Action Plan for Accelerating the Green and Low-Carbon Innovation Development of Electric Power Equipment
In order to thoroughly implement the major strategic decisions of the CPC Central Committee and the State Council on carbon peak and carbon neutrality, promote the cleanliness of energy production and electrification of energy consumption, promote the construction of new power systems, and accelerate the green and low-carbon innovation and development of power equipment, this action plan is formulated.
1. Overall requirements
(I) Guiding ideology
Guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, we will fully implement the spirit of the 19th National Congress of the Communist Party of China and the previous plenary sessions of the 19th National Congress, thoroughly implement Xi Jinping's ecological civilization thought, based on the new development stage, fully, accurately and comprehensively implement the new development concept, build a new development pattern, adhere to market leadership, government guidance, innovation-driven, and industrial upgrading, take high-end intelligent green development as the direction, green and low-carbon technological innovation as the driving force, and use application innovation and demonstration promotion as the starting point, accelerate the construction of an equipment supply system that supports clean energy production and green energy consumption, promote the high-quality development of power equipment, and help the carbon peak goal be smoothly achieved.
(II) Main objectives
In 5-8 years, the supply structure of power equipment has been significantly improved, ensuring that the power grid transmission and distribution efficiency has been significantly improved, the development of high-end, intelligent and green development and demonstration applications have been accelerated, and international competitiveness has been further enhanced, basically meeting the needs of the construction of new power systems that meet the high proportion of non-fossil energy and large-scale access to non-fossil energy. The cumulative flexibility transformation capacity of coal-power units exceeds 200 million kilowatts, the supply capacity of renewable energy power generation equipment is constantly improving, wind power and solar power generation equipment meets the installed capacity needs of more than 1.2 billion kilowatts, and nuclear power equipment meets the installed capacity needs of 70 million kilowatts.
2. Key tasks
(I) Green upgrade action of equipment system
Coordinate the adjustment of the supply structure of power transmission, distribution and power supply equipment, focus on the construction of new power systems, accelerate the development of clean and low-carbon power generation equipment, improve the consumption and guarantee capabilities of power transmission and transformation equipment, accelerate the upgrading and replacement of power distribution equipment, improve the energy efficiency matching level of power consumption equipment, and promote resource recycling.
1. Accelerate the development of clean and low-carbon power generation equipment. Promote the "three reforms and linkage" of energy-saving and carbon reduction transformation, flexibility transformation, and heating transformation of coal-fired power equipment. Accelerate the research and development of gas turbines. Promote the wide load transformation of hydropower units, accelerate the development and application of variable-speed pumped storage and offshore pumped storage equipment, and study on key technologies of high-head impact hydropower units. Further accelerate the batching of third-generation nuclear power and accelerate the research and development and application of fourth-generation nuclear power equipment. Promote the development of integrated wind, light and storage equipment, and promote the research and development of network-type new energy power generation equipment. Accelerate the development and application of biomass energy equipment, marine energy, geothermal energy and other development and utilization equipment. Focus on conquering technical equipment such as renewable energy hydrogen production.
2. Improve the ability to absorb and guarantee power transmission and transformation equipment. For the power grid, the "double-high" characteristics of high-proportion renewable energy and high-proportion power electronic equipment, as well as the demand characteristics of double load peaks in summer and winter, accelerate the development of ultra-high voltage transmission and transformation and flexible DC transmission equipment. Aiming at safe, flexible, green and low-carbon transmission network technical equipment, we will continue to develop generator circuit breakers and high-voltage level vacuum switch equipment with different voltage levels and different breaking capacity, and accelerate the research and development breakthroughs of high-power power electronic devices, natural ester (plant) insulating oil transformers, etc.
3. Accelerate the upgrade and replacement of power distribution equipment. Develop protection and control distribution technology equipment that meets the characteristics of "double high" and "double random" (randomness of distributed new energy and randomness of adjustable loads) in new power systems. Relying on the construction of smart distribution networks and active distribution networks, we will accelerate the flexible and controllable interconnection between power grids, actively develop smart microgrids mainly focusing on absorbing new energy, and accelerate breakthroughs in technical equipment such as comprehensive energy management and utilization, multi-power optimization interaction.
4. Improve the level of energy efficiency matching of electricity equipment. Develop products such as high-power density permanent magnet motors, synchronous magnetoresistive motors, smart motors, and ultra-efficient asynchronous motors. Strengthen the development and promotion of high-efficiency and energy-saving transformers. Accelerate the promotion and application of high-efficiency electric boilers, electric kilns and other equipment, and expand the substitution of electricity in industries, transportation, construction and other fields. Accelerate the improvement of energy efficiency of energy consumption systems, carry out matching energy-saving transformation and operation control optimization of key power consumption equipment systems. Promote the improvement of the recycling system of waste motors, encourage enterprises to carry out motor remanufacturing, and promote the application of remanufacturing motor products.
Column 1 Key directions for green and low-carbon development in the top ten areas of power equipment
Promote the green and low-carbon development of power equipment in 10 fields, including thermal power, hydropower, nuclear power, wind power, solar power, hydrogen energy, energy storage, power transmission, distribution and electricity use.
Thermal power equipment. Carry out research and application of technologies such as high efficiency, wide load, flexibility, quality improvement and efficiency improvement, energy conservation and emission reduction, deep peak shaving, unit life extension and intelligence in service units and systems. Focus on developing technologies and equipment such as multi-energy coupling of coal-fired power, multi-energy complementary power generation of wind, solar and water storage, gas turbine power generation, carbon capture utilization and storage, coal gasification combined cycle power generation, and coal gasification fuel cell power generation.
Hydropower equipment. Focus on developing technologies and equipment such as wide load transformation and intelligent upgrading of hydropower units, ultra-high head impact units under complex geological conditions, variable-speed pumped storage and seawater pumped storage, tidal power stations and megawatt-level tidal power generation, megawatt-level wave power generation, and old hydropower units with capacity, efficiency and quality transformation.
Nuclear power equipment. Focus on the development of nuclear-grade casting and forging parts, key pumps and valves, control systems, nuclear-grade instruments, cobalt-based welding materials, etc. Research and establish a special nuclear power software verification database to support the development and optimization and upgrading of the software system. Accelerate the standardization and genealogy of third-generation nuclear power, and continue to promote the research and development and application of fourth-generation nuclear power stack types such as sodium-cooled fast reactors, high-temperature gas-cooled reactors, and lead-bismuth fast reactors. Accelerate the research on cutting-edge disruptive technologies such as controlled nuclear fusion.
Wind power equipment. Focus on developing on-shore wind turbines with more than 8MW and Shanghai on-shore wind turbines with 13MW, and develop deep-sea floating off-shore wind power equipment. Break through the new fixed support structure, main bearing and key converter power modules, etc. of super-large offshore wind turbines. Increase the research and development of basic simulation software and the application of sliding bearings, and research and develop the technical route for wind power blade decommissioning.
Solar equipment. Focus on developing high-efficiency and low-cost photovoltaic cell technology. Research and develop high-reliability, intelligent photovoltaic modules, high-voltage, high-power, and efficient heat dissipation inverters, as well as key technologies such as intelligent fault detection and rapid positioning. Develop integrated operation and maintenance technology and intelligent photovoltaic management system based on new generation information technologies such as 5G, advanced computing, and artificial intelligence. Actively develop solar photothermal power generation and promote the establishment of complementary integration of photothermal power generation with photovoltaic and energy storage. Research the implementation path of photovoltaic module resource utilization.
Hydrogen energy equipment. Accelerate the research and development and application of technical equipment such as hydrogen production and hydrogen fuel cell stacks, and strengthen the research and development of key components of hydrogen fuel cells and long-distance pipeline hydrogen transmission technology.
Energy storage equipment. Significantly improvedElectrochemical energy storageEquipment reliability, accelerate the development of compressed air energy storage and flywheel energy storage equipment, and develop multi-level fire safety support technologies and equipment for energy storage power stations. Research and develop online detection, status prediction and early warning technologies and equipment for energy storage batteries and systems.
Transmission equipment. Focus on the research and development of technologies such as flexible DC transmission and low-frequency transmission, AC and DC hybrid distribution network systems, switching arcs, and long-term live reliability evaluation of equipment. Break through basic components and components such as on-load voltage regulation tap switches, casings, and intelligent components of converter transformers. Carry out the development of high-end electrical steel low-loss transformers, thermoplastic environmentally friendly cable materials, new low-growth environmentally friendly insulating gas and other related equipment.
Power distribution equipment. Accelerate the development and application of protection and control core equipment such as digital sensors, power routers, trend controllers, solid-state circuit breakers. Accelerate the integrated application of new power distribution equipment and the construction of highly autonomous power distribution systems in application scenarios such as data centers, mobile communications and rail transit.
Electrical equipment. Focus on developing energy-efficient motors of Level 2 and above, direct drive and integrated permanent magnet/resistive electric drive systems, ultra-efficient large torque electromechanical system assembly, smart motors, microgrid and third-generation semiconductor variable frequency power supply high-efficiency motor systems and electric drive equipment.
(II) Actions to improve power equipment technology innovation and improvement
Adhere to innovation-driven development, strengthen the position of enterprises as the main body of innovation, improve the industrial innovation system and industrial development ecology, promote the development of industrial clusters, and continuously enhance the competitiveness of the industrial chain and supply chain. Break through a number of key core technologies in the field of power equipment, build a number of innovative platforms, and cultivate a number of industrial clusters.
5. Accelerate the research and development of key core technologies. 7. Promote industrial agglomeration and enterprise integration and development. Make the advanced manufacturing cluster of power equipment in Northeast China, East China, Southwest and Northwest regions bigger and stronger. Relying on the national new industrialization demonstration base, etc., we will promote the development of power equipment industry clusters. Cultivate several benchmark enterprises and demonstration parks for intelligent manufacturing and industrial Internet in the field of power equipment.
8. Deepen the application of "5G+Industrial Internet". Research the reference guide for the integration of industrial Internet and power equipment, and deepen the application of "5G+Industrial Internet" in power equipment manufacturing, operation, maintenance and other links. Promote the construction of a digital transformation promotion center for the power equipment industry and build a benchmark for 5G fully connected factories.
9. Accelerate the promotion of intelligent manufacturing. Carry out pilot demonstration actions for intelligent manufacturing, build intelligent manufacturing demonstration factories, and condense excellent scenarios for intelligent manufacturing. Create intelligent connected equipment, improve real-time optimization capabilities of industrial control systems, and strengthen industrial software simulation and data analysis capabilities.
10. Accelerate the transformation of service-oriented manufacturing. Accelerate the networked service development of power equipment, promote remote operation and maintenance services in the fields of wind power, hydropower, etc., promote product life cycle management in the field of nuclear power, and build shared manufacturing plants in the field of low-voltage electrical appliances and high-efficiency motor manufacturing. Encourage the development of supply chain service enterprises, support manufacturing enterprises to extend their value chains, and provide design services or comprehensive energy solutions.

11. Strengthen the construction of technical standards system. Focusing on the development requirements of green, efficient, and safety, we will promote the construction of national standard verification points and accelerate the formulation and revision of national standards such as energy efficiency improvement and functional safety of power equipment. Improve the green product standards, certification and identification system, and explore the establishment of a carbon peak and carbon neutrality certification system for power equipment.
(V) Innovation actions for promotion and application models
Strengthen policy guidance and support, promote application innovation and promotion, and form a higher level of dynamic balance in which demand drives supply and supply creates demand. Build 3-5 test and verification platforms in the field of power equipment, carry out pilot projects for application of typical scenarios, and cultivate and form a group of high-quality brands.
13. Strengthen policy guidance on promotion and application. Support the inclusion of meet-to-eligible power equipment into the national and local major technical equipment guidance catalog, and study and release the major technical equipment promotion and application guidance catalog. Give full play to the leading role of major projects, encourage regions with basic and conditions to actively promote the promotion and application of technologies and products in key areas of power equipment.
Column 2 Key directions for the promotion and application of the top ten areas of power equipment
Thermal power equipment. Accelerate the application of clean and efficient coal-fired power equipment at 630℃ and 650℃. Promote the application of supercritical carbon dioxide power generation technology. Build a full-process integrated and large-scale carbon dioxide capture, utilization and storage application project.
Hydropower equipment. Accelerate the application of high-power variable-speed pumped storage and seawater pumped storage equipment. Promote complementarity between scenery, light, water and nuclear energy.
Nuclear power equipment. Carry out comprehensive utilization of active nuclear power equipment heating and other aspects. Accelerate the optimization and upgrading of third-generation nuclear power, and promote the commercial application of small reactor heating, the comprehensive utilization of small reactor nuclear energy, and the application of offshore floating reactors.
Wind power equipment. Strengthen the survey, design and installation of offshore wind power in far-reaching waters. Promote the application of 12-15MW class super-large offshore wind power equipment, and promote the integrated design, construction and application of floating wind power equipment in remote and deep water areas.
Solar equipment. Promote the industrialization of crystalline silicon solar cell technologies such as TOPCon, HJT, IBC and perovskite and stacked battery module technologies, carry out research and application of new high-efficiency and low-cost photovoltaic cell technologies, and carry out intelligent photovoltaic pilot demonstration and industry applications.
Hydrogen energy equipment. Transmission equipment. Electrical equipment. 15. Cultivate, promote and apply new models and new business forms. Wind power+. In areas with high construction costs for power transmission lines such as remote islands, wind power + electrolytic hydrogen production technology will be developed. In areas such as islands with shortage of freshwater resources, cultivate wind power + desalination of seawater models. In remote areas, promote distributed wind power + smart microgrid. In suitable offshore wind farms, promote wind power + fishery + tourism models. It is encouraged to explore pilot projects for the application of integrated wind, light and storage equipment in combination with deserts, Gobi, deserts and other scenarios, focusing on key power consumption enterprises.
Photovoltaic+. Promote the integrated construction of photovoltaic buildings in new factories and public buildings, support the composite development of agricultural (animal Husbandry) and light complementarity, and promote the integrated development of photovoltaics and 5G base stations and big data centers, and apply in transportation fields such as new energy vehicle charging and swapping stations and highway service areas. It is encouraged to develop photovoltaic power stations in deserts, Gobi, deserts, barren mountains, coastal tidal flats, coal mining subsidence areas, mining soil discharge sites and other areas.
Energy storage +. In areas with rich new energy resources, promote pilot projects for integrated energy supply of new energy storage + renewable energy power generation, wind, light, fire (water) storage. Focusing on users such as big data centers, 5G base stations, industrial parks, and highway service areas, new energy storage + distributed new energy, microgrid, incremental distribution network, etc.
(VI) Foreign cooperation actions for power equipment
Make full use of the two domestic and international markets and two resources, accelerate the high-level going global, strengthen international industrial cooperation, and create new advantages in international cooperation and competition.
16. Promote the power equipment to go global. Focusing on high-quality joint construction of the "Belt and Road" and implementing the "Regional Comprehensive Economic Partnership Agreement" in depth, we will encourage advantageous power equipment enterprises to accelerate their going global in various ways. Guide enterprises to obtain internationally recognized service qualifications and drive technology, equipment, standards and services to go global. Support industry organizations to build a comprehensive information service platform for going global and provide legal, consulting, risk assessment and other services.

Promote power equipment to move towards a comprehensive output direction that combines technology, capital and capabilities, develop a full-industry chain-based engineering general contracting or "turnkey" project, and continuously enhance the international competitiveness of leading enterprises.
Project contracting. Relying on overseas power engineering construction, we will accelerate the expansion of the international market through the "engineering + equipment + operation" method of renewable energy power generation equipment, power transmission and transformation, and power consumption equipment.
International marketing network. Promote enterprises to jointly build and share global marketing networks and actively explore international markets. Support enterprises to establish product user enterprises in target countries and regions and improve the marketing service system to go global.
Overseas base. Focusing on the national opening-up strategy, accelerate the construction of demonstration bases and parks for power equipment going global. Support enterprises to invest overseas to establish production bases and sales service bases, build suppliers that provide "package" solutions, and drive upstream and downstream related products to go global.
Foreign investment. Make full use of the advantages of super-large-scale market and supporting advantages of the industrial chain, and accelerate advantageous enterprises to actively integrate into the global industrial chain and supply chain value chain through investment, equity participation and other means.
17. Deepen international exchanges and cooperation. Give full play to the role of multilateral and bilateral cooperation and high-level dialogue mechanisms, and strengthen international mutual recognition of technical standards, inspection and testing, certification, etc. Strengthen exchanges and experience sharing with international organizations such as the International Power Grid Conference (CIGRE), the International Electrotechnical Commission (IEC), and the Association of Electrical and Electronic Engineers (IEEE). 1. Compilation background
my country's electricity carbon emissions account for nearly 50% of the total national emissions, and promoting green transformation of the power industry is the top priority for achieving the goal of carbon peak and carbon neutrality. The supply of electricity energy will gradually change from relying mainly on traditional coal-fired power to new energy generation that relies more on low-carbon emissions such as wind power and photovoltaics. Energy production will change from relying mainly on resources to relying more on equipment. Electricity equipment has become an important foundation and support for implementing the "dual carbon" strategy and realizing the goal of building an energy power.
In order to thoroughly implement the major strategic decisions of the CPC Central Committee and the State Council on carbon peak and carbon neutrality, promote the cleanliness of energy production and electrification of energy consumption, support the construction of new power systems, and accelerate the green and low-carbon innovation and development of power equipment, the Ministry of Industry and Information Technology and other five departments jointly formulated and issued the "Action Plan" based on in-depth investigation and research and extensive listening to opinions.
2. Overall considerations
The Action Plan closely focuses on the strategic goal of carbon peak and carbon neutrality, adheres to systematic planning, strengthens the connection between policies of various departments, and coordinates the promotion of the sustainable and healthy development of power equipment.
(1) Highlight problem-oriented and goal-oriented. In the context of implementing the carbon peak and carbon neutrality strategy and promoting the construction of an energy power country, focus on solving the difficulties, key points and characteristics of the development of power equipment. Focusing on operability, key tasks and measures have been deployed around goals such as improving supply structure and improving power grid transmission and distribution guarantee efficiency.
(2) Adhere to a systematic concept and coordinated promotion. We will adhere to the principle of establishing first and then breaking, and comprehensive planning. In terms of development direction, we will not only accelerate the transformation and upgrading of traditional coal-fired power equipment, but also vigorously develop new energy equipment to achieve the unity of green and low-carbon transformation of power energy with safe and reliable supply; in terms of development path, we will make full use of the two domestic and international markets and two resources, focus on R&D and innovation, and support "going out", and promote the high-quality development of power equipment under the new development pattern.
(3) Adhere to market leadership and government guidance. Focus on strengthening the position of enterprises in market and innovation entities, give full play to the decisive role of the market in resource allocation, and accelerate the green and low-carbon innovative development of power equipment. Better play the role of the government in guiding, focus on strengthening the supply of common technologies and public service platforms, improve the technical service system, improve the policy support system, and guide the healthy development of the industry.
(4) Strengthen innovation-driven and demonstration leadership. Focus on innovation-driven development, aim at the direction of innovative development of power equipment, establish and improve the industrial innovation system, and build an innovation ecosystem led by leading enterprises and integrated development of large, medium and small enterprises. Focus on demonstration and leadership, carry out pilot demonstrations of intelligent manufacturing and industrial Internet, accelerate the transformation and development of networked and intelligent, support pilot applications, and cultivate new models and new business forms.
III. Overall requirements
(I) Guiding ideology. Guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, we will fully implement the spirit of the 19th National Congress of the Communist Party of China and the previous plenary sessions of the 19th National Congress, thoroughly implement Xi Jinping's ecological civilization thought, based on the new development stage, fully, accurately and comprehensively implement the new development concept, build a new development pattern, adhere to market leadership, government guidance, innovation-driven, and industrial upgrading, take high-end intelligent green development as the direction, green and low-carbon technological innovation as the driving force, and use application innovation and demonstration promotion as the starting point, accelerate the construction of an equipment supply system that supports clean energy production and green energy consumption, promote the high-quality development of power equipment, and help the carbon peak goal be smoothly achieved.
(II) Main objectives. In 5-8 years, the supply structure of power equipment has been significantly improved, ensuring that the power grid transmission and distribution efficiency has been significantly improved, the development of high-end, intelligent and green development and demonstration applications have been accelerated, and international competitiveness has been further enhanced, basically meeting the needs of the construction of new power systems that meet the high proportion of non-fossil energy and large-scale access to non-fossil energy. The cumulative flexibility transformation capacity of coal-power units exceeds 200 million kilowatts, the supply capacity of renewable energy power generation equipment is constantly improving, wind power and solar power generation equipment meets the installed capacity needs of more than 1.2 billion kilowatts, and nuclear power equipment meets the installed capacity needs of 70 million kilowatts.
4. Key tasks
The Action Plan focuses on 10 areas of power equipment, including thermal power equipment, hydropower equipment, nuclear power equipment, wind power equipment, solar power equipment, hydrogen energy equipment, energy storage equipment, power transmission equipment, distribution equipment, and electricity use equipment, and proposes six actions.
(1) Green upgrade action for equipment system. Coordinate the adjustment of the supply structure of power transmission, distribution and electricity equipment, focus on 10 fields of power equipment, including thermal power equipment, hydropower equipment, nuclear power equipment, wind power equipment, solar energy equipment, hydrogen energy equipment, energy storage equipment, transmission equipment, distribution equipment, power consumption equipment, etc., focus on the construction of new power systems, accelerate the development of clean and low-carbon power generation equipment, improve the consumption and guarantee capacity of power transmission and transformation equipment, accelerate the upgrading of distribution equipment, improve the energy efficiency matching level of power consumption equipment, and promote resource recycling.
(2) Actions to improve power equipment technology innovation. Adhere to innovation-driven development, strengthen the position of enterprises as the main body of innovation, improve the industrial innovation system and industrial development ecology, promote the development of industrial clusters, and continuously enhance the competitiveness of the industrial chain and supply chain. Break through a number of key core technologies in the field of power equipment, build a number of innovative platforms, and cultivate a number of industrial clusters.
(III) Networked and intelligent transformation and development actions. Deepen the integration with the new generation of information technology, accelerate innovation and transformation of power equipment product forms, R&D methods, production methods and service models, and promote digital, green and service-oriented development. Cultivate several benchmark enterprises and demonstration parks for intelligent manufacturing and industrial Internet in the field of power equipment.

V. Guarantee Measures
In order to ensure the smooth completion of main goals and key tasks, the Action Plan proposes four guarantee measures. First, increase overall coordination efforts. Give full play to the role of the National Major Technical Equipment Office and establish a departmental collaborative working mechanism covering R&D, manufacturing, application and services. Strengthen the linkage between the central and local governments and guide local industry authorities to introduce supporting measures based on actual conditions. Give full play to the role of industry organizations as a bridge and link, help implement policies in innovative development, promotion and application, strengthen industry self-discipline, and strengthen production safety. Relying on high-end think tanks, research institutions, etc., we will carry out in-depth research to provide important decision-making support. The second is to strengthen financial and taxation and financial support. Implement tax preferential policies such as energy conservation and water conservation, comprehensive utilization of resources. Financial institutions are encouraged to provide credit support and other financial services to meet the conditions of electricity equipment enterprises under the premise of compliance with the law, controllable risks and sustainable business. Give full play to the role of the national industrial and financing cooperation platform and guide social capital and other people to support the development of power equipment. The third is to strengthen the training of professional talents. Support qualified universities and universities to cultivate high-end R&D, skills and management talents. Guide professional service institutions to innovate talent training models and cultivate a group of high-end compound talents. Optimize the talent introduction mechanism, establish and improve a talent incentive system, and encourage enterprises to actively introduce high-level overseas talents. Strengthen public opinion orientation, strengthen publicity and reporting on typical projects and typical experiences, and create a good atmosphere for green, low-carbon innovation and development of power equipment in the whole society. Local governments, industry associations, leading enterprises, etc. are encouraged to jointly hold power equipment exhibitions and forums, give full play to the role of the World Clean Energy Equipment Conference, and build an international exchange, display and cooperation platform. Give full play to the guiding role of authoritative and advantageous media platforms, flexibly use various forms, and strengthen brand promotion of power equipment quality.
