In order to implement the decisions and deployments of the CPC Central Committee and the State Council, and accelerate the demonstration application and promotion of green and low-carbon advanced technologies, in accordance with the work deployment of the "Implementation Plan for the Green and Low-carbon Advanced Technology Demonstration Project" (Development and Reform Environmental and Resources [2023] No. 1093), our committee and relevant departments organized the application and selection of the first batch of green and low-carbon advanced technology demonstration projects. After the selection and review procedures such as project unit application, local review, third-party organization review, departmental and local review, and public solicitation of opinions, the first batch of demonstration projects has been determined, and it is now announced, and the relevant matters are notified as follows:

1. Strengthen project elements guarantee. All relevant regions and departments should guide project units to do a solid job in land use approval, planning permitting, energy conservation review, environmental impact assessment, etc., guide financial institutions to increase financing support, and encourage social capital to participate in demonstration project construction in various forms. Our commission will coordinate the use of existing central budget investment channels and actively support the construction of demonstration projects that meet the conditions. All regions should actively support projects that meet the conditions through budget investment and other financial funding channels.

2. Strengthen full-process supervision and management. The Development and Reform Commissions of all regions should continue to track and schedule project progress, strengthen work coordination, and ensure that the construction of demonstration projects achieves practical results. Our commission will work with relevant departments to strengthen supervision of demonstration projects and organize and carry out results evaluations in a timely manner. For projects with outstanding demonstration results, our committee will work with relevant departments to strengthen publicity and promotion. For projects with slow construction progress and lower results than expected, the development and reform commissions of all regions should strengthen supervision, guidance and assistance. If the requirements are not met after rectification, the exit list will be adjusted.

3. Make solid preparations for subsequent projects. The development and reform commissions of all regions should work with relevant departments in their regions to establish a reserve database of green, low-carbon advanced technology projects, actively connect with relevant enterprises, universities, and research institutions in the field of green, low-carbon, investigate the reserves of advanced and applicable technologies, and roll back the reserve projects to lay a solid foundation for the follow-up work of the green, low-carbon advanced technology demonstration project.
