The "Opinions" point out that we should actively promote the transformation of the energy consumption side. Accelerate the construction of smart distribution networks and active distribution networks, improve the flexibility of accepting new energy and the bearing capacity of diversified loads, improve the electrification level of production and living energy consumption, and focus on promoting clean and low-carbon transformation in industries, construction, transportation and other fields. Promote the construction of charging infrastructure, launch the national charging infrastructure monitoring service platform, and improve the service guarantee capabilities of charging facilities. Improve the long-term mechanism for clean heating, steadily and orderly promote new clean heating projects, and promote the steady improvement of clean heating in winter in northern regions.

Strengthen supervision of the energy industry. Focus on key tasks in the energy field assigned by the CPC Central Committee and the State Council, and further strengthen supervision of the implementation of major national energy plans, policies and projects. We will ensure the supervision of the implementation of policies on the performance of power coal and power transaction contracts and the implementation of coal-fired power grid price increase. Strengthen supervision of natural monopoly links such as power grids, oil and gas pipelines, deepen the fair opening of power grids and oil and gas pipeline facilities, and standardize power purchase agents of power grid enterprises. 2023 is the beginning of the full implementation of the spirit of the 20th National Congress of the Communist Party of China, an important year for the comprehensive construction of a modern socialist country, and a critical year for the implementation of the "14th Five-Year Plan". It is crucial to do a good job in energy work throughout the year. In order to thoroughly implement the decisions and arrangements of the CPC Central Committee and the State Council, ensure safe and stable energy supply, and continue to promote high-quality energy development, this opinion is formulated.

1. Overall requirements

(I) Guiding ideology

Guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, fully implement the spirit of the 20th National Congress of the Communist Party of China, thoroughly implement the deployment of the Central Economic Work Conference and the Government Work Report, adhere to the general tone of work of seeking progress while maintaining stability, fully and accurately implement the new development concept, accelerate the construction of a new development pattern, take promoting high-quality development as the theme, and aim to firmly hold the energy rice bowl in one's own hands, deepen the energy revolution, accelerate the planning and construction of a new energy system, focus on enhancing the elasticity and resilience of the energy supply chain, and improve the level of security guarantee; focus on strengthening the clean energy industry, accelerate the green transformation of the development model; focus on promoting the modernization and upgrading of the energy industry, give full play to the important role of energy stabilizing investment and promoting growth, achieve safer, greener and more efficient development, and provide solid energy guarantee for my country's economic and social development.

(II) Basic Principles

We will insist on putting energy supply and price stability first. Strengthen the sense of crisis and bottom-line thinking, strengthen domestic energy resource exploration and development and increase reserves and production, actively promote the diversification of energy resource imports, and use normal energy supply to respond to demand growth beyond expectations, and make every effort to ensure the sustained and stable energy supply and reasonable and controllable prices.

Adhere to actively and steadily promoting green and low-carbon transformation. Deepen the carbon peak work in the energy field and accelerate the construction of new typesPower system, vigorously develop non-fossil energy, consolidate the foundation for safe and reliable replacement of new energy, strengthen clean and efficient use of coal, focus on controlling fossil energy consumption, and steadily promote the adjustment and optimization of energy structure.

Adhere to innovation-driven development to improve the level of industrial modernization. Deeply implement the innovation-driven development strategy, strengthen weak links in the energy industry chain, focus on green and low-carbon technology research, accelerate the digital and intelligent upgrade of the energy industry, improve the security guarantee capabilities of the energy industry chain, and enhance new competitive advantages in the energy industry.

Adhere to high-level reform and opening up to enhance development momentum. Deepen the reform of the energy system, rely on my country's super-large-scale market advantages to unswervingly promote high-level opening up to the outside world, give full play to the decisive role of the market in the allocation of energy resources, better play the role of the government, and continuously enhance the driving force and vitality of high-quality energy development.

(III) Main objectives

Supply guarantee capacity continues to be enhanced. The total energy production in the country reached about 4.75 billion tons of standard coal, and the energy self-sufficiency rate has steadily increased. Crude oil production has increased steadily, natural gas has increased rapidly, coal production capacity has maintained a reasonable level, electricity supply is sufficient, power generation capacity has reached about 2.79 billion kilowatts, power generation capacity has reached about 9.36 trillion kilowatt hours, and the "West-to-East Power Transmission" transmission capacity has reached about 310 million kilowatts.

Structural transformation is being deepened. The proportion of coal consumption has steadily declined, and the proportion of non-fossil energy in total energy consumption has increased to about 18.3%. The proportion of installed power generation in non-fossil energy has increased to about 51.9%, and the proportion of wind power and photovoltaic power generation in the whole society has reached 15.3%. Steadily advance electricity substitution in key areas.

Quality and efficiency have steadily improved. Energy consumption per unit of GDP decreased by about 2% year-on-year. The average utilization hours of cross-provincial and regional transmission channels are in a reasonable range, and the utilization rates of wind power and photovoltaic power generation continue to maintain a reasonable level. A number of new energy technology innovation platforms have been established, and the process of research on technical and equipment short-term technologies has been accelerated.

2. Focus on enhancing energy supply guarantee capabilities

Based on my country's energy resource endowment, we will further consolidate the foundation for fossil energy guarantee, vigorously improve the level of safe and stable energy supply, and effectively respond to energy market fluctuations and risks and challenges.

Strengthen the foundation for fossil energy production and supply. Orderly promote the approval and construction of advanced coal mines, promote the production and production of coal mines under construction as soon as possible, and enhance the ability to increase coal production and ensure supply. Actively promote the production of crude oil production capacity projects such as Mahu, Fuman, Bayan and Bohai, and accelerate the construction of important natural gas production capacity projects such as northern Shaanxi, southern Sichuan, and Bozi-Dabei. We will speed up the increase in oil and gas production in key basins and sea areas of the "five oil and three gases", promote the stability of production of old oil and gas fields, and strive to make new breakthroughs in deep-seated, deep-water, shale oil and gas exploration and development, and CCUS to promote green and low-carbon crude oil development. Enhance the construction of energy reserve capacity.

Improve the energy system regulation capabilities. Vigorously promote the "three reform linkage" of energy-saving and carbon reduction transformation, flexibility transformation, and heating transformation of coal-electric unit. Accelerate the construction of qualified supporting and regulatory power supplies, and start the production of a number of coal-fired power projects. Improve and perfect the policy system for the development of pumped storage energy, and accelerate the construction of a number of pumped storage energy projects. With underground gas storage as the main and coastal LNG storage tanks as the supplement, we will promote the intensive layout of gas storage facilities and accelerate the start of construction of underground gas storage such as Shengping in Daqing, Tongluoxia in Chongqing and Huangcaoxia in Huangcaoxia, Pingdingshan in Henan, and Huaian in Jiangsu. Steadily promote the construction of coal reserve bases and improve the government's ability to dispatch coal reserves.

Strengthen safety risk control. Promote the establishment of an energy security risk monitoring and early warning system and strengthen the pre-research and prediction of energy security risk. Focusing on welcoming peak winter and peak summer, we will continue to ensure power supply and supply guarantee work such as early warning of balance between power supply and demand and issuing "one province, one policy" suggestions. Strengthen security risk control, such as DC transmission systems, power secondary systems, and new energy grid connection, strengthen security protection of key information infrastructure, and effectively control the safety of large power grids. Strengthen the construction of power emergency capacity, promote the research and layout of national power emergency bases, and carry out large-scale power outage drills across provinces and regions.

3. Deepen the green and low-carbon transformation of energy

Consolidate the development advantages of the wind power photovoltaic industry, continue to expand the supply of clean and low-carbon energy, actively promote the low-carbon and clean energy consumption of production and living, and work together to consolidate and expand the strong momentum of green and low-carbon transformation.

Vigorously develop wind power and solar power generation. Promote the first batch of large-scale wind power photovoltaic base projects with a focus on deserts, Gobi and desert areas to be put into production, build the second and third batches of projects, and actively promote the large-scale development of photothermal power generation. Steadily build offshore wind power bases and plan to start the construction of offshore photovoltaics. Vigorously promote the construction of decentralized onshore wind power and distributed photovoltaic power generation projects. Promote full coverage of green certificate issuance, make good connections with carbon trading, improve the renewable energy power consumption guarantee mechanism based on green certificates, scientifically set the consumption responsibility weight of each province (autonomous regions and municipalities), and increase the installed capacity of wind power and photovoltaics by about 160 million kilowatts throughout the year.

Actively promote the construction of nuclear power and hydropower projects. On the premise of ensuring safety, we will orderly promote the approval and construction of coastal nuclear power projects, complete and put into operation of nuclear power projects such as the "Hualong No. 1" demonstration project, Fangchenggang Unit No. 3, Guangxi, and promote nuclear energy heating and comprehensive utilization according to local conditions. Approved to build hydropower station projects such as Yalong River Yagen Level 1 and Changbo upstream of the Jinsha River. Promote the integrated planning of water and scenery in major river basins, and build demonstration bases for water and scenery in the upper reaches of the Yalong River and the Jinsha River. Formulate an ecological development plan for hydropower in the Yangtze River Basin and develop large and medium-sized hydropower projects in the Yangtze River Basin in an orderly manner.

Strengthen the clean and efficient development and utilization of fossil energy. Strengthen the clean and efficient use of coal, steadily improve the coal washing rate, carry out demonstrations of oil-rich coal quality classification and utilization, and improve the supply guarantee capacity of clean coal and oil and gas. Accelerate the integrated development of oil and gas exploration and development with new energy, and promote the intelligent and green development of upstream oil and gas. Research and revise natural gas utilization policies. Issuing relevant guiding opinions on promoting the low-carbon and efficient development of the refining industry, and promoting the optimization of the structure and layout of the refining capacity. Strengthen the production management of refined oil and ensure the stable supply of national VIB standard automotive gasoline.

Actively promote the transformation of the energy consumption side. Actively promote the non-electric utilization of renewable energy such as geothermal energy and solar heating. Support the research and pilot demonstration of core technologies for the production of ethanol from non-grain fuels such as cellulose, and study and promote the diversified utilization of biofuels. Actively promote pilot demonstration of hydrogen energy application, and explore various paths and popularized experiences for the development of the hydrogen energy industry.

4. Improve the modernization level of the energy industry

Strengthen the support of science and technology for the development of the energy industry, accelerate the strengthening of shortcomings and weaknesses in the energy industry, implement a number of original leading energy technology research, and promote the upgrading of the energy industry foundation and the modernization of the industrial chain.

Strengthen the research and development of key technologies and equipment. Continue to carry out the assessment of the first (set) major technical equipment in the energy field, do a good job in tracking and evaluation of the first two batches of major technical equipment in the energy field, adhere to the principle of "everything must be used", rely on engineering construction to promote the demonstration and application of key research results, focus on promoting the research and development and application of core equipment and key components, basic materials and other technologies, and coordinate and solve problems in technical research, experimental demonstration, product application and other links in a timely manner. Steadily promote the safe and reliable application replacement work of the energy industry, form the first batch of key research tasks and replacement lists, and build the first batch of adaptation verification laboratories.

Consolidate and expand strategically advantageous industries. We will organize and implement the "14th Five-Year Plan for Science and Technology Innovation in the Energy Field" and establish a planning implementation monitoring project database. Do a good job in the recognition of the first batch of energy R&D innovation platforms in the "14th Five-Year Plan" and strengthen the assessment and evaluation of innovation platforms and daily management. Consolidate the technological advantages of clean and efficient coal utilization, accelerate the iterative research and development of wind power and photovoltaic technologies, and break through a number of key technologies for new power systems. Continue to implement and manage major nuclear power projects. Accelerate the research on key new energy storage technologies and green hydrogen storage and application technologies, and promote the large-scale application of energy storage and hydrogen energy.

Accelerate the digital and intelligent upgrade of the energy industry. Promote the deep integration of the energy industry and the digital industry, and issue the "Several Opinions on Accelerating the Development of Digital and Intelligent Energy". Establish and improve the intelligent standard system for coal mines, vigorously support the intelligent construction of coal mines, and complete the acceptance of the first batch of intelligent demonstration coal mines in the country. Steadily and orderly promote the digital transformation and development of nuclear power. Actively carry out intelligent construction of equipment, facilities and process flows in power plants, power grids, oil and gas fields, oil and gas pipelines, terminal energy consumption and other fields, improve the flexible perception and efficient production and operation capabilities of the energy system, and promote source-grid-load interaction and multi-energy collaboration and complementarity.

5. Solidly promote coordinated development of regional energy

Deeply implement the regional coordinated development strategy, major regional strategies, and rural revitalization strategy, optimize the regional energy production layout and infrastructure layout, and improve regional self-balancing capabilities and cross-regional mutual assistance capabilities.

Services support major regional strategies. Give full play to the strategic security support role and comparative advantages of energy-rich areas, optimize the layout of major energy productivity, promote the implementation of energy planning in key areas, and support the construction of a regional economic layout with complementary advantages and high-quality development. Highlight the level of interconnection of energy infrastructure and strengthen supply guarantee capabilities, implement the high-quality energy development plan for the Guangdong-Hong Kong-Macao Greater Bay Area; focus on ecological and environmental protection and high-quality development, clarify the key directions and main tasks of the energy transformation in the Yellow River Basin; adhere to problem-oriented approach and promote the coordinated development of energy in the Yangtze River Economic Belt; carry out in-depth research on the construction plan of the new energy system in the Yangtze River Delta.

Strengthen energy construction to help rural revitalization. Continue to implement the rural power grid consolidation and improvement project, issue the central budget investment plan for the rural power grid consolidation and improvement project in 2023, focus on remote areas, formerly contiguous poverty-stricken areas, key assisted counties and other weak rural areas, further make up for infrastructure shortcomings, and promote labor-for-relief in the construction of the project, and appropriately increase labor remuneration to help people find employment. Implement the "Wind Control Action of Thousand Villages in Wind" and the "Winds in Thousands of Households in Light" of Photovoltaics, steadily promote the pilot project of distributed rooftop photovoltaic development in the whole county, and promote the cleanliness of rural energy use. Carry out pilot construction of rural energy revolution and accelerate the transformation of clean and low-carbon rural energy from the point to the surface.

Enhance the optimal allocation of regional energy resources. Accelerate the construction of ultra-high voltage projects such as Jinshang-Hubei, Longdong-Shandong, Sichuan-Chongqing main grid, promote the preliminary work of cross-provincial transmission channels such as Ningxia-Hunan, and enhance the ability of cross-provincial and regional power mutual assistance. In-depth demonstration of the plan for sending five cross-provincial transmission channels in the desert Gobi Desert area, and reasonably determine the channel landing point and construction timing. We will do a good job in the evaluation of the regional main grid optimization and adjustment plan, coordinate the project necessity, construction plan and construction timing, and complete the optimization and adjustment of the main grid planning. Improve the "national network" of oil and gas, and focus on the construction of major projects such as the southern section of the China-Russia East Line, the middle section of the West-East Gas Third Line, the fourth line of the West-East Gas Fourth Line, the Sichuan Gas Second Line, and the Hulin-Changchun Natural Gas Pipeline. Actively coordinate and ensure coal transportation capacity in key areas.

6. Strengthen the construction of energy governance capacity

Improve the energy laws, regulations and policy systems, deepen the reform of energy "deregulation, regulation and service", optimize management methods, improve service effectiveness, release reform dividends, and continuously improve the efficiency of energy governance.

Improve the energy regulations and policy system. Accelerate the legislative process of the Energy Law, do a good job in the formulation and revision of the Electricity Law, the Renewable Energy Law, the Coal Law, the Petroleum Reserve Regulations, the Nuclear Power Management Regulations, the Petroleum Natural Gas Pipeline Protection Law, and the Electricity Supervision Regulations, and study and draft the Energy Supervision Regulations. Establish and improve energy data management systems and strengthen data security governance. Strengthen research on new power systems, energy storage, hydrogen energy, pumped storage, CCUS and other standard systems, focus on supporting the establishment of relevant standards for energy carbon peak and carbon neutrality, and accelerate the formulation and revision of key standards.

Strengthen monitoring of energy planning implementation. Carry out a mid-term assessment of the implementation of the "14th Five-Year Plan", deeply analyze the development expectations of the main target indicators, comprehensively evaluate the progress of major strategic tasks, major reform measures, and major engineering projects, and improve the implementation of the plan policy measures. Focusing on major energy engineering projects, we will strengthen the monitoring, scheduling and organizational promotion of energy planning implementation, and give full play to the guiding and supporting role of energy projects in expanding domestic demand, stabilizing investment, promoting growth and ensuring safety. Carry out the monthly and quarterly forecasts of provincial energy demand, predict possible periodic and regional supply tightness, and plan response measures in advance from the aspects of resource implementation, capacity construction, infrastructure layout, etc.

Deepen reforms in key areas. Accelerate the construction of a national unified power market system, continuously improve the marketization of cross-provincial and regional power transactions, promote the construction and operation of the power market in the southern region, and study and promote the construction of the power market in the Beijing-Tianjin-Hebei and Yangtze River Delta. Steadily increase the scale of medium- and long-term power transactions, steadily promote the trial operation of spot pilot settlement, actively and steadily promote the construction of the spot power market, and strengthen the organic connection between medium- and long-term power, spot and auxiliary service markets. Actively promote the construction of the auxiliary service market and establish a special working mechanism for the power auxiliary service market. Continue to promote the management of the list of administrative licensing matters in the energy field. Ensure energy security under open conditions. Pay close attention to the subsequent impact of the Ukrainian crisis, deepen mutually beneficial cooperation with key energy resource countries, strengthen collaborative cooperation with energy producers, transit countries and consumer countries, enhance the guarantee capacity of land and sea energy transportation, and continue to consolidate the four major oil and gas import channels of the northwest, northeast, southwest and offshore. Actively expand new channels for energy imports, smooth the international energy industry chain and supply chain, and promote the diversification of energy imports. Strengthen dynamic monitoring and risk pre-research and prediction of major overseas energy projects, strengthen the construction of overseas energy resource supply bases, and safeguard overseas interests and security in the energy field.

Focus on strengthening cooperation in clean energy. Support the green and low-carbon energy development of developing countries, adopt trade, engineering contracting, investment, technical cooperation and other means to carry out bilateral, trilateral and multi-party market cooperation according to local conditions, and promote the implementation of more clean energy cooperation projects. Give full play to the advantages of my country's entire clean energy industry chain, strengthen the linkage of investment and development, engineering construction, equipment manufacturing, consulting and design, financial insurance and other links, and deepen clean energy cooperation. Promote the establishment of a global clean energy partnership and promote clean energy to play a leading role in global energy change.

Deepen international energy exchanges and cooperation. Build and operate the "Belt and Road" energy cooperation partnership well, make good use of regional cooperation platforms such as China-Arsenal League, China-Africa, China-ASEAN, China-Central and Eastern Europe and the APEC Sustainable Energy Center, and steadily promote pragmatic energy cooperation. Actively participate in exchanges and cooperation between energy multilateral mechanisms and international organizations, and promote the formulation and implementation of initiatives such as global energy market stability and supply security, green and low-carbon transformation and development of energy, energy efficiency improvement and energy accessibility. Adhere to the principle of common but differentiated responsibilities and actively participate in global governance of climate change in the energy field.

The energy authorities of all provinces (autonomous regions and municipalities) must, in accordance with these guiding opinions and in combination with the actual situation of their regions and enterprises, take effective measures to fully implement all tasks, ensure the safe and stable supply of energy, promote high-quality energy development, and provide stable and reliable energy guarantees for the comprehensive construction of a modern socialist country.
