The energy situation in the first quarter mainly presents the following four characteristics:
First, energy consumption continues to rebound. Due to the low electricity consumption base of the whole society due to the impact of the epidemic last year, the electricity consumption of the whole society increased by 5.9% year-on-year in March this year, significantly higher than the growth rate of 2.3% in the previous two months. In the first quarter, the total electricity consumption of the whole society increased by 3.6% year-on-year, of which industrial electricity consumption increased by 4.4% year-on-year, and the contribution rate to the increase in electricity consumption reached 78%; the year-on-year growth rate of natural gas and refined oil consumption began to rebound significantly since February; the demand for industrial energy consumption increased, driving the steady growth of coal consumption.
Second, the energy supply guarantee capacity is constantly increasing. Strengthen the safe production of key coal-producing provinces and enterprises, and make every effort to promote the exploration, development of oil and gas resources and increase reserves and production. In the first quarter, the output of raw coal, crude oil and natural gas increased by 5.5%, 2.0% and 4.5% year-on-year respectively. Give full play to the role of "stabilizer" as a medium- and long-term contract for power coal and electricity to ensure supply and price stability, and strengthen local and enterprises' energy supply responsibilities. Since March, the national unified power plant coal storage has remained at a high level.
Third, energy imports have steadily increased. In order to ensure domestic energy demand, my country's energy imports increased in the first quarter, among which coal imports increased by 96.1% year-on-year; crude oil imports increased by 6.7% year-on-year; natural gas imports decreased by 3.6% year-on-year, of which 9.4% year-on-year and 11.6% year-on-year in the first two months.
Fourth, the green and low-carbon transformation of energy is being steadily promoted. In the first quarter, my country's new energy power generation achieved double-digit growth. Accelerate the construction of major engineering projects for structural adjustment and stabilizing growth. Let me first introduce the development of renewable energy in the first quarter of 2023. Since this year, the National Energy Administration has thoroughly implemented the spirit of the 20th National Congress of the Communist Party of China and the Central Economic Work Conference, anchored the carbon peak and carbon neutrality goal, coordinated the energy security supply and green and low-carbon transformation, and continued to promote the construction of large-scale wind power photovoltaic bases, major hydropower projects and pumped storage construction, and achieved a good start to the development of renewable energy. The scale of renewable energy installed capacity continues to expand. In the first quarter of 2023, the national renewable energy capacity added 47.4 million kilowatts, an increase of 86.5% year-on-year, accounting for 80.3% of the new capacity. Among them, conventional hydropower has been connected to the grid by 1.21 million kilowatts, pumped storage has been 1.5 million kilowatts, wind power has been connected to the grid by 10.4 million kilowatts, photovoltaic power generation has been connected to the grid by 33.66 million kilowatts, and biomass power generation has been connected to the grid by 630,000 kilowatts. As of the first quarter of 2023, the national renewable energy installed capacity reached 1.258 billion kilowatts, conventional hydropower installed capacity was 368 million kilowatts, pumped storage installed capacity was 46.99 million kilowatts, wind power installed capacity was 376 million kilowatts, photovoltaic power installed capacity was 425 million kilowatts, and biomass power installed capacity was 41.95 million kilowatts. Renewable energy generation continues to grow. In the first quarter of 2023, the national renewable energy power generation reached 594.7 billion kWh, an increase of 11.4% year-on-year, of which the wind power photovoltaic power generation reached 342.2 billion kWh, an increase of 27.8% year-on-year.
(1) Hydropower construction and operation. In the first quarter of 2023, the national new hydropower grid-connected capacity was 2.71 million kilowatts, including 1.21 million kilowatts of conventional hydropower and 1.5 million kilowatts of pumped storage. As of the end of the first quarter of 2023, the cumulative installed capacity of hydropower in the country reached 415 million kilowatts, of which 368 million kilowatts of conventional hydropower and 46.99 million kilowatts of pumped storage. In the first quarter of 2023, the national hydropower generation was 203.5 billion kilowatt-hours, and the national average hydropower utilization hours were 544 hours.
(2) Wind power construction and operation status. In the first quarter of 2023, the national wind power grid-connected capacity was 10.4 million kilowatts, including 9.89 million kilowatts of onshore wind power and 510,000 kilowatts of offshore wind power. Judging from the distribution of new installed capacity, the "Three Norths" region accounts for 67.7% of the new installed capacity in the country. As of the end of the first quarter of 2023, the cumulative installed capacity of wind power in the country reached 376 million kilowatts, an increase of 11.8% year-on-year, of which 345 million kilowatts of onshore wind power and 30.89 million kilowatts of offshore wind power. In the first quarter of 2023, the national wind power generation was 228.7 billion kilowatt-hours, an increase of 24.5% year-on-year. The national average utilization rate of wind power is 96.8%, basically the same as the same period last year. Wind power investment reached approximately RMB 24.9 billion, an increase of 15.0% year-on-year.
(III) Construction and operation of photovoltaic power generation. In the first quarter of 2023, the national photovoltaics increased by 33.66 million kilowatts of grid connection, an increase of 154.8% year-on-year, of which 15.53 million kilowatts of centralized photovoltaic power generation and 18.13 million kilowatts of distributed photovoltaic power generation. As of the end of the first quarter of 2023, the national installed capacity of photovoltaic power generation reached 425 million kilowatts, including 249 million kilowatts of centralized photovoltaic and 176 million kilowatts of distributed photovoltaic. In the first quarter of 2023, the national photovoltaic power generation was 113.5 billion kilowatt-hours, an increase of 34.9% year-on-year. The national photovoltaic power utilization rate was 98%, an increase of 0.7 percentage points year-on-year. Investment in solar power generation reached 52.2 billion yuan, an increase of 177.6% year-on-year.
(IV) Construction and operation of biomass power generation. In the first quarter of 2023, the country's biomass power generation increased by 630,000 kilowatts of grid connection, with a cumulative installed capacity of 41.95 million kilowatts, an increase of 8% year-on-year, and the biomass power generation was 49 billion kilowatt-hours, an increase of 8.8% year-on-year. The top five provinces and regions with new installed capacity are Guangdong, Jiangsu, Henan, Mengxi and Hebei, with 191,000 kilowatts, 121,000 kilowatts, 73,000 kilowatts, 53,000 kilowatts and 46,000 kilowatts respectively; the top five provinces with biomass power generation are Guangdong, Shandong, Zhejiang, Jiangsu and Heilongjiang, with 5.61 billion kilowatt-hours, 4.58 billion kilowatt-hours, 3.41 billion kilowatt-hours, 3.37 billion kilowatt-hours and 3.17 billion kilowatt-hours respectively.

Recently, our bureau, together with the Ministry of Natural Resources and the State Forestry and Grassland Administration, jointly issued the "Notice on Supporting the Development of the Photovoltaic Power Generation Industry and Standardizing Land Management", as a continuation policy for the "Opinions on Supporting Photovoltaic Poverty Alleviation and Standardizing Land for the Photovoltaic Power Generation Industry" that has expired and abolished. According to the new situation, new tasks and new requirements, the "Notice" coordinates and balances grain production, ecological protection, energy development, dual carbon goals and rural revitalization, and proposes to guide the rational layout of projects, implement classified management of land for photovoltaic power generation projects, accelerate the handling of project land use procedures, strengthen land use supervision, and safely deal with historical problems. Since 2020, the National Energy Administration has thoroughly implemented the major decisions and deployments of the CPC Central Committee and the State Council on energy supply and innovation-driven development, and has worked with seven departments to accelerate the intelligent construction of coal mines, focusing on using new generation information technologies such as 5G communications and artificial intelligence to transform and upgrade the traditional coal industry, helping coal mines to achieve reduced people, increase safety and improve efficiency, and further consolidate the role of coal in energy security.
First, do a good job in top-level design. We worked with seven departments to issue the "Guiding Opinions on Accelerating the Intelligent Development of Coal Mines", making overall arrangements for the goals, principles, and tasks of the intelligent development of coal mines, and providing policy support in terms of safety transformation funds, capacity replacement, capacity increase, etc.
The second is to establish a coordinated working mechanism. In conjunction with relevant departments, we have established a coordination mechanism for the intelligent development of coal mines in eight departments, coordinated the research and promotion of relevant laws, regulations, policies and standards, annual plans, demonstration projects and other important matters, and established a special working group to specifically carry out the promotion of intelligent construction of coal mines.
The third is to establish a system of laws, regulations, standards and systems. Intelligent development has been written into the national "14th Five-Year Plan" coal plan, and institutional documents such as demonstration coal mine management, expert database, construction guidelines, acceptance methods, etc. have been formulated, and more than 100 coal mine intelligent industry standards and group standards have been established, and documents have been issued to support the research and development and application of technical equipment.
Fourth, carry out the construction of intelligent demonstration coal mines. In conjunction with relevant departments, we organized the selection of the first batch of 71 intelligent demonstration coal mines, with a total production capacity of 620 million tons/year, with a planned investment of about 15.8 billion yuan. A total of 363 intelligent coal mining faces and 239 intelligent excavation work surfaces have been built, with an average production capacity of 5 million tons/year on one side. Under the leadership of the demonstration coal mines, a total of 1,043 intelligent coal mining faces and 1,277 intelligent excavation faces have been built nationwide. With the joint promotion of relevant national departments, in recent years, coal-producing provinces and regions and coal enterprises have vigorously implemented intelligent construction of coal mines, accelerated the promotion of mechanization replacement, automation reduction, and intelligent fewer people, optimized and improved the production and safety quality of coal mines, enhanced the resilience and flexibility of coal supply, and laid a solid foundation for ensuring the safe and stable supply of coal. According to the dispatch, seven key coal enterprises including the State Energy Group and China Coal Group have built intelligent production capacity of 1.393 billion tons/year, accounting for 74.7% of their total production capacity. The average labor efficiency of the comprehensive mining work surface has increased by 27.7%, and the average level of comprehensive single imports has increased by 32.8%. Intelligent coal mines have played a key role in increasing coal production and ensuring supply in the past two years.
