National Development and Reform Commission: Implementation Plan for the Renovation and Upgrading of Coal-Power Units
Notice of the National Development and Reform Commission and the National Energy Administration on Carrying out the National Coal-Power Unit Renovation and Upgrading, Development and Reform Operation [2021] No. 1519, which points out:
By 2025, the national average coal consumption for thermal power supply will drop to below 300 grams of standard coal/kilowatt-hour.For coal-power units with coal-supply coal consumption of more than 300 grams of standard coal/kilowatt-hour, energy-saving transformation should be created at a faster pace, and units that cannot be transformed should be gradually phased out and shut down, and those that meet the conditions should be converted into emergency backup power sources depending on the situation. During the 14th Five-Year Plan period, the scale of renovation shall not be less than 350 million kilowatts.
The flexibility transformation of existing coal-electric units should be changed as much as possible. During the 14th Five-Year Plan period, 200 million kilowatts will be completed, increasing the system regulation capacity by 30-40 million kilowatts, and promoting the consumption of clean energy.During the 14th Five-Year Plan period, the flexible manufacturing scale of coal-electric power units was achieved at 150 million kilowatts.

In order to conscientiously implement the spirit of the "Opinions of the Central Committee of the Communist Party of China and the State Council on Complete, Accurate and Comprehensive Implementing the New Development Concept and Doing a Good Job in Carbon Peak and Carbon Neutrality", promote the optimization and upgrading of the structure of the energy industry, further improve the clean, efficient and flexible level of coal-electricity units, promote the clean and low-carbon transformation of the power industry, and help the national carbon peak and carbon neutrality goals be achieved as scheduled, the National Development and Reform Commission and the National Energy Administration, together with relevant parties, formulated the "National Coal-electricity Unit Renovation and Upgrading Implementation Plan" (hereinafter referred to as the "Implementation Plan"), which is now issued to you, please follow it. The relevant implementation matters are notified as follows:
1. Attach great importance to it. my country strives to achieve the goal of carbon peak before 2030 and strives to achieve carbon neutrality before 2060, and puts forward higher requirements for optimizing the energy structure and clean and efficient use of coal. The transformation and upgrading of coal-electric power units is an important means to improve the efficiency of power coal utilization, reduce coal consumption, and promote the consumption of clean energy. It is of great significance to promote the goal of carbon peak and carbon neutrality as scheduled. All localities and enterprises should attach great importance to it, and take the transformation and upgrading of coal-power units as an important task to do a good job in a solid and detailed manner, and effectively improve the operation level of coal-power units.
2. Promote solidly. The competent departments of local governments should work with relevant parties to fully, accurately and comprehensively implement the new development concept, and scientifically determine the goals and implementation paths for local coal-powered units in accordance with the requirements of the "Implementation Plan", study and formulate the implementation plan for the renovation and upgrading of coal-powered units in this province (autonomous region, municipality), and submit it to the National Development and Reform Commission and the National Energy Administration before the end of November. After the National Development and Reform Commission and the National Energy Administration organize a third-party comprehensive assessment and demonstration, an operational implementation plan will be formed before the end of the year.
3. Strengthen coordination. In the process of promoting the transformation and upgrading of coal-electricity units, localities need to consider the transformation of coal-electricity energy-saving and consumption-reducing transformation, heating transformation and flexible transformation and manufacturing to achieve the linkage of the "three reforms". At the same time, the unit renovation timing should be reasonably arranged to ensure the safe and reliable supply of local power.
4. Improve policies. All localities should combine local actual conditions, improve relevant policies in terms of finance, finance, price, etc., support the renovation and upgrading of coal-power units, increase the enthusiasm of enterprises to transform, and ensure the smooth progress of the transformation work.
5. Clarify the division of labor. All localities should clarify the leading departments, clarify the division of responsibilities with relevant departments to form a joint force, and jointly promote the transformation and upgrading of coal-power units. Central power generation enterprises should conduct full communication with local government authorities to ensure that the group's coal-electric power unit renovation and upgrading work is effectively connected with local governments. Power grid enterprises should reasonably arrange coal-power unit maintenance plans to ensure the safe and stable operation of the power grid during the renovation of coal-power unit in various places.
