In 2024, under the strong leadership of the Party Group of the National Energy Administration, the Shandong Energy Supervision Office thoroughly studied and implemented Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era and the new energy security strategy of "four revolutions and one cooperation", closely followed the "one main line" of political construction as the overall leadership, focused on the "four strengthenings", and fully fulfilled all responsibilities of energy supervision, which effectively promoted Shandong's green and low-carbon transformation and high-quality development of energy.

Strengthen the construction of political institutions

Adhere to and strengthen the Party’s overall leadership over energy supervision

First, build strong political institutions with high quality. Firmly establish the awareness of political organs, and always regard the study and implementation of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era as the primary political task. A total of 24 study sessions of the central group and 18 study sessions of the "First Topic" were held throughout the year, and the "Excerpts of Xi Jinping's Discourse on National Energy Security" were completed chapter by chapter and section by chapter. We will thoroughly study and implement the spirit of the Third Plenary Session of the 20th CPC Central Committee, closely combine the study and implementation of the spirit of the plenary session with the promotion of high-quality energy development in Shandong, and further consolidate the ideological foundation of the party members and cadres of the entire office firmly support the "two establishments" and resolutely implement the "two safeguards".

Second, promote high-quality rectification of work style and discipline. We have carried out party discipline learning and education in a solid manner, studied the "Regulations on Disciplinary Punishment of the Communist Party of China" in its entirety, carried out special warning education and the theme party day activities of "Everyone Telling" in integrity stories, and comprehensively created a good atmosphere of learning discipline, knowing discipline, understanding discipline, and abiding by discipline. It was the first in the country to organically integrate medium- and long-term, spot, auxiliary services and retail market mechanisms of electricity, and issued the "Shandong Power Market Rules", forming "one market, one rule", which better realizes the coordinated operation of the market. The "Shandong Electric Power Hill Climbing Auxiliary Service Market Trading Rules" was issued, and it was the first in the country to establish a hill climbing auxiliary service market. On June 17, 2024, Shandong Electric Power Spot Market officially entered operation.

Second, give full play to the role of the power market in energy supply and energy transformation. In terms of energy supply guarantee, during the summer of 2024, the peak and high prices of the power market encouraged coal-power units to increase their power generation capacity by 2.7 million kilowatts, guiding users to cut peaks to 2.8 million kilowatts during peak electricity consumption, and increased their energy supply guarantee capacity by 5.5 million kilowatts. With Shandong's electricity load exceeding 100 million and 4 times 39 times, the power grid maintained stable operation, and demand response and orderly electricity use were not started. In terms of energy transformation, the full chain of market time-sharing prices guides users to fill up 5 million kilowatts during the electricity consumption trough period. With the country's first photovoltaic installed capacity in Shandong and the country's third largest total photovoltaic installed capacity in wind power, the utilization rate of new energy reached 97.6%.

The third is to strive to ensure the stable supply of coal, oil and gas. The country is the first to establish a monitoring system for coal and natural gas production, supply, storage and sales, and form a monthly monitoring report every month, and promptly discover potential and tendency problems in energy supply and take measures. In view of the preventive production suspension of individual coal mines during the flood season, a quick reporting mechanism for coal mine production suspension and restrictions during the 2024 flood season was established in a timely manner, realizing dynamic monitoring of the coal production and supply situation. There was no public opinion on the short supply of natural gas throughout the year, effectively ensuring energy supply.

Strengthen power safety and digital supervision

Stable power operation and market order have been effectively maintained

First, we will strive to promote the full implementation of the "two responsibilities". In-depth analysis of the risks and hidden dangers of the safe operation of large power grids to ensure that the safety and controllability of large power grids are ensured. We have promoted the implementation of local supervision responsibilities in all aspects, and the 1,229 supervision objects in the province have clarified the supervision subjects one by one. Local supervision training is organized on a monthly basis, and more than one risk of production and maintenance are collected every week, and 34 risk warning orders are issued. In 2024, Shandong's power industry's major hidden danger investigation efforts ranked among the top three in the country, and no personal casualties occurred.

Second, actively promote innovative practices in digital supervision of the power market. A power market monitoring system covering 247 power market monitoring indicators in five categories has been established, 81 basic market operation data are connected, and normalized automatic push has been achieved. Cooperate with the Market Supervision Department of the National Energy Administration to study and formulate the "Technical Implementation Plan for the Construction of Provincial Power Market Monitoring Systems" to help the first national replication and promotion of supervision pilot experience.

Strengthen the supervision of energy use in people's livelihood

First, actively promote the solution of the power consumption problem of non-grid direct power supply communities. We actively report to the leaders of the provincial government, and promote the formation of a working mechanism led by the Provincial Department of Housing and Urban-Rural Development, and jointly participate in the Provincial Development and Reform Commission, Provincial Energy Bureau, Shandong Energy Supervision Office and power grid enterprises.
