee (CEET) of the Independent Advisory Committee of the Secretary-General of the United Nations. Actively work with relevant countries to jointly formulate and publish policy white papers such as "Multi-Smart Coupled Energy System" and "Multi-Source Solid Waste Energy".
(IV) Promote the connection between domestic and international standards
Carry out comparison and analysis of domestic and international standards for carbon peak and carbon neutrality, focusing on promoting the transformation of international standards applicable in greenhouse gas management, carbon footprint, carbon capture and utilization and storage, clean energy, energy conservation and other fields into my country's standards, and timely achieve "all-procurement" for "procurement". We will systematically promote the formulation and publicity of foreign language versions such as carbon peak and carbon neutrality, such as national standards, industry standards, and local standards, and expand the overseas application of my country's standards through various channels such as product and service trade, international cooperation, and overseas engineering.
V. Organize and implement
(I) Adhere to overall coordination
Strengthen the overall deployment and systematic promotion of the construction of carbon peak and carbon neutrality standard system, give full play to the overall role of the national carbon peak and carbon neutrality standardization overall group, strengthen guidance on the construction of various standard subsystems, and strengthen the coordination of national standards and industry standards. Establish and improve the liaison mechanism of the National Standardization Technical Committee, and jointly promote the development of cross-industry and cross-field standards by establishing joint working groups, jointly formulating, joint liaison, etc. Give full play to the role of the industry in coordinating and promoting the organization of standardization, and coordinate the standardization of carbon peak and carbon neutrality in this industry.
(II) Strengthen task implementation
All industries and fields should accelerate the formulation and revision of relevant national standards and industry standards in accordance with the content of the construction of the carbon peak and carbon neutrality standard system, and effectively connect the standards in professional fields with basic general standards, newly formulated standards and published standards. All localities, social groups, etc. will strengthen cooperation with standardization technology organizations, and promote the formulation and revision of local standards and group standards for carbon peak and carbon neutrality in accordance with the law and in parallel in multiple directions. Continuously increase investment and support key standards research, formulation, implementation, international exchanges and other work.
(III) Strengthen publicity and implementation
Carry out extensive publicity on carbon peak and carbon neutrality standardization, make full use of radio, television, newspapers, the Internet and other media, popularize carbon peak and carbon neutrality standardization knowledge, and improve the public's awareness of green and low-carbon standardization. Organize and carry out evaluation of the construction of a carbon peak and carbon neutrality standard system in a timely manner, timely summarize typical cases of carbon peak and carbon neutrality standardization, and promote advanced experience and practices.
