In order to thoroughly implement the spirit of the 20th National Congress of the Communist Party of China, in accordance with General Secretary Xi Jinping’s important instructions and requirements on the development of modern coal chemical industry, combined with"Layout Plan for the Innovation and Development of Modern Coal Chemical Industry"(hereinafter referred to as the "Plan") implementation status and the situation and tasks facing industrial development such as energy security, ecological and environmental protection, and water resource carrying capacity,Further strengthen the main energy status of coal, in accordance with the overall requirements of strictly controlling incremental growth, strengthening guidance, optimizing and upgrading, and safe and green, strengthening clean and efficient utilization of coal, and promote the high-end, diversified and low-carbon development of modern coal chemical industry (excluding coal-to-oil, coal-to-gas and other coal-to-fuels, the same below). The following notice is hereby issued on relevant matters.
1. Standardize project construction management
Strictly and tightly control the scale of modern coal chemical production capacity and new coal consumption. The total amount of new coal conversion in each demonstration zone specified in the "13th Five-Year Plan" period will no longer be continued during the "13th Five-Year Plan" period.。Modern coal chemical projects that really need to be built should ensure stable coal supply, and give priority to the national clear coal supply guarantee task for power generation and heating, and should not be used for the construction of modern coal chemical projects by reducing coal supply.New coal-to-olefin and new coal-to-para-xylene (PX) projects that have not been included in the Plan will be approved by the provincial government after evaluation and demonstration and inclusion in the Plan, the provincial government will be approved by the provincial government after evaluation and demonstration and inclusion in the Plan.。The newly built coal-to-methanol project with an annual output of more than 1 million tons will be approved by the provincial government.
2. Strengthen planning and layout guidance
Based on the modern coal chemical industry layout clearly defined in the "Plan", in accordance with the requirements of major regional strategies and regional coordinated development strategies, land space planning, regional ecological environment zoning control and other requirements, further strengthen planning guidance and optimize industrial layout.Promote the acceleration of the transformation and upgrading of advanced technology and equipment in existing modern coal chemical projects, and focus on areas such as new coal-to-olefins, coal-to-para-xylene (PX), coal-to-methanol, coal-to-ethylene glycol, and coal-to-degradable materials to concentrate on areas with relatively rich coal-to-water resources and good environmental capacity, and promote industrial agglomeration and park-based development. Based on resource and environmental endowment and carrying capacity, the spatial layout and land use structure of the traditional energy industry are optimized, and it is strictly prohibited to add new coal chemical production capacity in key areas of air pollution prevention and control.For areas with large scale of current modern coal chemical production capacity, it is encouraged to implement new projects through large pressure and small pressure, coal consumption replacement, etc. to avoid homogeneous and low-level duplicate construction.
3. Increase efforts in scientific and technological innovation
New modern coal chemical projects are encouraged to undertake corresponding technical innovation demonstration and upgrading tasks, implement major technical equipment research projects, accelerate industrial technology optimization and upgrading, and promote original innovation and integrated innovation.Promote technological innovations such as new high-performance composite catalysts, one-step olefin production of synthesis gas, and one-step olefin production of low-carbon alcohol ethers, and promote industrial breakthroughs in coal-to-para-xylene (PX). Focus on technical equipment, key raw materials and components such as large-scale high-efficiency coal gasification, new generation of high-efficiency methanol to olefins, and promote the industrial application of the first batch of materials, first sets of equipment, and first versions of software. Optimize and adjust the product structure and accelerate the development and application of high-end chemical production technologies such as coal-based new synthetic materials, advanced carbon materials, and degradable materials. Strengthen the research and development of green alternatives to toxic and harmful chemicals and non-toxic, harmless, low-toxic and low-harm green chemicals and products.Encourage the construction of large and efficient "gasification islands",Create a model of centralized production of platform raw materials and a multi-head development of downstream products. In areas with good resource endowment and industrial foundation, promote the coupled innovative development of modern coal chemical industry with renewable energy, green hydrogen, carbon dioxide capture, utilization and storage (CCUS). Promote the digital construction of modern coal chemical equipment, encourage modern coal chemical enterprises, equipment enterprises and service providers to form a consortium, research and develop modern coal chemical intelligent equipment and scenario integration technology, and cultivate a number of typical smart production scenarios。
4. Promote green and low-carbon development
Accelerate the promotion and application of green and low-carbon technology equipment, guide existing modern coal chemical enterprises to implement energy-saving, carbon reduction, water-saving, and pollution reduction transformation and upgrading, strengthen refined management throughout the process, improve resource and energy utilization efficiency, strengthen the leading and constraining role of energy efficiency, water efficiency, and pollutant emission standards, and steadily improve the green and low-carbon development level of modern coal chemical industry.Strict energy efficiency and environmental protection constraints, strengthen project energy conservation review and environmental protection supervision, and projects planned and under-construction projects should fully reach the energy efficiency benchmark level, and the energy efficiency level of main energy-using equipment should reach the advanced value of the energy efficiency standard or above; construction projects with energy efficiency below the benchmark level must be transformed and upgraded before the end of 2025, and the energy efficiency of the main products must reach the industry benchmark level or above. At that time, projects with energy efficiency still below the benchmark level will be eliminated and withdrawn. The environmental protection of newly built projects should meet the performance classification A-level indicator requirements. Accelerate the implementation of transformation of enterprises that cannot meet the standards of pollutants stably, and order enterprises with serious emissions exceeding the standards to suspend business and close them in accordance with the law. Resolutely implement the requirements of determining production based on water, strengthen water resource demonstration and project water use management, promote the application of water-saving technologies such as closed circulation cooling, and promote the fresh water consumption per ton of products of new projects to reach the industry-leading level. Accelerate the comprehensive management of volatile organic compounds, step-by-step recycling of high-salt wastewater, in-depth treatment of resource utilization, and resource utilization of solid waste such as ash and slag. Carry out screening and inspection of toxic and harmful chemical substances involved in the modern coal chemical industry and environmental risk assessment, and promote the implementation of environmental risk control measures such as prohibition, restriction, and emission restrictions for toxic and harmful chemical substances with high environmental risks. Accelerate the large-scale low-energy consumption capture, utilization and storage of high-concentration carbon dioxide, the development and industrial application of technology for preparing high-value-added chemicals.Strengthen the comprehensive development and utilization of traditional energy and new energy, and promote the complementary between coal-fired power, gas-electricity, wind-photo-electricity. New projects should be given priority to relying on the park's centralized heating and steam supply facilities, and in principle, no new coal-fired units will be added.。
5. Strengthen safety and environmental protection supervision
Strictly control project safety and environmental protection access, project site selection and pollution control measures must meet safety and environmental access requirements. New projects must be laid out in chemical parks with general or lower safety risk levels, and the province where they are located must complete the rectification of modern coal chemical industry in the State Council inspection.During the project construction process, effectively implement the "three simultaneous" system of safety and environmental protection, strengthen the linkage between enterprises and parks, and establish and improve emergency plans. Strictly implement the "Guidelines for the Prevention and Control of Safety Risks of Hazardous Chemical Production and Construction Projects (Trial)" and "Emergency Management Measures for Emergency Environmental Incidents", and in accordance with the relevant provisions of the Fire Protection Law and other laws and regulations, and according to the needs of production safety, professional emergency rescue forces and environmental emergency response teams such as enterprise full-time fire brigades, process disposal teams, government full-time fire brigades, etc. in large coal chemical bases and industrial clusters to improve the inherent safety level and safety guarantee capabilities, and effectively prevent secondary environmental disasters of all kinds of accidents. Increase daily safety inspections and environmental protection supervision, strictly control pollutant emissions, strictly prevent soil and groundwater pollution, promptly eliminate safety and environmental protection risks, seriously investigate and punish illegal acts, and take relevant rectification measures for those who do not meet the requirements in accordance with the law and regulations.
6. Clarify the division of responsibilities of all parties

The Ministry of Natural Resources, the Ministry of Water Resources, the Ministry of Emergency Management, the National Energy Administration and other departments shall combine their functions to strengthen work guidance in planning and site selection, water-based production determination and water resource demonstration, production safety, energy guarantee, resource matching, etc. All relevant local and central enterprises should strengthen their systematic concepts and bottom-line thinking. On the premise of completing the country's clear tasks of ensuring coal supply for power generation and heating, effectively ensuring coal supply, and coordinating the development of modern coal chemical industry and carbon intensity target requirements, fully consider factors such as industrial development foundation, market supply demand, and factor guarantee conditions, scientifically plan, fully demonstrate and standardize construction, strictly control the project, strengthen on-site and post-event supervision, ensure standardized construction according to the approval requirements, and resolutely curb the blind development of "two highs and one low" projects. The provincial development and reform commission and industrial and informatization authorities shall combine actual conditions to scientifically formulate the development plan of the modern coal chemical industry in the region, reasonably grasp the scale of industrial development, continuously improve the quality of industrial development, and promote the healthy development of the industry.
This notice is an important supplement to the Plan and will be implemented from the date of its publication. If the previous provisions are inconsistent with this notice, this notice shall prevail.。
