Shanghai issues dual carbon work implementation opinions: vigorously develop non-fossil energy such as solar energy and promote "Photovoltaic+" and other projects
On July 28, Shanghai issued the "Implementation Opinions of Shanghai on Complete, Accurate and Comprehensive Implementation of the New Development Concept to Do a Good Job in Carbon Peak and Carbon Neutralization" and the "Shanghai Carbon Peak Implementation Plan" to clarify the top-level design and overall deployment of Shanghai's carbon peak and carbon neutrality work. By 2025, Shanghai's energy consumption per unit of GDP will decrease by 14% compared with 2020, the proportion of non-fossil energy will strive to reach 20%, the forest coverage rate will reach more than 19.5%, and the carbon dioxide emission per unit of GDP will ensure the completion of the national indicators.
The opinions put forward to vigorously develop wind energy,Solar energy, biomass energy and other non-fossil energy to promote offshore wind power and "Photovoltaic+” and other projects, actively seek national support to build large non-fossil energy bases outside the city, and accelerate the promotion of foreign power channels to Shanghai. Strictly control coal consumption, reasonably regulate oil and gas consumption, and accelerate the construction of a clean, low-carbon, safe and efficient modern energy system and new power system that is compatible with megacities.
Promote the green and low-carbon transformation of urban and rural construction and establish a energy consumption and carbon emission constraint mechanism for the entire life cycle of the building. Accelerate the improvement of building energy efficiency, vigorously optimize building energy structure, and promote the integration of solar building assembly.

In order to implement the "Opinions of the Central Committee of the Communist Party of China and the State Council on Complete, Accurate and Comprehensive Implementing the New Development Concept to Do a Good Job in Carbon Peak and Carbon Neutrality", in combination with the actual situation of our city, the following implementation opinions are put forward.
1. Guiding ideology
We will thoroughly implement Xi Jinping's ecological civilization thought, incorporate carbon peak and carbon neutrality work into the overall layout of ecological civilization construction and the overall economic and social development, focus on deepening the construction of the "five centers", thoroughly implement the principle of "national coordination, conservation priority, dual-wheel drive, internal and external smoothness, and prevention of risks", take the comprehensive green and low-carbon transformation of economic and social development as the guide, take the green and low-carbon development of energy as the key, and use low-carbon zero-carbon negative carbon technology innovation as the support, accelerate the formation of an industrial structure, production mode, lifestyle, and spatial pattern that saves resources and protects the environment, accelerate the construction of a diversified co-governance pattern guided by the government, enterprise subjects, and social participation, and take the lead in the country to embark on a high-quality development path of ecological priority, green and low-carbon, ensure that carbon peak and carbon neutrality are achieved as scheduled, and better support the construction of Shanghai's ecological city.
2. Main objectives
By 2025, the industrial structure and energy structure will be significantly optimized, the energy utilization efficiency of key industries will be significantly improved, a clean, low-carbon, safe and efficient modern energy system and new power system that are compatible with megacities will be accelerated, a circular society will be basically formed, and a green, low-carbon, circular economic system will be initially established. Energy consumption per unit of GDP decreased by 14% compared with 2020, the proportion of non-fossil energy in total energy consumption strives to reach 20%, the forest coverage rate reaches more than 19.5%, and the carbon dioxide emission per unit of GDP ensures the completion of the national indicators.
By 2030, significant progress will be made in the optimization and upgrading of industrial structure and energy structure, the energy utilization efficiency of key industries will reach the international advanced level, breakthrough progress will be made in the innovation of energy-saving and low-carbon technology, the level of circular society will be significantly improved, a green, low-carbon and circular development will be basically formed, the proportion of non-fossil energy to total energy consumption will strive to reach 25%, the forest coverage rate will strive to reach 21%, and the carbon dioxide emission per unit of GDP will decrease by 70% compared with 2005, ensuring carbon peak will be achieved before 2030.
By 2060, a green, low-carbon, circular development economic system and a clean, low-carbon, safe and efficient energy system will be fully established, energy utilization efficiency will reach the international leading level, non-fossil energy will account for more than 80% of the total energy consumption, economic and social development will be fully decarbonized, and the carbon neutrality goal will be successfully achieved.
3. Comprehensively promote the green and low-carbon transformation of economic and social development
(1) Adhere to the guidance of green and low-carbon development plans. Fully integrate the strategic orientation and goal requirements of carbon peak and carbon neutrality into the city’s medium- and long-term economic and social development plan, and strengthen the support and guarantee of land space planning, special planning and regional planning. Strengthen the coordination between plans at all levels and types to ensure that the plans in all fields and districts are coordinated with the city's goals and requirements for achieving carbon peak and carbon neutrality.
(2) Optimize the layout of green and low-carbon development cities. Coordinate and optimize the "three major spaces" of urban ecology, agriculture and urban areas, promote the comprehensive utilization of space and the efficient and intensive use of land, and build an urban spatial pattern conducive to carbon peak and carbon neutrality. In the implementation of major national strategies, strengthen the orientation and task requirements for green and low-carbon development.
(III) Accelerate the formation of a green production and lifestyle. Establish and improve a resource recycling system that runs through the entire process of source reduction, fine classification, efficient utilization, recycling and regeneration, and take the lead in establishing a full-coverage and high-efficiency circular society in the country. Advocate the green and low-carbon lifestyle and green consumption concepts, vigorously promote energy-saving, environmentally friendly and low-carbon products and ecological design, promote green and low-carbon product certification, and accelerate the formation of a good pattern of participation by the whole people.
4. Continuously optimize the industrial structure
(IV) Promote the low-carbon transformation of the industrial structure. Continue to deepen integrated development and common development, and deepen the construction of a modern industrial system with modern service industry as the main body, strategic emerging industries as the leader, and advanced manufacturing as the support. Vigorously promote the elimination and adjustment of backward production capacity and revise the guidance catalog for industrial structure adjustment. Energy consumption per unit added value (output value) and carbon emission levels will be used as important thresholds for project introduction, and will promote the optimization and upgrading of manufacturing to low-carbon, green and high-end. Carry out the construction of pilot parks for carbon peak and carbon neutrality. Accelerate the green transformation of trade circulation, information services, etc., and improve the low-carbon development level of the service industry. Accelerate the development of modern green agriculture in urban areas and promote agricultural carbon sequestration and efficiency enhancement.
(5) Resolutely curb the blind development of high energy consumption, high emission and low-level projects. It is strictly prohibited to add high-energy-consuming, high-emission and low-level projects with saturated production capacity in the industry. In principle, new projects with high-energy-consuming, high-emission and low-level projects with high-energy-consuming, high-emission and low-level projects are not allowed. For projects involving urban operation and industrial development security guarantee, environmental protection transformation, renewable resource utilization, strengthening, supplementing and extending chains, etc., a municipal joint evaluation mechanism will be implemented to strictly control energy conservation and environmental protection access. Optimize the layout of the energy, chemical and steel industries, promote the reduction of backward and excess production capacity in the high-energy-consuming and high-emission industries, and increase the efforts to tap the potential of energy conservation.
(VI) Increase efforts to cultivate green, low-carbon circular industries. Accelerate the development of green and low-carbon cycle-related manufacturing and service industries such as new energy, new energy vehicles, energy storage and smart grids, carbon capture and resource utilization, energy conservation and environmental protection, recycling and recycling, etc. Promote green design technology and product demonstration applications in various industries and fields, build a green manufacturing system, build a green industrial chain and supply chain, and promote the deep integration of strategic emerging industries such as new materials, the Internet, big data, artificial intelligence, mobile communications, aerospace, and marine equipment with green and low-carbon industries.
5. Accelerate the construction of a clean, low-carbon, safe and efficient energy system
(7) Strengthen the dual control of energy consumption intensity and total quantity. Adhere to the energy development strategy of energy conservation priority, strictly control energy consumption and carbon dioxide emission intensity, reasonably control the total energy consumption, coordinate the establishment of a total carbon dioxide emission control system, and promote the transformation of dual control of energy consumption to dual control of total carbon emissions and intensity. Optimize and improve the evaluation and assessment system for dual energy consumption control targets, and strengthen energy conservation supervision and law enforcement. Make good connections between industrial layout, structural adjustment, investment promotion, land transfer, energy conservation review, etc. and dual control of energy consumption, strengthen the access and control role of energy conservation review, and implement projects delayed and limited approvals, energy consumption or reduced replacement for industries and regions that are difficult to achieve energy conservation and carbon control goals.
(8) Continue to improve energy utilization efficiency. Continue to strengthen energy conservation and efficiency improvement in key areas such as industry, construction, transportation, and public institutions, improve the energy efficiency level of information infrastructure such as data centers, and strive to strengthen energy conservation management of key energy-consuming units. Aiming at the international advanced level, carry out in-depth energy efficiency benchmarking and meeting standards activities, promote enterprises to strengthen energy conservation management and energy conservation transformation to tap potential, and create a "leader" in energy efficiency in various fields and industries.
(9) Strictly control fossil energy consumption. Continue to reduce total coal consumption. For old public coal-fired units, the replacement and clean and low-carbon transformation of "equal capacity, coal reduction" according to the urban layout optimization and the upgrading of coal machine structure, promote the adjustment and clean transformation of enterprise self-owned power plants, and gradually realize the transformation of coal-fired power from the main power supply to the support peak-shaving power supply, and reasonably control coal for power generation while ensuring the safety of power supply. Promote the transformation of the steel industry from long-term processes to short-term processes, and accelerate the adjustment of the coal chemical industry. Rationally control the total oil consumption and accelerate the electrification and low-carbon transformation and replacement of fuel transportation vehicles in the transportation field. Guide natural gas consumption in an orderly manner, optimize the natural gas utilization structure, and strengthen the construction of natural gas production, supply, storage and sales systems. Further improve the peak shaving and emergency support capabilities of gas, electricity and other reserves to ensure safe and stable energy supply and smooth transition.
(10) Actively develop non-fossil energy. Vigorously develop wind energy, solar energy, biomass energy, marine energy, etc., increase the introduction of foreign clean energy power, and continuously increase the proportion of non-fossil energy consumption. Promote the development of offshore wind power, far-reaching offshore wind power and onshore wind power, and vigorously implement the "Photovoltaic +" project. Continue to increase the utilization of biomass such as domestic waste and agricultural and forestry waste. Strengthen cooperation with areas with rich non-fossil energy resources, and plan to build large non-fossil energy bases and clean energy channels outside the city. Coordinate the development of the entire chain of hydrogen energy "machining, storage, transportation and use". Build a new power system with new energy as the main body and improve the power grid's ability to absorb and regulate high proportion of renewable energy.
(11) Deepen the reform of the energy system and mechanism. Comprehensively promote market-oriented reform of electricity and actively explore the construction of the power financial market. Accelerate the formation of a new power installation development mechanism based on energy storage and peak shaving capabilities. Improve the market-oriented formation mechanism for the prices of energy varieties such as electricity and accelerate the construction of an energy factor market with international and domestic influence.
6. Accelerate the construction of a green and low-carbon transportation system
(12) Optimize the comprehensive transportation structure. Accelerate the construction of a comprehensive three-dimensional transportation network, vigorously develop multimodal transport, and continuously reduce transportation energy consumption and carbon dioxide emission intensity. Optimize the port collection and distribution system and increase the proportion of water-water transit and sea-rail intermodal transport in port collection and distribution. Improve the urban area rail transit system and increase the proportion of railways in intercity passenger transport. Create a green logistics system, integrate logistics distribution resources, and improve utilization efficiency.
(13) Promote energy-saving and low-carbon transportation tools. Accelerate the transformation and upgrading of transportation tools to electrification, low-carbonization and intelligentization. Promote new energy and clean energy vehicles and ships, vigorously develop intelligent transportation, accelerate the completion of the comprehensive new energy of vehicles in the public service field, encourage individuals to give priority to pure electric vehicles when purchasing and updating new vehicles, and accelerate the replacement of new energy and clean energy for non-road mobile sources in airports and ports. Accelerate the construction of a convenient, efficient, moderately advanced charging and swapping network system, and promote the construction of hydrogen refueling stations and gas refueling stations.
(14) Actively guide green and low-carbon travel. Accelerate the construction of large-capacity public transportation infrastructure such as urban rail transit and medium-volume bus systems, improve conventional bus line networks and bus lane systems, and build higher-level bus cities. Strengthen the management of urban motorized traffic demand and traffic congestion control. Strengthen the construction of urban slow-moving systems such as bicycle lanes and pedestrian trails, and advocate that residents give priority to green and low-carbon travel methods.
7. Improve the quality of green and low-carbon development of urban and rural construction
(15) Promote the low-carbon transformation of urban and rural construction and management models. Deeply implement the requirements of green and low-carbon concepts in the entire process of land space planning, land transfer, plan design, construction, operation and management. Accelerate the construction of a multi-level, network-based and complex ecological spatial pattern of "double rings, nine corridors, and ten districts", and continue to improve the urban and rural park system with "balanced layout, open sharing, and colorful accessibility". Rationally control the total urban building area and strictly control the construction of high-energy-consuming public buildings. Implement green construction throughout the entire process of engineering construction, and comprehensively promote prefabricated buildings and fully decorated residential buildings. Strictly implement the building demolition management system and eliminate large-scale demolition and construction. Accelerate the construction of green ecological urban areas and rural green and low-carbon development.
(16) Vigorously develop energy-saving and low-carbon buildings. Establish and improve the energy consumption and carbon emission limit system for various building designs, and accelerate the large-scale development of ultra-low energy consumption, near-zero energy consumption, and low-carbon buildings. Carry out in-depth construction energy consumption limit management and energy efficiency benchmarking management, implement building energy efficiency assessment and identification, and accelerate the energy-saving transformation of existing buildings and municipal infrastructure. Comprehensively promote green, low-carbon building materials and advanced energy-saving and low-carbon technologies to promote the recycling of construction waste.
(17) Accelerate the optimization of building energy-using structure. Continue to promote the application of renewable energy in the construction field and accelerate the electrification and low carbonization of building energy. Carry out photovoltaic actions for building roofs and facades, and promote the integrated utilization of renewable energy buildings such as solar photovoltaics and solar thermal. Adapt to local conditions, promote diversified energy applications such as photothermal, energy storage, hydrogen energy, shallow geothermal energy, biomass energy, and industrial waste heat. Improve the popularity of high-efficiency electrical equipment in the fields of daily energy consumption such as heating and hot water.
8. Strengthen the research and promotion of major green and low-carbon science and technology
(18) Strengthen the layout of basic research and cutting-edge technology. Formulate an implementation plan for supporting carbon peak and carbon neutrality in science and technology, prepare a roadmap for the development of carbon neutrality technology, and set up major municipal special projects for supporting carbon peak and carbon neutrality in science and technology. Adopt mechanisms such as "releasing the list and taking charge" to promote the research and basic research on low-carbon zero-carbon negative carbon cutting-edge technologies such as carbon capture and resource utilization, green hydrogen, low-carbon smelting, energy storage and smart grid, marine energy utilization, and coordination of carbon reduction and pollution reduction. Strengthen the research on basic theories and methods such as the causes and impacts of climate change, and ecosystem carbon sinks. Cultivate a number of key laboratories for energy conservation and carbon reduction and new energy technology products, technology innovation centers, and R&D and transformation service platforms. Build a carbon peak and carbon neutral talent system, and encourage universities and research institutes to establish relevant research institutes and disciplines.
(19) Actively promote the research and development and demonstration promotion of green and low-carbon technologies. Accelerate the construction of a smooth and efficient technology research and development, demonstration and promotion application system, strengthen the construction of common technology platforms, vigorously promote the open sharing of application scenarios and public resources, and establish and improve green and low-carbon technology evaluation and trading mechanisms. In-depth research on smart grid technologies that support large-scale access to renewable energy. Strengthen the research, demonstration and industrial application of new energy storage, deep-sea wind power, trendy energy and other technologies. Strengthen the research and development, demonstration and large-scale application of key technologies for hydrogen energy production, storage and application. Promote energy-saving and low-carbon technologies such as energy cascade utilization in parks. Deepen the research and development and promotion of low-carbon governance technologies in the fields of atmosphere, water, soil, solid waste, etc. Promote the research and development, demonstration and industrial application of large-scale carbon capture and resource utilization technologies.
9. Continue to consolidate and improve carbon sink capacity
(20) Consolidate and improve the carbon sink capacity of the ecosystem. Strictly adhere to the ecological protection red line and the permanent basic farmland protection red line, and stabilize the existing carbon sequestration effects of forests, wetlands, oceans, soils, etc. Promote the centralized layout and intensive and compact development of urban construction. By 2035, the total scale of planned construction land in the city will be controlled within 3,200 square kilometers, of which the proportion of construction land within the urban development boundary will reach more than 80%. Promote land-saving technology and land-saving model. Maintain the stability of the total wetlands and enhance the carbon storage capacity of wetlands. Deepen the greening action and continue to increase the forest area and stockpile. Carry out actions to improve the quality of arable land and improve the ecological carbon sink capacity of agricultural ecologically.
10. Improve the level of green and low-carbon development of opening up to the outside world
(21) Accelerate the development of green trade. Make full use of platforms such as the China International Import Expo and vigorously develop import and export trade such as green and low-carbon products, technology and services. Cooperate with the country to actively participate in the formulation of international green trade rules.
(22) Serve the construction of the green "Belt and Road". Accelerate the green transformation of investment and cooperation in the "Belt and Road" and continue to strengthen South-South cooperation in the field of climate change. Give full play to the role of a "bridgehead", deepen exchanges and cooperation with various countries in the field of green and low-carbon, and actively promote the city's green and low-carbon products, technologies and equipment to go global.
(23) Strengthen international and domestic exchanges and cooperation. Continue to increase international cooperation and exchanges in technology, funds, talents, etc., and jointly promote basic scientific research on green and low-carbon and climate change response, technological innovation research and institutional rules. Continuously deepen exchanges, cooperation and information sharing with other regions in the country in terms of new energy development and utilization, technology and industry coordination, carbon emission trading market and green finance development.
11. Improve the legal and regulatory standards and statistical monitoring system
(24) Improve laws and regulations. Comprehensively clean up the contents of various laws and regulations that are not in line with carbon peak and carbon neutrality work, and strengthen the connection and coordination between laws and regulations. Strictly implement relevant national regulations, study and carry out the formulation and revision of laws and regulations in the fields of carbon neutrality, energy conservation, renewable energy, circular economy, etc., and establish and improve a system that is conducive to green and low-carbon development.
(25) Improve the standard accounting system. Establish and improve the city's carbon peak and carbon neutrality standard system, and optimize and upgrade relevant standards for energy-saving and low-carbon and comprehensive resource utilization. Formulate and revise a number of local energy consumption limit standards and engineering construction standards, improve the energy consumption limit requirements for key products, expand the coverage of energy consumption limit standards, and improve supporting standards such as energy accounting, testing and certification, evaluation, and audit. Establish a unified and standardized carbon emission statistical accounting system. Establish and improve the evaluation standard system for key industries, parks and products, and implement a low-carbon product standard labeling system. Further optimize the green finance performance evaluation standards for financial institutions. Support relevant institutions to actively participate in the formulation of international and national standards.
(26) Improve statistical monitoring capabilities. Continue to improve the energy consumption statistical monitoring and measurement system of key industries and fields, and promote the improvement of online energy consumption monitoring of key energy consumption units and large public buildings. Strengthen the construction of statistical accounting capabilities for carbon dioxide emissions and improve the level of information measurement. Establish an ecosystem carbon sink monitoring and accounting system, carry out background surveys and dynamic source sink assessments such as forests, oceans, and wetlands, and implement monitoring and evaluation of the effectiveness of carbon sinks for ecological protection and restoration.
12. Improve policy mechanisms
(27) Improve investment policies. Give full play to the guiding role of government investment and build an investment and financing system and incentive mechanism that is compatible with carbon peak and carbon neutrality. Strictly control investment in high energy consumption, high emissions and low-level projects, and increase support for energy-saving and low-carbon projects. Improve policies to support social capital participation and stimulate the vitality of green and low-carbon investment in market entities. State-owned enterprises should take the lead in increasing green and low-carbon investment and actively carry out the research and development and application of low-carbon zero-carbon negative carbon technology.
(28) Actively develop green finance. Relying on the construction of an international financial center, we will give full play to the advantages of factor markets and financial institutions, accelerate the establishment and improvement of a green financial system, deeply promote the development of climate investment and financing, and guide financial resources to tilt towards green and low-carbon development. Promote innovation in green financial products and tools, expand the scale of green credit and green bonds, actively innovate environmental equity financial products, orderly promote green insurance services, and guide banks and other financial institutions to provide long-term and low-cost funds for green and low-carbon projects. Support qualified enterprises to go public financing and refinancing for green and low-carbon projects construction and operation, and encourage key enterprises and social capital to establish green and low-carbon industrial funds. Enhance the financial system's ability to manage climate and environmentally related risks.
(29) Optimize fiscal price policy. Increase support from municipal and district fiscal funds for the implementation of green and low-carbon projects, industrial development, technology research and development, etc. Implement the national preferential policies for green and low-carbon taxation. Implement the government’s green procurement requirements and increase the procurement of green and low-carbon products. Establish and improve a price mechanism to promote the large-scale development of renewable energy. Improve differentiated electricity prices, time-sharing electricity prices and residents' ladder electricity prices. It is strictly forbidden to implement electricity price discounts for high-energy-consuming, high-emission and resource-based industries. Accelerate the formation of a reasonably binding carbon price mechanism.
(30) Promote the construction of market-oriented mechanisms. Promote the construction and improvement of the national carbon emission trading market, make good connection between the national and our city's carbon emission trading market, and give full play to the important role of the carbon trading mechanism in discovering prices and reducing carbon reduction costs in the whole society. Improve the carbon emission reporting and information disclosure system for enterprises, financial institutions, etc. Coordinate the effective connection between electricity trading and carbon emission rights trading. Continue to carry out contract energy management and demand-side management, and promote the establishment of a carbon inclusive mechanism.
