Ministry of Industry and Information Technology: Build a number of zero-carbon factories and zero-carbon industrial parks

On December 13, 2024, Jin Zhuanglong, Secretary of the Party Group and Minister of the Ministry of Industry and Information Technology, presided over an enlarged meeting of the Party Group to convey and study the spirit of the Central Economic Work Conference and study the implementation measures.

The meeting pointed out that the important speech delivered by General Secretary Xi Jinping comprehensively summarizes this year's economic work, deeply analyzes the current economic situation, and systematically deploys next year's economic work. We must earnestly study and implement the spirit of General Secretary Xi Jinping’s important speech, deeply understand the five important relationships that must be coordinated, continuously deepen our understanding of the regularity of economic work, consciously use the Party Central Committee’s scientific judgment on the situation to unify thoughts, will and actions, grasp the general trend and strengthen confidence, face difficulties and remain sober, anchor the key task of realizing new industrialization, vigorously improve the industrial scientific and technological innovation capabilities, accelerate the construction of a modern industrial system with advanced manufacturing as the backbone, and make new contributions to promoting Chinese-style modernization.

The meeting emphasized that this year is a critical year for achieving the goals and tasks of the "14th Five-Year Plan". The development process over the past year is extraordinary, the achievements are encouraging, and it strengthens the determination and confidence to do a good job in economic work. The fundamental reason for these achievements lies in General Secretary Xi Jinping’s leadership and the scientific guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era. We must more deeply understand the decisive significance of the "two establishments", strengthen the "four consciousnesses", firm up the "four self-confidences", and achieve the "two safeguards", and always maintain a high degree of unity with the Party Central Committee with Comrade Xi Jinping as its core in terms of ideology, politics and actions. We must deeply grasp the overall requirements, policy orientation and key tasks of economic work next year, adhere to the principle of seeking progress while maintaining stability, promote stability through progress, adhere to the integrity and innovation, establish first and then break, systematically integrate and cooperate, and strive to transform all positive factors into development achievements, and ensure that the decisions and deployments of the Party Central Committee are implemented.

The meeting required that the entire system should fully implement the spirit of the 20th National Congress of the Communist Party of China and the Second and Third Plenary Sessions of the 20th Central Committee of the Communist Party of China, thoroughly study and implement the spirit of the Central Economic Work Conference, implement the deployment of the National New Industrialization Promotion Conference, further enhance the sense of responsibility, mission and urgency, implement the spirit of the conference in all aspects of industrial and informatization reform and development, complete the goals and tasks of the "14th Five-Year Plan" with high quality, and lay a solid foundation for achieving a good start to the "15th Five-Year Plan".

We must uphold and strengthen the Party’s overall leadership, strengthen the spirit of doing things and starting businesses, set a good example, firmly adhere to the “four red lines” of integrity, confidentiality, security and quality, and promote high-quality development with a solid style to continuously achieve new breakthroughs and new results.

We must make every effort to promote the recovery and improvement of the industrial economy, implement a new round of work plans for stabilizing growth of the top ten key industries, and increase efforts to promote large-scale equipment renewal and consumer goods trade-in, and expand effective investment in manufacturing.

We must implement the high-quality development actions for key industrial chains in manufacturing in depth, establish a safety risk assessment and response mechanism for industrial chains and supply chains, and implement industrial base reconstruction projects and major technical equipment research projects.

We must promote the integrated development of scientific and technological innovation and industrial innovation, strengthen the research and development of key core technologies, lay out and launch a number of major science and technology projects and key special projects of key R&D plans, optimize the construction layout of the manufacturing innovation center and the China Experimental Certification Platform, and improve the development policies of the science and technology service industry.

We must accelerate the construction of a modern industrial system with advanced manufacturing as the backbone, actively use digital technology and green technology to transform and upgrade traditional industries, consolidate and enhance advantageous industries, accelerate the development of emerging industries, and foresee the layout of future industries. Launch and implement the implementation standard improvement action to lead the optimization and upgrading of traditional industries, and large-scale application demonstration action for new technologies, new products and new scenarios in manufacturing.

We must promote the digital networking and intelligent development of manufacturing, implement the digital transformation action of manufacturing in depth, build a national comprehensive information service "one network" and build a number of digital transformation promotion centers for manufacturing that understand both the industry and the digitalization of the manufacturing industry by industry and region. Carry out the "Artificial Intelligence +" action. Consolidate the competitive advantages and leading position of the information and communication industry, implement the "5G+Industrial Internet" upgrade action, and accelerate the "connection of networks" of network upgrades.

We must deepen the green and low-carbon development of industry, implement industrial energy conservation and carbon reduction actions, build a number of zero-carbon factories and zero-carbon industrial parks, and promote the scale and high-value utilization of industrial resources.

We must accelerate the cultivation of world-class enterprises, improve the gradient cultivation system for high-quality enterprises, improve the long-term mechanism for preventing and resolving arrears of small and medium-sized enterprises, and improve the national "one network" for small and medium-sized enterprises services.

We must improve the level of modernization of industry governance, establish a mechanism to maintain a reasonable proportion of investment in manufacturing, reasonably reduce the comprehensive costs and tax burden of manufacturing, implement a manufacturing talent support plan, and guide the industry to strengthen self-discipline.

The meeting emphasized that as the end of the year and the beginning of the year approaches, we must speed up the coordination and guarantee of industrial economic operation factors, do a solid job in enterprise assistance, production safety and other work to ensure people's livelihood and safety, and ensure the overall social stability. The entire system must adhere to the principle of doing things first, enhance confidence, face difficulties, work hard and achieve success, fully complete the annual goals and tasks, and comprehensively promote the construction of a strong country and the great cause of national rejuvenation with the actual results of high-quality development.
