"Dual control system for total carbon emissions and intensity"
Since the 18th National Congress of the Communist Party of China, we have placed green, low-carbon and energy conservation and emission reduction in a prominent position, established and implemented a dual control system for total energy consumption and intensity, effectively promoting a significant increase in my country's energy utilization efficiency and a continuous decline in carbon dioxide emission intensity.
The meeting emphasized that we must base ourselves on the critical period when my country's ecological civilization construction has entered a strategic direction with carbon reduction as the key, improve the regulation of total energy consumption and intensity, and gradually turn to the dual control system of total carbon emissions and intensity.
It is understood that the important feature of the "dual control" of energy consumption is that on the basis of the binding indicators of energy consumption intensity, it puts forward expected requirements for the total energy consumption and decomposes it to various regions. The advantage is that it is simple and efficient implementation, but the disadvantage is that it does not distinguish between energy consumption types, which limits the use of fossil energy while also limits the development of renewable energy. The "dual control" of carbon emissions can effectively optimize and improve the blind spots and shortcomings of "dual control" of energy consumption. While controlling fossil energy consumption, encourage the development of renewable energy, which is conducive to guiding the rational flow and efficient allocation of energy factors, promoting the shift of technology and funds to the low-carbon energy development industry, accelerating the clean and efficient utilization and flexible transformation of coal-fired power, expanding the demand for renewable energy consumption, helping the energy industry continue to move towards clean and low-carbon directions, and achieving energy structure adjustment and green transformation and development.
From dual energy consumption control to dual carbon emission control, we must insist on establishing first and then breaking, improve the dual energy consumption control system, optimize and improve the regulatory methods, strengthen the basic capacity of dual carbon emission control, and improve various supporting systems for dual carbon emission control, so as to actively create conditions for establishing and implementing dual carbon emission control system. "Deepen the reform of the power system and accelerate the construction of a new power system"
The meeting emphasized that it is necessary to deepen the reform of the power system, accelerate the construction of a new power system that is clean, low-carbon, safe and abundant, economical and efficient, coordinated supply and demand, flexible and intelligent, better promote the revolution in energy production and consumption, and ensure national energy security.
We must scientifically and rationally design the construction path of new power systems, and gradually reduce the proportion of traditional energy in a planned and step-by-step manner based on the safe and reliable replacement of new energy. We must improve the system and mechanism to adapt to the new power system and promote the strengthening of power technology innovation, market mechanism innovation, and business model innovation. We must promote a better combination of an effective market with an effective government, continuously improve the policy system, and provide basic public services for electricity.
To achieve the "dual carbon" goal, energy is the main battlefield and electricity is the main force. Building a new power system is an important part of building a new energy system and is a complex and arduous system project. On June 2, the "Blue Book on the Development of New Power Systems" was released. The "Blue Book" proposed that in accordance with the "two-step" strategic arrangements for the new era proposed by the Party Central Committee, anchor the "3060" strategic goal, and take 2030, 2045 and 2060 as important time nodes for building a new power system, formulate a "three-step" development path for the new power system, namely, accelerating the transformation period (current to 2030), overall formation period (2030 to 2045), and consolidation and improvement period (2045 to 2060), and promote the construction of new power systems in a planned and step-by-step manner.
"Promote the reform of the system and mechanism of the oil and gas industry"
The meeting emphasized that in response to the prominent problems in the oil and gas system, we will actively and steadily promote the reform of the upper, middle and downstream systems and mechanisms of the oil and gas industry to ensure stable and reliable supply.
The meeting pointed out that it is necessary to further deepen the reform of the oil and natural gas market system and strengthen the construction of the production, supply, storage and sales system. We must increase market supervision, strengthen sub-sectoral and cross-field coordinated supervision, standardize the order of the oil and gas market, and promote fair competition. We must deepen the reform of the oil and gas reserve system and give full play to the emergency and regulation capabilities of the reserves.
