China Huaneng, Shandong Province Sign Strategic Cooperation Agreement for Green and High-Quality Development
JINAN, July 20 — China Huaneng Group Co., Ltd. (China Huaneng) has signed a strategic cooperation agreement with the People’s Government of Shandong Province to support the development of Shandong’s Pilot Zone for Green, Low-Carbon and High-Quality Growth.
Before the signing event, Wen Shugang, Chairman and Party Secretary of China Huaneng, and Zhong Guodong, Group General Manager and Deputy Party Secretary, held talks in Jinan with Lin Wu, Secretary of the CPC Shandong Provincial Committee and Director of the Standing Committee of the Shandong Provincial People’s Congress.
The signing was witnessed by Zhou Naixiang, Deputy Secretary of the CPC Shandong Provincial Committee and Governor of Shandong, alongside Wen Shugang. Zhang Haibo, Member of the Standing Committee of the CPC Shandong Provincial Committee and Executive Vice Governor of Shandong, and Zhong Guodong signed the agreement on behalf of the two sides. Also present at the ceremony were Shan Yi, Member of the Standing Committee and Secretary-General of the CPC Shandong Provincial Committee, and Si Weiguo, Vice General Manager and Member of the Party Leadership Group of China Huaneng.
Per the agreement, the two parties will expand collaboration on large-scale strategic investment, delivery of key projects, renewable energy development and utilization, and the upgrading of coal-fired power generation, jointly advancing green, low-carbon and high-quality growth.
During the meeting, Lin Wu welcomed the China Huaneng delegation and thanked the group for its long-term support to Shandong’s economic and social progress. He noted that Shandong is fully implementing President Xi Jinping’s important guidance on the province’s development, striving to advance local modernization while taking the lead in delivering high-quality growth.
Looking ahead to the 15th Five-Year Plan (2026–2030), Shandong will speed up building a modern industrial system centered on advanced manufacturing, cultivate new pillar and future-oriented industries, and further push forward the green low-carbon transition. He voiced hopes that both sides will strengthen communication and coordination to speed up progress on major projects, deepen practical cooperation in emerging sectors, and expand bilateral ties across wider areas. The provincial government will continue to deliver high-quality services and a sound investment environment for China Huaneng’s operations in Shandong.
Wen Shugang expressed gratitude to the CPC Shandong Provincial Committee and Shandong Provincial Government for their consistent support. He briefed attendees on China Huaneng’s business performance and industrial layout within the province. Wen highlighted China Huaneng’s deep commitment to Shandong, where the group has operated for nearly four decades. It has become the largest power generation and district heating enterprise in Shandong, with a diversified and integrated industrial portfolio.
He added that China Huaneng is thoroughly implementing President Xi Jinping’s important instructions delivered during his visit to the group’s headquarters, ensuring that all strategic initiatives are fully implemented.
For the 15th Five-Year Plan period, China Huaneng will fully align its work with Shandong’s requirements for high-quality energy development. Taking the newly signed agreement as a new starting point, the group will continue to uphold its core obligation of safeguarding energy security, scale up investment in Shandong, and actively participate in building a modern energy system tailored to the province’s conditions. It will consolidate the foundation for green and low-carbon development, accelerate the development of the full nuclear energy value chain, and advance clean and efficient upgrades for coal-fired power units.
Through these joint efforts, China Huaneng will further contribute to Shandong’s modernization drive and support the province’s pursuit of sustainable, high-quality development.
