Anhui Province Carbon Peak Implementation Plan
In order to thoroughly implement the major strategic decisions of the CPC Central Committee and the State Council on carbon peak and carbon neutrality, conscientiously implement the "Implementation Opinions of the Anhui Provincial Committee of the Communist Party of China and the Anhui Provincial People's Government on Complete, Accurate and Comprehensive Implementation of the New Development Concept and Do a Good Job in Carbon Peak and Carbon Neutrality", steadily promote the provincial carbon peak action, and formulate this implementation plan.
1. Overall requirements
(I) Guiding ideology. Guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, thoroughly implement the series of important speeches, instructions and instructions made by General Secretary Xi Jinping to Anhui, and in accordance with the deployment requirements of the 11th Provincial Party Congress, based on the new development stage, fully and accurately implement the new development concept, serve and integrate into the new development pattern, enhance the systematic concept, adhere to the pursuit of progress while maintaining stability and gradual realization, adhere to the coordinated promotion of carbon reduction, pollution reduction, green expansion, and growth, handle the relationship between development and emission reduction, overall and local, long-term goals and short-term goals, and the government and the market, and coordinate the Stabilize growth and adjust the structure, incorporate carbon peak and carbon neutrality into the overall economic and social development, insist on establishing first and then breaking, take structural adjustment as the key, comprehensively promote green and low-carbon transformation in key areas such as energy, industry, transportation, urban and rural construction, agriculture and rural areas, and residents' lives, strengthen support and guarantee of scientific and technological innovation, promote high-quality coordinated development of the three industries, establish and improve an economic system for green, low-carbon and circular development, accelerate the creation of a comprehensive green transformation zone for economic and social development with important influence, and lay a solid foundation for the construction of a modern and beautiful Anhui.
(II) Main objectives.
During the 14th Five-Year Plan period, the energy structure, industrial structure, and transportation structure have been adjusted at a faster pace, the level of green development in urban and rural areas has been continuously improved, the energy utilization efficiency of key industries has been greatly improved, the construction of new power systems has been accelerated, and the research and development and promotion and application of green and low-carbon technologies has made positive progress, which is further improved to further improve the policy system conducive to green, low-carbon circular development. By 2025, the proportion of non-fossil energy consumption will reach more than 15.5%, the energy consumption per unit of regional GDP will decrease by 14% compared with 2020, the decline in carbon dioxide emissions per unit of regional GDP will achieve the national target, and the basic support for carbon peak will be gradually consolidated.
During the 15th Five-Year Plan period, the economic structure was significantly optimized, the proportion of green industries increased significantly, the low-carbon development model in key areas was basically formed, the energy utilization efficiency of key energy-consuming industries reached the international advanced level, key breakthroughs in green and low-carbon technologies have been made, green lifestyles have been widely formed, the policy system for green and low-carbon circular development has been basically sound, and the construction of a comprehensive green transformation zone for economic and social development with important influence has achieved remarkable results. By 2030, the proportion of non-fossil energy consumption will reach more than 22%, and the carbon dioxide emission per unit of GDP will drop by more than 65% compared with 2005, successfully achieving the carbon peak target before 2030.
2. Key tasks
Carbon peak will be integrated into the entire process and all aspects of economic and social development, and the focus will be on implementing the "Twelve Major Carbon Peak Actions" such as clean and low-carbon transformation of energy, energy conservation and carbon reduction and energy efficiency improvement, economic structure optimization and upgrading, green and low-carbon transportation, green and low-carbon development of urban and rural construction, agricultural and rural emission reduction and carbon sequestration, consolidation and improvement of ecosystem carbon sinks, green and low-carbon life for residents, green and low-carbon technology innovation, circular economy helps reduce carbon, green finance supports carbon reduction, and tiered orderly carbon peak.
(1) Energy clean and low-carbon transformation action.
Based on our province's energy resource endowment, we will coordinate the relationship between controlling coal and reducing coal and ensuring safety and supply, promote the optimal combination of coal and new energy, and accelerate the construction of a clean, low-carbon, safe and efficient energy system.
1. Promote clean and efficient utilization and transformation and upgrading of coal. Strictly and reasonably control the growth of coal consumption, and strictly implement equal or reduced replacement of coal consumption in key areas for air pollution prevention and control. Rationally control the number of hours of coal-fired power utilization and promote the transformation of coal-fired power from the main power supply to the supporting and regulated power supply. Implement the "three reform linkage" of coal-fired power energy-saving and carbon reduction transformation, flexible transformation, and heating transformation. Continue to reduce the consumption of loose coal. Implement the coal deep processing strategy, increase the raw coal washing rate and the development of refined coal products, and strengthen the intelligent construction of coal mines.
2. Vigorously develop non-fossil energy. Promote the large-scale development of photovoltaic power generation, make full use of unused space such as barren mountains, slopes, coal mining subsidence areas, and build centralized photovoltaic power stations. Accelerate the construction of roof photovoltaics such as industrial parks, public buildings, and residential buildings, orderly promote the national pilot project of roof distributed photovoltaic development in the whole county (city, district), and promote the "Photovoltaic +" project according to local conditions. Actively develop wind power resources, build concentrated continuous wind power in the northern Anhui Plain and southwestern Anhui region, and continue to promote the construction of decentralized wind power with nearby access and on-site consumption. Promote the diversified utilization of biomass energy and develop biomass energy generation, clean heating, cogeneration of heat and power, and biogas. In areas with good development conditions for photovoltaic and wind power, we will carry out demonstrations of hydrogen production in renewable energy and promote the full-chain development of hydrogen energy "maining, storage, transportation and use".
3. Promote efficient utilization of oil and gas. Improve the supply guarantee capacity of refined oil, open up the "north oil going south" transportation channel, and increase the proportion of pipeline transportation. Promote oil consumption to maintain within a reasonable range and improve fuel and oil utilization efficiency. Promote the construction of strategic gas source channels for natural gas into Anhui and natural gas trunk and branch pipelines in the province, and improve the coverage of urban natural gas pipelines. Relying on LNG receiving stations such as Wuhu and Binhai, provincial reserve peak-shaving facilities will be concentratedly built. Accelerate the exploration and development of coal-based natural gas in the two Huaihe Rivers and the large-scale extraction and utilization of coalbed methane, and increase the utilization rate of low-concentration gas below 10%. Promote the exploration and development of shale gas in the Yangtze region and promote the entry of unconventional natural gas that meets the technical standards for urban gas pipeline network access. By 2025, the supply and consumption of natural gas will exceed 12 billion cubic meters, and will reach 20 billion cubic meters by 2030.
4. Actively strive for clean electricity to enter Anhui. Strengthen energy and electricity cooperation with the western region, promote Jiquan DC to form full transmission capacity as soon as possible, strive to complete and put into operation of the Shaanxi-Anhui UHV DC transmission channel in 2025, strive to complete and put into operation of the third "foreign power entering Anhui" UHV DC transmission channel before 2030, and the renewable energy power ratio of the newly built channels shall not be less than 50%. Optimize the power transmission curve of the existing Zhundong DC transmission channel and steadily increase the proportion of new energy power in the existing channel. Improve the ultra-high voltage AC ring network in the Yangtze River Delta and the inter-provincial connection line to improve the utilization efficiency of inter-provincial transmission channels. By 2025, the scale of green electricity receiving from outside the province will reach about 21 billion kilowatt-hours. By 2030, the scale of green electricity consumption outside the province will reach about 55 billion kilowatt-hours, and the proportion of green electricity consumption in the whole society will reach 34%.
5. Accelerate the construction of new power systems. Develop microgrids, local area networks, and DC distribution networks mainly focus on absorbing new energy, achieve compatibility and complementarity with the large power grid, build a new power system with a gradually increasing proportion of new energy, and complete the responsibility weight of renewable energy power consumption issued by the state. Optimize the source network load storage configuration plan, and mobilize load-side adjustment capabilities through integrated aggregation modes such as virtual power plants to improve power facilities utilization efficiency. Promote the construction of a strong smart grid and promote the construction of a strong local power grid in key cities such as Hefei. Rationally allocate energy storage and actively promote the construction of multi-energy complementary projects such as wind and light storage, wind and light and fire (storage) integration. Accelerate the construction of pumped storage power stations and build a green energy storage base in the Yangtze River Delta with a scale of tens of millions of kilowatts. Actively promote power demand response and form a demand response capability of 5% of the maximum power load by 2025.
(2) Actions to improve energy conservation and carbon reduction energy efficiency.
Implement the policy of saving priority, improve the dual control system of energy consumption intensity and total volume, improve energy utilization efficiency, and build an energy-saving society.
1. Comprehensively improve energy-saving management capabilities. Strengthen the management of binding indicators for reducing energy consumption intensity, increase the flexibility of total energy consumption management, and strive to obtain a separate list of national energy consumption indicators for major projects that meet the conditions. Improve the energy management system, implement energy consumption budget management, strengthen energy conservation review of fixed asset investment projects, and promote energy factors to tilt industries and projects with high unit energy consumption and output efficiency. Strengthen the analysis and early warning of energy consumption intensity and carbon dioxide emission control targets, strictly implement responsibilities, and optimize evaluation and assessment methods. Strengthen the construction of energy-saving supervision and law enforcement capabilities, improve the energy-saving supervision system, and enhance the binding force of energy-saving supervision.
2. Promote energy conservation and efficiency improvement of key energy-consuming equipment. Focusing on industrial kilns, boilers, motors, transformers, water pumps, fans, compressors, heat exchangers and other equipment, we will continue to promote energy efficiency improvement. Establish an energy efficiency-oriented incentive and constraint mechanism and promote advanced and efficient product equipment. Carry out special supervision on improving the energy efficiency of energy consumption equipment and accelerate the elimination of backward energy consumption equipment. Strengthen the full-chain management of key energy-using equipment production, operation, sales, use and scrapping.
3. Strengthen energy conservation and carbon reduction in new infrastructure. Optimize the spatial layout and build new large and super-large data centers in principle are laid out within the scope of national hub node data center clusters, and promote the high-energy-efficient and low-carbon development of Wuhu data center clusters. Optimize the energy consumption structure, build new large and super-large data centers with electricity utilization efficiency not higher than 1.3, of which the Wuhu data center cluster is not higher than 1.25, and increase the proportion of renewable energy utilization in data centers year by year. Accelerate the promotion and application of energy-saving 5G base stations.
(3) Actions for optimizing and upgrading economic structure.
Guided by the implementation of the "quality, expansion, quantity and efficiency" action plan for manufacturing and the "strengthening strengths and making up for shortcomings" action plan for service industries, we will actively expand the increase in emerging industries, optimize the stock of traditional industries, and promote the peak of high-energy-consuming industries as soon as possible.
1. Accelerate the transformation of green and low-carbon industries. Vigorously develop the top ten emerging industries of new generation information technology, artificial intelligence, new materials, new energy and energy conservation and environmental protection, new energy vehicles and intelligent connected vehicles, high-end equipment manufacturing, smart home appliances, life and health, green food, and digital creativity, promote the high-quality development of major emerging industry bases in the province, and actively strive to create a national strategic emerging industry cluster. Cultivate and develop future industries such as quantum technology, biomanufacturing, and advanced nuclear energy. Implement green manufacturing projects and accelerate the construction of a "four-in-one" green manufacturing system of green factories, green products, green parks and green supply chains. By 2030, more than 200 national green factories, more than 50 green supply chain management enterprises, about 30 green industrial parks, and more than 800 provincial green factories. Promote the deep integration of emerging technologies such as the Internet, big data, artificial intelligence, 5G with green and low-carbon industries, cultivate a number of industrial Internet platforms, use the industrial Internet to promote the digital and green transformation of enterprises, promote industrial model innovation, and develop new business formats for energy-saving service industries. Strengthen the management of power demand in the industrial field and improve the level of industrial electrification.
2. Vigorously develop modern service industry. Accelerate the development of service industries such as trade logistics, software and information services, science and technology services, financial services, cultural tourism, etc., and actively cultivate new business forms and models such as platform economy, energy-saving and environmental protection services. Promote the deep integration of advanced manufacturing and modern service industries, promote the national "two-industry integration" pilot construction, and identify a batch of provincial-level "two-industry integration" pilot projects. Promote the agglomeration and development of the service industry, and by 2025, about 200 provincial service industry clusters and about 50 cluster demonstration zones will be added.
3. Promote the carbon peak of the building materials industry. Strictly implement the capacity replacement requirements for cement clinker and flat glass, implement normalized staggered cement production, and orderly withdraw inefficient production capacity. Optimize the composition of cement raw materials and gradually increase the proportion of limestone replacement for calcium-containing solid waste resources. Promote the reduction and use of cement, and promote new gel materials, low-carbon concrete, wood and bamboo building materials and other low-carbon building materials products. Promote the improvement and transformation of the comprehensive energy efficiency of cement clinker production lines, and accelerate the promotion and application of new technologies such as oxygen-rich combustion. Accelerate the replacement of non-fossil fuels and encourage the use of clean energy such as biomass fuels and natural gas to replace coal-fired. "One enterprise, one policy" promotes energy conservation and carbon reduction for key enterprises such as Conch Group.
4. Promote carbon peak in the steel industry. Strictly implement capacity replacement, strictly prohibit new production capacity, and eliminate backward production capacity in accordance with laws and regulations. Promote mergers and reorganizations in the steel industry, optimize industrial layout, develop excellent special steel products and new steel materials, and increase the added value of the steel industry chain. Promote the replacement of clean energy of coal-fired furnaces and gradually eliminate gas generators for steel enterprises. Orderly develop short-process steelmaking for electric furnaces and encourage long-process blast furnace-converter to transform short-process processes. Explore cutting-edge technologies such as direct natural gas iron smelting, blast furnace oxygen-rich smelting, hydrogen smelting, metallurgical slag waste heat recovery and comprehensive utilization. Promote co-production of tempering in an orderly manner and promote coordinated industrial carbon reduction.
5. Promote the carbon peak of the petrochemical chemical industry. Optimize the scale and layout of production capacity, guide chemical enterprises to transfer to industrial parks, and improve the level of agglomeration and development. Optimize the structure of raw materials and promote the lightweighting of raw materials. Guide petrochemical enterprises to "reduce oil and increase growth", reasonably balance the relationship between oil products, olefins and aromatics, and strengthen the efficient utilization of petroleum refining by-products such as refinery dry gas and liquefied gas. Natural gas is encouraged to replace coal as fuel and increase the proportion of clean energy use. Promote the high-end, diversified and low-carbon development of coal chemical bases such as Huainan and Huainbei.
6. Promote carbon peak in the non-ferrous metals industry. Control the smelting capacity of copper, lead, zinc, etc. Promote the agglomeration and development of the recycled non-ferrous metals industry and strengthen the recycling and utilization of renewable resources such as copper, aluminum, and lead. Accelerate the research and development and promotion of advanced and applicable technologies such as permanent stainless steel cathode electrolysis, advanced double flash copper smelting, and high-end carbon anode preparation. Improve the level of waste heat recovery in non-ferrous metal production process and promote a continuous decline in energy consumption per unit product. Accelerate the construction of industrial bases such as Huaibei pottery aluminum new materials, aluminum-based high-end metal materials, Tongling copper-based new materials, and make Fuyang's recycled lead industry bigger and stronger.
7. Resolutely curb the blind development of high energy consumption, high emission and low-level projects. Strictly control the entry barriers for high-energy-consuming and high-emission projects, clarify the definition standards for high-energy-consuming and high-emission projects, and establish a long-term management and control mechanism. Comprehensively investigate high-energy-consuming and high-emission projects under construction, planned and existing high-energy-consuming projects, and implement list management, classified disposal, and dynamic monitoring. Resolutely win over projects under construction that do not meet the requirements, deeply tap the energy conservation and emission reduction potential of existing projects, seriously investigate and punish existing projects that are approved and constructed in violation of regulations, and scientifically and steadily promote proposed projects that meet the requirements. Implement differentiated credit, prices and other policies for high-energy-consuming and high-emission projects.
(IV) Green and low-carbon actions for transportation.
Vigorously optimize the transportation structure, promote energy-saving and low-carbon transportation tools, improve transportation organization efficiency, and accelerate the formation of green and low-carbon transportation methods.
1. Promote the low-carbon transformation of transportation tools and equipment. Vigorously promote new energy vehicles and promote the replacement of new energy or clean energy in urban public service vehicles and government official vehicles. By 2025, among the newly added and updated urban buses, new energy buses in Hefei and Wuhu city will account for 100% (except for special circumstances approved by the competent authorities), and no less than 80% in other areas; when adding and updating official vehicles, all new energy vehicles should be purchased except for special geographical environment, special uses and other factors approved by the competent authorities. Promote heavy cargo vehicles with electricity, hydrogen fuel, and liquefied natural gas power, and strive to reach peak by land transportation and oil consumption by peak by 2030. We will fight the tough battle against diesel truck pollution. Accelerate the renovation of old ships and develop electric and liquefied natural gas-powered ships. Accelerate the transformation of port shore power facilities and ship power reception facilities, and improve the utilization rate of ships' port-to-port shore power. By 2025, the annual shore power use of ships' port-to-port will increase by more than 10%. Improve the electrification and intelligence level of airport operations. By 2025, the proportion of electric vehicle equipment in the civil transport airport will reach more than 25%, and by 2030, the vehicle equipment in the airport will strive to fully realize electrification.
2. Improve transportation efficiency. Develop intelligent transportation, promote reasonable division of labor and effective connection between different modes of transportation, and reduce no-load rate and unreasonable passenger and freight turnover. Optimize the transportation structure, vigorously develop multimodal transport with railways and waterways as the backbone, and accelerate the transportation of bulk goods and medium- and long-distance goods "broad to rail" and "broad to water". Promote the integrated construction of trunk railways, intercity railways, and urban (suburban) railways, and do a good job in connecting and coordinating with urban rail transit. Accelerate the construction of urban and rural logistics distribution system, optimize the urban and rural logistics distribution node network, and develop intensive distribution. Standardize the development of new business formats such as online freight, optimize the supply and demand docking of dispersed logistics resources, and improve the scale organization level of logistics.
3. Accelerate the construction of green transportation infrastructure. Carry out green improvement and transformation of transportation infrastructure to improve the efficiency of land, coastline, corridors and airspace utilization. To build green roads, all newly started expressways are built in accordance with the requirements of green roads, and ordinary national and provincial trunk roads and rural roads with conditions are guided to build in accordance with the requirements of green roads. Create green ports and actively promote the green transformation of ports along the river and Huaihe River. Improve the supporting facilities of new energy vehicles, orderly promote the construction of infrastructure such as charging piles, supporting power grids, gas filling stations, and hydrogen filling stations, and build a number of low-carbon and zero-carbon hub stations. By 2025, the total number of charging piles will reach more than 300,000, the charging stations will reach 4,800, and the charging facilities in the expressway service area will reach 200.
4. Guide green and low-carbon travel. Accelerate the construction of large-capacity public transportation infrastructure such as urban rail transit and bus lanes, as well as slow-moving systems such as bicycle lanes and pedestrian trails, and build a public transportation service system with the integrated development of "rail + bus + slow-moving" network. Promote the bus operation model of intercity road passenger transport, promote the extension of urban bus lines to surrounding key townships, and improve site coverage and service levels. Explore new models of shared transportation. Strengthen the comprehensive management of urban traffic congestion.
(V) Green development action for urban and rural construction.
Vigorously develop green buildings, improve building energy efficiency, deepen the application of renewable energy buildings, and promote green and low-carbon transformation in the entire process of the construction field.
1. Improve the greening level of new buildings. Improve the energy-saving standards for new buildings and implement a unified green building identification system. Include green building standards for civil buildings in the engineering construction management procedures, and all new urban civil buildings shall implement energy-saving standards design and construction. Strictly control the construction of high-energy-consuming public buildings, and build new large-scale public buildings and government-invested public welfare buildings to reach one star or above. By 2025, the proportion of star-rated green buildings will reach more than 30%. Promote the implementation of energy-saving design standards for newly built rural houses and encourage the construction of star-rated green rural houses and zero-carbon rural houses. Vigorously develop prefabricated buildings, promote the construction of provincial prefabricated building demonstration cities and industrial parks, and build a prefabricated building industrial base in the Yangtze River Delta. Accelerate the evaluation, certification and promotion of green building materials, and promote the recycling of building materials.
2. Promote energy-saving transformation of existing buildings. Formulate special renovation plans for existing buildings, carry out basic information surveys, improve energy-saving renovation standards, and classify energy-saving renovation indicators for residential and public buildings. Strengthen the appraisal and evaluation of energy-saving renovations, and promote the renovation of residential buildings with the value and conditions for renovation. Carry out energy-saving transformation of public buildings and promote contract energy management operation model. Accelerate the energy-saving transformation of rural houses and expand the application of renewable energy. Promote energy-saving and carbon reduction transformation of municipal infrastructure such as old heating and water supply networks to improve infrastructure operation efficiency. Establish a building energy use data sharing mechanism, improve the energy consumption monitoring platform for public buildings in provinces and cities, and explore and implement a building energy use management system based on limit indicators. Strengthen building demolition management and eliminate "large demolition and construction".
3. Optimize the energy-using structure of the building. Make full use of the building body and surrounding space and vigorously promote the integrated application of photovoltaic buildings. Develop and utilize clean and low-carbon heating such as heat pumps, biomass energy, geothermal energy, and solar energy according to local conditions. Accelerate the construction of key cities for improving the energy efficiency of national public buildings in Hefei. Improve the electrification level of building terminals and build a number of "optical storage, direct and flexible" demonstration buildings integrating photovoltaic power generation, energy storage, DC power distribution, and flexible electricity use. By 2025, the cumulative application area of urban renewable energy buildings will reach 600 million square meters, and the proportion of solar photovoltaic applications in new industrial factories and public buildings will reach 50%.
(VI) Actions on reducing emissions and carbon sequestration in agriculture and rural areas.
Guided by the implementation of the "Two Strengthening and One Increase" action plan for primary industry, deepen the green transformation of agriculture, optimize the rural energy consumption structure, and improve the ability of agricultural and rural emission reduction and carbon sequestration.
1. Develop green, low-carbon circular agriculture. Cultivate and develop the entire agricultural industry chain and create a batch of green food industries with a scale of hundreds of billions of yuan. Strengthen the protection and utilization of germplasm resources and cultivate high-quality grain, livestock, poultry and aquatic products and special products. Focusing on the research and development of agricultural technology in increasing the exchange rate, we will build a technology system for green agricultural development. Accelerate the renewal of agricultural machinery, adjust and optimize support policies such as agricultural machinery purchase and scrapping and renewal subsidies, and gradually eliminate old machinery. By 2025, the proportion of large-scale intelligent and efficient machinery will reach 30%. Accelerate the construction of a modern aquaculture system and develop comprehensive rice and fishery breeding, large-surface ecological fishery and other ecological and healthy fisheries. Accelerate the integrated development of the first, second and third industries, and promote the deep integration of agriculture with tourism, culture, health and other industries.
2. Improve farmland carbon sequestration capacity. Implement action to improve the quality of arable land, promote the construction of high-standard farmland, and strengthen the management of degraded arable land. Implement protective tillage and promote protective tillage measures such as returning straw to the fields and less (free) tillage according to local conditions. Rationally control the use of fertilizers, pesticides and mulch films to increase the organic matter content of soil. Select and promote low-emission rice varieties, optimize rice field moisture management, and reduce rice field methane emissions. Implement actions to improve the comprehensive utilization of crop straw and the resource utilization of livestock and poultry breeding waste.
3. Promote rural renewable energy substitution. In combination with the implementation of the rural revitalization strategy, promote the clean and low-carbon transformation of rural construction. Develop energy-saving and low-carbon agricultural greenhouses, promote clean heating in rural areas, promote energy-saving and environmentally friendly stoves, and accelerate the application of renewable energy such as biomass energy and solar energy in agricultural production and rural life. Implement the "Gasification Rural" project, expand the utilization of rural natural gas, and promote the extension of urban natural gas pipelines to surrounding townships and rural areas. Coordinate the guarantee of rural power supply and gather new energy and electricity, and build a new rural power grid.
(7) Actions to consolidate and improve ecosystem carbon sinks.
