Focusing on the primary task of high-quality development, building Inner Mongolia into an important ecological security barrier in northern my country, a security and stability barrier in northern China, an important national energy and strategic resource base, an important national agricultural and livestock product production base, and an important bridgehead for my country's opening to the north is the strategic positioning and major responsibility given to Inner Mongolia by General Secretary Xi Jinping and the Party Central Committee. In order to thoroughly implement the spirit of General Secretary Xi Jinping’s important speeches and instructions, support Inner Mongolia to take the forging of a strong sense of community for the Chinese nation as the main line, accelerate the implementation of the "five major tasks", promote high-quality development, and strive to write a new chapter of Chinese-style modernization Inner Mongolia, the following opinions are put forward.
1. Overall requirements
(I) Guiding ideology
Guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, thoroughly implement the spirit of the 20th National Congress of the Communist Party of China, firmly grasp the strategic positioning of General Secretary Xi Jinping and the Party Central Committee for Inner Mongolia, fully, accurately and comprehensively implement the new development concept, accelerate the construction of a new development pattern, focus on promoting high-quality development, coordinate development and security, take the forging of a strong sense of community of the Chinese nation as the main line, and take ecological priority and green development as the orientation, accelerate the strategic adjustment of the economic structure, explore new paths for transformation and development of resource-based regions, and promote Inner Mongolia to show new actions in the construction of "two barriers", "two bases" and "one bridgehead", effectively improve the functions of ensuring the national ecological, energy, food, industry and border security, build a "model autonomous region" in all aspects, create an important support for serving and ensuring the high-quality development of the country, and make greater contributions to promoting Chinese-style modernization and comprehensively building a modern socialist country.
(II) Working principles
——Ecological priority and green development. Firmly establish the concept that green waters and green mountains are gold and silver mountains, solidly promote ecological protection and high-quality development in the Yellow River Basin, increase the protection and restoration of ecosystems such as grasslands, forests, and wetlands, strengthen comprehensive prevention and control of desertification, and build a green Great Wall in the northern border of the motherland.
——Change methods and adjust structure. Based on Inner Mongolia’s resource endowment and strategic positioning, we will promote the transformation of economic development mode with adjusting and optimizing the industrial structure, extending the resource-based industrial chain, innovation-driven development, green and low-carbon development, and comprehensively deepening reform and opening up, and effectively improve the quality and efficiency of development.
——Reform and opening up, shaping advantages. Implement the "two unshakable", deepen the market-oriented reform of factor allocation, and continuously optimize the business environment. Actively participate in the joint construction of the "Belt and Road" and the construction of the China-Mongolia-Russia Economic Corridor, strengthen cooperation with other domestic regions, and create a full-region open platform that connects the inside and outside, radiates to the surrounding areas, gathers resources and distributes, and integrates factors.
——Bottom line thinking and ensure safety. Coordinate development and security, give full play to the advantages of energy industry, strategic resources, agriculture and animal husbandry, enhance the competitiveness and security of the industrial chain and supply chain, and play a greater role in supporting and ensuring the high-quality development of the country. We will do a good job in preventing and disposing of local debt risks.
——Preserve people’s livelihood and unite people’s hearts. Firmly establish the people-centered development philosophy, pay more attention to ensuring and improving people's livelihood in development, promote high-quality population development, steadily promote common prosperity, comprehensively promote the cause of ethnic unity and progress, and let people of all ethnic groups share the fruits of modernization construction.
(III) Main objectives
By 2027, the comprehensive economic strength will enter the national medium level, the income of urban and rural residents will reach the national average, the industrial structure will be optimized and upgraded, the scale of new energy installed capacity will exceed thermal power, the supply capacity of grain and important agricultural and livestock products will continue to improve, the battle of the construction of the "Three Norths" shelterbelt system has achieved phased results, and the sand prevention and control has achieved remarkable results. my country's role as an important bridgehead for opening up to the north has fully exerted, the construction of the "model autonomous region" has achieved significant results, and various undertakings of Inner Mongolia's modernization have achieved new development.
By 2035, the comprehensive economic strength will leap significantly, the total economic output and urban and rural residents' income will reach a new level, a new energy system will be basically completed, and the role of "two barriers", "two bases" and "one bridgehead" will be further enhanced, and we will continue to be at the forefront in promoting national unity and progress, and basically realize socialist modernization at the same time as the whole country.
2. Coordinate the systematic management of mountains, rivers, forests, fields, lakes, grasslands and sands, and build a solid important ecological security barrier in the north.
(IV) Scientifically promote comprehensive desertification control. Take sand control as the main task of desertification prevention and control, implement policies in a classified manner, concentrate efforts on large-scale sand control in key areas, coordinate the promotion of major projects for the protection and restoration of important ecosystems and the construction of the "Three Norths" shelterbelt system, and study the integration of key sand areas and banners and counties into major projects to promote the implementation. Increase support for desertified land control, photovoltaic desertification control, etc., and make every effort to fight the battle of ecological environment system governance of the Yellow River "Several Bend" Korqin and Hunshandake desert annihilation war, and the Hexi Corridor-Taklamakan Desert edge blocking war, support the implementation of a number of key projects in key governance areas such as the Mu Usu Desert and the Kubuqi Desert, carry out the assessment of the ecological environment effectiveness of key ecological projects such as the "Three Norths", and effectively build a solid ecological security barrier in the capital.
(V) Strengthen the protection and restoration of grassland forest wetlands. Increase support for Daxinganling forest ecological conservation, grassland ecological protection and restoration, wetland protection and restoration, soil and water conservation, and degraded forest and grassland restoration. (VI) Carry out environmental pollution prevention and control in depth. Resolutely win the battle to defend blue sky, clear water and clean land, and promote the transformation of clean heating in key areas. Strengthen joint prevention and control of air pollution in Hokkaido-Bao-E, Wuhai and surrounding areas and control of historical abandoned mines. Comprehensively implement the elimination and rectification of tributaries entering Yellow River and the classification and rectification of sewage outlets entering rivers, accelerate the comprehensive water ecology management of Hulun Lake, Wuliangsuhai, Daihai and Chahan Naur, strengthen the rectification of water pollution in industrial parks, and accelerate the construction of garbage and sewage collection, transfer and disposal facilities. Strengthen soil risk control and restoration such as contaminated arable land and mining land. Promote the construction of "waste-free cities". Promote the control of agricultural and animal husbandry non-point source pollution. Support Inner Mongolia to deepen the pilot program of pollution emission rights trading. Strengthen the prevention and control of noise pollution.
(7) Promote green, low-carbon circular development. Actively and steadily promote carbon peak and carbon neutrality, and promote the gradual shift of dual energy consumption control to dual carbon emission control. Accelerate the construction of low-carbon parks such as Huolinhe and Baotou Aluminum, and promote the development of Ordos Mengsu and Baotou Damao Zero Carbon Parks. Implement a comprehensive conservation strategy. Support the construction of urban waste classification recycling facilities, and strengthen the recycling of waste in emerging industries such as retired power batteries, photovoltaic modules, wind turbine blades. Build an Ordos fly ash extraction alumina comprehensive utilization base. Promote zero-emission heavy trucks and cultivate a group of clean transportation companies in coal mining areas, logistics parks, steel, thermal power and other fields. Deepen the Inner Mongolia carbon monitoring and evaluation pilot project and establish and improve the carbon monitoring and evaluation technical system. Build a carbon metrology center in Inner Mongolia and improve the measurement monitoring system for forest, grassland, wetland desert carbon sinks. Support Hulunbuir, Xing'an League, Chifeng and other regions to explore mechanisms for realizing ecological product value. Support Inner Mongolia in developing green finance.
3. Promote strategic adjustment and optimization of industrial structure and build a modern industrial system with diversified development and multi-pole support.
(8) Enhance innovative development capabilities. Focus on advantageous areas such as new energy, rare earth new materials, coal-based new materials, graphene, hydrogen energy, biopharmaceuticals, biobreeding, grass industry, etc., and lay out the construction of a national-level innovation platform. Support Hokkien, Baotou and E to apply for the creation of a national independent innovation demonstration zone according to procedures. Accelerate the construction of the National Dairy Technology Innovation Center and study and support the creation of a national technology innovation center for new rare earth materials and grass seeds. It is encouraged to cultivate and build national key laboratories in the fields of grassland livestock reproduction regulation and breeding. Support Inner Mongolia's advantageous scientific research forces to participate in the construction of the national laboratory, carry out new energy power generation, green hydrogen preparation, efficient and flexible power generation of coal,New power systemand other research and practice. Give priority to the national major talent project plan and national talent strategic layout. Support the introduction and training of urgently needed professional talents, and implement relevant regional allowance policies.
(9) Accelerate the optimization and upgrading of the industrial structure. Vigorously promote new industrialization and support Inner Mongolia in cultivating and developing advanced manufacturing clusters. Promote the technical transformation of energy conservation, pollution reduction and carbon reduction in key areas such as steel, non-ferrous metals, and building materials, and extend the industrial chains of coal coking chemical, chlor-alkali chemical, and fluorosilicon chemical. Enterprises in the fields of ferroalloys, coking, etc. are encouraged to optimize and reorganize. Orderly develop modern equipment manufacturing industries such as photovoltaic manufacturing and fan manufacturing, and accelerate the development of new materials such as electronic grade crystalline silicon and special alloys. Support the layout of national defense science and technology industrial projects in Inner Mongolia and promote the development of the civil aviation industry. Promote the development of pharmaceutical industries such as traditional Chinese medicine (Mongolian medicine), raw materials and other pharmaceutical industries.
(10) Promote the high-quality and efficient development of the service industry. Encourage the integrated development of modern service industry with advanced manufacturing and modern agriculture and animal husbandry. Accelerate the construction of Baotou Rare Earth Product Inspection and Inspection Center. Support Inner Mongolia to develop its hub economy and promote the construction of national logistics hubs and national backbone cold chain logistics bases. Research on the application of modular transportation of highway containers. Cultivate and develop the silver economy. Implement the project of inheriting and developing China's excellent traditional culture. Include the research on the civilization of the West Liaohe River into the Chinese Civilization Source Exploration Project and support the application of the Hongshan Cultural Site to World Cultural Heritage. Promote the construction of the Great Wall and the Yellow River National Cultural Park, and support Alshan to create a national-level tourist resort. Support border banners and counties such as Zhuengadabuqi to carry out reform experiments on border tourism pilot zones. Research on the establishment of Helinger Financial Data Industrial Park. Support Inner Mongolia financing guarantee institutions and the national financing guarantee fund to strengthen cooperation.
(11) Strengthen the construction of the infrastructure system. Research and strengthen the connection between the Hunan Channel and the Bao (Yin) Sea Channel, promote the construction of Baotou through Ordos to Yulin Railway, Linhe to Hami Railway Linhe to Ejina section, study and build the Qiqihar to Hailar, Hailar to Heishantou Railway, promote the transformation of the Ulanhot to Arshan to Hailar railway, and build a large railway channel that runs through the eastern, central and western parts of Inner Mongolia. On the premise of strictly preventing local debt risks, we will promote the completion of the Inner Mongolia section of the main line of the national expressway, the interconnection of highways in leagues and cities, the connection of highways in banners and counties in urban areas with a population of more than 100,000, and the connection of highways at key ports. Improve road traffic management facilities and safety protection facilities in rural and pastoral areas. Support the construction of transportation and general airports in key banners and counties. Improve the universal service level of Inner Mongolia Telecom. Carry out low-altitude airspace reform and develop low-altitude economy. Accelerate the construction of Inner Mongolia hub nodes in the national integrated computing power network, and support the construction of the "East Digital and West Computing" project of Helinger Data Center Cluster. Promote the improvement of network transmission performance between Inner Mongolia hub nodes and other computing power hub nodes and expand the Internet export bandwidth. Carry out feasibility study and demonstration of the new Internet exchange center. Support the construction of fire prevention emergency communication infrastructure in Inner Mongolia.
4. Deepen institutional and mechanism reform and explore new paths for transformation and development of resource-based regions
(12) Promote the orderly development and utilization of mineral resources. Strictly implement the requirements of land space planning, use control and ecological environment zoning control, and connect energy resource bases, national planned mining areas, key exploration and mining areas with ecological protection red lines and nature reserves. New major national mineral resource exploration and development projects approved in accordance with laws and regulations are allowed in the basic grassland. Comprehensively promote green exploration and green mine construction, and explore and formulate incentive policies to promote mining enterprises to adopt advanced technologies. Improve the relevant systems for mineral resource conservation and comprehensive utilization, pragmatically strengthen the construction of mine safety facilities and capacity, classify and dispose of mines that do not meet the conditions for safe production, promote the integration of non-coal mine resources, and encourage comprehensive development and utilization of resources co-generated with coal.
(13) Strengthen the management and restoration of mining areas. Urge production mines to fully fulfill their obligations in mine geological environment protection, restoration and governance and land reclamation, and explore supporting third-party governance models. Coordinate the control of mine pollution and ecological restoration. Urge and guide mining enterprises to make full provision and standardize the management and use of the mine geological environment governance and restoration funds. Acceptance of the conditions for mining areas are encouraged to carry out large-scale comprehensive land management and adjacent mining enterprises to implement centralized and continuous comprehensive governance. Increase fiscal investment in ecological restoration of historical abandoned mines, encourage and support social capital participation and obtain reasonable returns.
(14) Innovate the system and mechanism for transformation and development of resource-based regions. Improve the resource development compensation mechanism and the interest distribution and sharing mechanism, strengthen the ecological environment restoration and governance responsibilities and social responsibilities of resource-based enterprises, and promote green development and benefit sharing. Explore the use of land in mining areas for rent and other methods to jointly build employment assistance workshops, modern agricultural facilities and develop new energy to promote employment and income for residents in mining areas. Implement long-term cooperation agreements for cross-provincial and regional power transmission projects, and on the basis of strictly implementing the priority power generation plan for cross-provincial and cross-regional power transmission and reception, we encourage medium- and long-term transactions of exported power in a market-oriented manner, and promote new energy power generation companies to participate in spot transactions between provinces and regions. Central enterprises are encouraged to increase support and accelerate the construction of the economic cluster area of Hohhot Energy and Resources Headquarters. Support Wuhai, Ordos Mengxiheqipanjing Industrial Park, and Alxashan Ustai Industrial Park to integrate park resources and streamline management systems.
5. Build a new energy system and enhance the supply capacity of important national energy and strategic resource bases
(15) Improve the supply guarantee capacity of traditional energy. Orderly releaseCoal and electricityAdvanced oil and gas production capacity, accelerate the construction of coal reserve projects. Give priority to supporting Inner Mongolia in carrying out coal capacity reserves and establish a certain scale of coal peak-shaving reserve capacity. Strengthen the bottom-line guarantee for coal-fired power, accelerate the construction of coal-fired power within the national plan, and reserve a batch of coal-fired power projects. Comprehensively promote the "three reforms and linkage" of coal-electric units. Continue to promote the elimination of backward coal-fired power production capacity, and classify the operation of life-extending, eliminating shutdown and "closing without dismantling" into emergency backup power supply. Support the oil and gas exploration and development in Inner Mongolia, increase the sale of oil and gas exploration blocks, promote the exploration and development of unconventional natural gas in Ordos, build the Ordos modern coal chemical industry demonstration zone and coal-to-oil and gas strategic base with high quality, and drive the high-end development of coal-based new materials.
(16) Promote the construction of large-scale wind power photovoltaic bases. Accelerate the construction of large wind power photovoltaic bases, supporting power supplies and export channels in deserts, Gobi and desert areas such as Kubuqi, Tengger, Ulan Buhe, and Badain Jilin. Research and promote the construction of the Hunshandake Sandland to Beijing-Tianjin-Hebei power transmission channel. Adhere to the combination of large-scale and distributed development, synchronously configure high-efficiency energy storage peak-shaving devices, and actively develop photothermal power generation. Support Inner Mongolia to build major demonstration projects for new power systems and encourage the application of new energy microgrids. Research and optimize the networking method between the Mongolian and North China power grids. In accordance with relevant national regulations, optimize the procedures for incorporating 500 kV power grid projects. Strengthen the overall coordination of the power grid in planning, approval, construction, and operation.
(17) Accelerate the construction of a modern energy economic system. Research on the establishment of a regional coal trading center. Improve the participation of new energyElectricity MarketRules, explore the pilot market trading of the power capacity of the Mengxi Power Grid and establish a capacity compensation mechanism for renewable energy supporting coal-fired power projects. Carry out green electricity trading in the Inner Mongolia power market. Accelerate the development of the entire industrial chain of key materials, equipment and parts in the new energy industry, strengthen the wind and solar hydrogen storage industry cluster, and build a national-level new energy equipment manufacturing base. Carry out large-scale research on the hydrogen production and new energy storage technologies, and promote the industrial application of green hydrogen production and green ammonia, green alcohol and hydrogen metallurgy. On the premise of improving industry standards, promote the construction of the hydrogen transmission pipeline from Ulanqab to Yanshan Petrochemical. Support the construction of low-carbon zero-carbon negative carbon projects. Encourage local consumption of new energy and support the transfer and layout of advanced green high-energy-loading industries to Inner Mongolia's low-carbon zero-carbon parks.
(18) Strengthen the development and utilization of strategic resources such as rare earths. Support the systematic exploration and evaluation, protective development, high-quality utilization and standardized management of strategic mineral resources in Inner Mongolia, and improve the guarantee capabilities of strategic mineral resources such as rare earths, iron, nickel, copper, tungsten, tin, molybdenum, gold, fluorite, crystalline graphite, lithium, uranium, and helium. Accelerate the development of high-end rare earth functional materials such as high-purity rare earth metals, high-performance rare earth permanent magnets, and high-performance polishing. Expand the application of rare earth catalytic materials in industries such as steel, cement, glass, automobiles, thermal power and other industries. Support the Baotou Rare Earth Product Exchange to build a nationwide rare earth product trading center in accordance with the law, and build Baotou into the country's largest rare earth new materials base and the world's leading rare earth application base.
6. Accelerate the modernization of agriculture and animal husbandry and enhance the comprehensive production capacity of important national agricultural and livestock product production bases
(19) Strengthen the construction of agricultural and animal husbandry infrastructure. Accelerate the construction of high-standard farmland and gradually build all permanent basic farmland into high-standard farmland. Gradually expand the scope of protection and utilization of black soil in Northeast China, strengthen the management of black soil erosion channel, support places that meet the conditions to carry out comprehensive utilization of saline-alkali land, strengthen the transformation and upgrading of existing saline-alkali cultivated land, and promote the continued construction and modernization of large and medium-sized irrigation areas such as Hetao. Improve the production capacity of natural grasslands and grass seed supply capacity, accelerate the development of facility agriculture and cottage and breeding, expand the pilot project of grain-to-feeding, and build high-quality forage bases such as sheep grass, alfalfa, and oats. Promote the mechanization and intelligence of agriculture and animal husbandry, and accelerate the construction of national modern agricultural industrial parks, rural industrial integration development parks and agricultural industrial strong towns.
(20) Vigorously develop ecological agriculture and animal husbandry. Carry out large-scale yield improvement actions for major crops such as grain and oil, and increase rewards and support for major grain-producing counties. Implement the cultivation of advantageous and characteristic varieties and animal and plant protection projects, support the pilot of industrial application of biological breeding, build large counties for soybean, corn and potato seed production, and build an important national "granary". Support beet production and stabilize beet sugar production. Support the construction of grassland animal husbandry transformation and upgrading projects and implement the pilot project of grass-to-livestock balance demonstration county. Support joint research on dairy cattle breeding, promote the improvement of dairy production capacity in the whole county, and build a dairy trading center for the whole country. Steadily implement the subsidy policy for animal husbandry and promote the expansion of beef cattle herds and quality improvement and the construction of fattening farms. Promote the deep processing of agricultural and livestock products and the creation of green organic brands. Support the recognition of national key leading enterprises for agricultural industrialization and promote the listing of leading enterprises in agriculture and animal husbandry. Build Bayannur National Agricultural High-tech Industry Demonstration Zone and Xing'an League Modern Animal Husbandry Pilot Zone with high quality.
(21) Strengthen water resources guarantee capabilities. Promote the construction of the backbone project of Inner Mongolia water network and steadily implement the second phase of the Insighting and Jiliao project. Promote agricultural water conservation and efficiency improvement, industrial water conservation and emission reduction, and urban water conservation and loss reduction. Promote green water retention mining of coal mines and comprehensive utilization of mine water, and encourage the use of mine water for ecological water replenishment and agricultural irrigation according to local conditions. Promote the overexploitation and management of groundwater in the Xiliao River and Ordos platform in an orderly manner. Accelerate the construction progress of sand-blocking projects in the Yellow River's concentrated source area. Deepen the comprehensive reform of agricultural water prices, accelerate the improvement of the water supply measurement system, and establish a precise subsidy and water-saving reward mechanism. Promote water rights transactions between leagues and cities, and carry out water use rights reforms in accordance with laws and regulations.
(22) Deepen rural and pastoral reforms. Improve the service system for transfer of land and grassland management rights, and explore and carry out efficient utilization pilot projects on the basis of promoting the confirmation, registration and issuance of new cultivated land rights. In accordance with the national deployment, standardize the cross-provincial adjustment of land increase and decrease link surplus indicators, orderly carry out pilot projects for collective commercial construction land for rural and pastoral areas to enter the market, and safely revitalize and utilize the existing construction land for rural and pastoral areas. Deepen the governance of "hollow villages". Carry out insurance for advantageous and characteristic agricultural and livestock products according to local conditions and provide appropriate subsidies to qualified agricultural and animal husbandry insurance.
7. Actively integrate into the domestic and international dual circulation and promote the quality and upgrading of the construction of important bridgeheads to the north
(23) Strengthen the construction of open channels. Accelerate the construction of Manzhouli Port as the node, connect Dalian Port, Qinhuangdao Port and the northeast region, connect the northeastern region, connect the Russian-Mongolia-Europe to the north, use the Erlianhot Port as the node, support the China-Mongolia-Russia-Russia-China Railway, connect the Tianjin Port and Beijing-Tianjin-Hebei, and connect the Russian-Mongolia-Europe to the north, and improve the functions of goods customs clearance, logistics trade and production and processing. Improve the service capabilities of the China-Europe freight train ports of Manzhouli and Erlianhot, promote the expansion and quality of China-Europe freight trains in Inner Mongolia, and study the inclusion of trains to Mongolia into designated routes. (24) Accelerate the development of an open economy. Support the application to establish the China (Inner Mongolia) free trade pilot zone according to procedures. Accelerate the integrated development of processing, investment and trade in Manzhouli and Erlianhot trade zones. Research and optimize the administrative divisions and settings of border ports to enhance endogenous development momentum. Promote innovative management models in Manzhouli and Zhalai Nuoer, Ulanqab and Erlianhot, and promote the coordinated development of ports and hinterland. Further consolidate the industrial foundation and promote the high-quality development of comprehensive bonded areas. Promote cooperation with Mongolia and Russia in agriculture, forestry, animal husbandry, fishery, energy, minerals, infrastructure and other fields. (25) Strengthen regional collaboration and interaction. Actively integrate into the coordinated development of Beijing-Tianjin-Hebei, deepen the cooperation between Beijing and Mongolia, and explore and promote counterpart cooperation between Inner Mongolia and Beijing. Support port resource sharing and inland port cooperation with Tianjin, Hebei, Liaoning and other provinces and cities. Strengthen joint prevention and control of ecological environment, infrastructure interconnection, and public service cooperation and sharing with adjacent areas such as Zhangjiakou, Chengde, Datong, Xinzhou, Yulin, and Shizuishan. Accelerate the construction of the demonstration zone for industrial transfer in eastern Mongolia (Chifeng-Tongliao). Strengthen mutually beneficial cooperation with the Yangtze River Delta, the Guangdong-Hong Kong-Macao Greater Bay Area, the Northeastern provinces and other regions, and undertake industrial transfer through joint construction of parks, enclave economy, and off-site incubation. Research on the integration and construction of several border industrial parks in border areas such as Manzhouli, Erlianhot, Ganqimaodu, and Ceke. Investment within the central budget will provide corresponding support for park infrastructure construction and other areas to create a new highland for border opening.
8. Strengthen the construction of the Chinese nation community and build a solid barrier to security and stability in northern Xinjiang
(26) Comprehensively promote the cause of national unity and progress. (27) Strengthen basic livelihood security. Implement employment priority policies in detail, and focus on employment for college graduates, veterans, migrant workers, unemployed people and other groups. Support the development of public employment service capacity improvement projects, support qualified places to build public training bases, and promote the construction of entrepreneurship and innovation parks. Promote labor-for-relief in key government-invested projects and agricultural, animal husbandry and agricultural and pastoral infrastructure construction projects, and appropriately increase the proportion of labor remuneration payment. Consolidate and expand the results of poverty alleviation, support the national key counties in rural revitalization to implement a number of key projects to make up for shortcomings and promote revitalization, and strengthen follow-up support for centralized resettlement sites for relocation. (28) Improve the level of public services. Rationally determine the scale of undergraduate and graduate training in local universities in Inner Mongolia, support the strengthening of the construction of disciplines and majors such as food science, ecology, grass science, metallurgical rare earths, clinical medicine, and preventive medicine, and support Inner Mongolia University to strengthen the construction of "Double First-Class". Support the construction of Inner Mongolia's modern vocational education system and undergraduate vocational schools. In accordance with the plan, carry out the construction of national regional medical centers and national emergency medical rescue bases, strengthen the management of demonstration projects for public hospital reform and high-quality development, and accelerate the construction of a close-knit county-level medical community. (29) Strengthen the defense and strengthening of the border. 9. Guarantee Measures
(31) Adhere to and strengthen the Party’s overall leadership. Give full play to the core leadership role of the Party in taking overall charge and coordinating all parties, deeply understand the decisive significance of the "two establishments", enhance the "four consciousnesses", firm up the "four self-confidences", and achieve the "two safeguards", and always integrate the Party's leadership into all aspects of the entire process of promoting high-quality development in Inner Mongolia. Enhance the political and organizational functions of the party organizations, give full play to the role of fighting fortresses and pioneers and models of party members, guide the majority of party members and cadres to vigorously carry forward the "Mongolian Horse Spirit" and the "Three Norths Spirit", comprehensively mobilize the enthusiasm, initiative and creativity of cadres at all levels, uphold the truth and innovate, take responsibility and act, gather the joint efforts of all parties, and implement the decisions and arrangements of the Party Central Committee.
(32) Strengthen policy support. Give full play to the leading role of major projects and include projects that meet the conditions in the scope of support such as investment within the central budget. According to the needs of strategic positioning, support will be provided in the development of key industries and the implementation of major projects in the fields of new energy, new materials, modern equipment manufacturing, modern coal chemical industry, dairy industry, agricultural and livestock products. Support Inner Mongolia to carry out cadre exchanges with the central and state organs and eastern coastal areas in accordance with relevant regulations and cadre management authority. Increase efforts to cultivate talents, list Inner Mongolia as a key support area in the west, and promote high-end talents to support Inner Mongolia.
(33) Improve the work implementation mechanism. The Inner Mongolia Autonomous Region must implement its main responsibilities, formulate a work list, clarify the timetable and construction drawings, and ensure that all tasks are implemented. Relevant departments of the State Council should strengthen guidance and coordination in accordance with the division of responsibilities and the goals and tasks determined in this opinion, issue supporting policies, and provide strong support for Inner Mongolia's implementation of the "five major tasks". The National Development and Reform Commission should strengthen the follow-up evaluation of the implementation of this opinion, improve the working mechanism, coordinate and resolve prominent problems, and report important situations to the Party Central Committee and the State Council in a timely manner.
