It is reported that due to the large proportion of installed hydropower and high hydropower capacity in Yunnan Province, there was a large pressure on water abandonment during the flood season. Starting from the late 12th Five-Year Plan, electricity consumption growth was significantly lower than expected, and the contradiction between water abandonment was becoming increasingly prominent. In 2016, the amount of water abandonment reached a historical high of 31.5 billion kilowatt-hours.

In order to solve the problem of water abandonment, Yunnan Province actively cultivates the provincial electricity consumption market, vigorously supports the electricity demand of industrial enterprises, strives to extend the energy industry chain, and scientifically lays out the development of the clean energy-carrying industry. In 2019, a number of integrated projects of hydropower aluminum and hydropower silicon materials, including Heqing Yixin 210,000 tons of electrolytic aluminum and Yunao Haixin Phase I, were put into production one after another, with an additional 6 billion kWh of electricity consumption in the province. It is estimated that the electricity consumption in the province will reach 182 billion kWh throughout the year, accounting for 53% of the province's power generation.
