National Energy Group: Fully Advance Work on Energy Supply Security, Energy TransitionDriven Development, Technology Empowerment, and Quality-and-Efficiency Improvement

On August 31, the Party Leadership Group of China National Energy Group convened a meeting to communicate and study the spirit of the 6th Plenary Session of the 20th Central Commission for Discipline Inspection of the Communist Party of China, and deliberate and deploy the Group’s implementation measures. Zou Lei, Secretary of the Party Leadership Group and Chairman of the Group, presided over the meeting and delivered a speech. Feng Laifa, General Manager and Deputy Secretary of the Party Leadership Group; Xu Xinfu, Deputy Secretary of the Party Leadership Group; and Party Leadership Group members Fu Zhenbang, Wang Yimin, Yan Guochun and Liu Jingshan attended the meeting. Wang Yimin communicated the key takeaways from the 6th Plenary Session of the 20th Central Commission for Discipline Inspection.

The meeting noted that the 6th Plenary Session of the 20th Central Commission for Discipline Inspection thoroughly studied and implemented Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, especially Xi Jinping Thought on Party-building. It summarized the discipline inspection and supervision work in the first half of the year and set clear requirements for follow-up work in this regard, featuring strong political orientation and guiding significance. On August 24, the Party Committee of the State-owned Assets Supervision and Administration Commission of the State Council held an enlarged meeting, requiring state-owned central enterprises to strengthen ideological guidance, consolidate political responsibilities, and ensure that the construction of a clean and honest Party conduct and the fight against corruption stay firmly on the right political track. This provides fundamental guarantees for state-owned central enterprises to fulfill their annual targets for Party building and comprehensive strict governance over the Party.

The meeting stressed that the Group should thoroughly study and implement the spirit of the aforementioned plenary session, fully enforce the requirements from the meeting of the State-owned Assets Supervision and Administration Commission of the State Council, further raise political awareness for comprehensive strict governance over the Party, and deliver solid progress in follow-up work. First, continue to thoroughly study and implement Xi Jinping Thought on Party-building. Organize Party members and cadres to read original works, study original texts and grasp the essence of theories. Integrate the study of General Secretary Xi Jinping’s important instructions and directives concerning stateowned central enterprises. Identify directions, ideas and approaches from the Party’s innovative theories, and pursue work and fulfill responsibilities with a correct view of political performance.

Second, implement the decisions and deployments of the Party Central Committee with greater resolve and effectiveness. Fully roll out the Group’s “123456” implementation work system to enhance relevance, penetration and effectiveness. Align with national special-purpose plans, refine and implement the Group’s 15th Five-Year Plan, and fully advance work on energy supply security, energy transition-driven development, technology empowerment, and quality-and-efficiency improvement, so as to fulfill the duties and missions of a backbone state-owned energy central enterprise.

Third, unswervingly advance comprehensive strict governance over the Party, the development of a clean and honest Party conduct, and the fight against corruption. Consolidate responsibilities for Party governance, with focus on enforcing responsibilities for clean-party conduct and anti-corruption work across all subordinate entities. Earnestly push forward rectification of problems identified in the follow-up inspection by the Central Commission for Discipline Inspection and feedback from the Central Ecological and Environmental Protection Inspection. Sustain long-term efforts to rectify the “Four Winds” (formalism, bureaucracy, hedonism and extravagance). Further improve anti-corruption working mechanisms, leverage the “Grand Supervision Platform”, and give play to its “shadow-free lamp” function of comprehensive oversight. Deepen the fight against corruption, continue reforms and rectification in key sectors, improve power restriction mechanisms, strengthen the development of a clean-honor culture for the new era, and resolutely win the tough, long-term and overarching battles against corruption.
