"Linyi City's Three-Year Action Plan for Deepening the Transformation of New and Old Kinetic Energy to Promote Green, Low-Carbon and High-Quality Development (2023-2025)" Issued and Distributed

On June 28, the Linyi Municipal Committee of the Communist Party of China and the Linyi Municipal People's Government issued the "Linyi City's Three-Year Action Plan for Deepening the Transformation of New and Old Kinetic Energy to Promote Green, Low-Carbon and High-Quality Development (2023-2025)" and mentioned accelerating the construction of long-term natural gas pipelines, branch lines, and liaison lines, completing the construction of Linyi sections of natural gas pipelines such as the China-Russia East Line, Shandong Ring Network South Trunk Line, and East Trunk Line, and promoting the construction of Linyi sections of oil pipelines such as Dongjiakou to Yishui to Zibo. New centralized wind power and photovoltaic projects will be added to build or lease energy storage facilities as required. By 2025, the city's installed capacity of pumped energy storage and small hydropower will reach about 1.24 million kilowatts, and the new energy storage will reach about 300,000 kilowatts.

Recently, the Fuxin Municipal People's Government Office issued a notice on issuing the "Fuxin City's "14th Five-Year Plan for Science and Technology Innovation", pointing out that relying on key mining equipment enterprises, we will focus on the research and development of high-end hydraulic support, coal mining machines, air compressors, intelligent hydraulic oil pumps and other mining equipment. Accelerate the innovation of the energy equipment industry, relying on leading wind power and photovoltaic enterprises, focus on the research and development of wind power generation equipment, solar power generation equipment, intelligent power transmission and transformation and control equipment, energy storage equipment, as well as hydrogen production equipment, hydrogen storage and transportation equipment, hydrogen fuel cells, and distributed power station complete sets of equipment.

Notice on Strengthening the Standardized Management of New Energy Storage Power Stations

On July 4, the Guangdong Provincial Energy Bureau issued the "Notice on Strengthening the Standardized Management of New Energy Storage Power Stations", citing that the energy authorities of each city, in conjunction with the province's new energy storage power station planning and layout plan at the beginning of each year, in conjunction with the city's natural resources, ecological environment, housing and urban-rural construction, fire protection and other departments, to comprehensively consider the project construction needs and conditions of technology, land, safety, grid connection and other conditions, and formulate the annual construction plan of new energy storage power stations in the region (excluding user-side energy storage), and submit the annual construction plan of the region to the Provincial Energy Bureau at the end of March each year. It is also required that before the acceptance of the new energy storage power station is connected to the grid, type tests, whole-station debugging tests and grid-connected testing of the main equipment and systems of the power station must be completed in accordance with relevant national regulations.

On July 4, Xinjiang Xinhua Hydropower announced that the sponsor withdrew its issuance and listing application, and the Shanghai Stock Exchange terminated its issuance and listing review in accordance with relevant regulations. The Shanghai Stock Exchange accepted the main board IPO application for Xinjiang Xinhua in March this year, with the planned financing amount of 1.3 billion yuan. Xinhua Power Generation is the strategic implementation entity of the hydropower and new energy business of China National Nuclear Corporation. It was established on November 17, 2009 with a registered capital of 1.2 billion yuan and a total assets exceeding 60 billion yuan. Xinhua Power Generation has various centralized and distributed power stations, as well as regional power grid power supply, energy storage, incremental distribution network, comprehensive smart energy, etc., with a complete power production and supply industry chain, providing multi-scenario integrated energy solutions.

Longyuan Power Signs Jilin 600 MW New Energy Development Agreement

On June 30, Longyuan Power Jilin Company, together with CRRC Changchun Rail Bus Co., Ltd., signed a cooperation framework agreement on the development of 600 MW new energy projects with the People's Government of Nong'an County. The project is located in Nong'an County, Changchun City, Jilin Province. According to the cooperation framework agreement, the three parties will promote the comprehensive development of the "new energy + hydrogen energy" project around the medium- and long-term plan of "hydrogen-driven Jilin", including 300,000 kilowatts of centralized wind power projects and 300,000 kilowatts of centralized photovoltaic projects, supporting hydrogen production and hydrogen storage projects, hydrogen fuel cell equipment manufacturing projects, and electrochemical energy storage equipment manufacturing projects, and further improve the level of new energy power consumption through new energy hydrogen production.

China Power Construction New Energy IPO filing was accepted

An announcement from the China Securities Regulatory Commission on July 3 showed that the registration of China Power Construction's new energy listing guidance has been accepted, which means that the IPO process for China Power Construction Group's independent listing of new energy business has officially started! According to the plan, China Power Construction New Energy will conduct preliminary preparations for the guidance from May to June 2023, and will officially enter the first stage of guidance from June to August, and finally form a clear business development goal and future development plan, and formulate feasible investment directions for the raising funds and other investment projects; after August, the second stage of guidance will be conducted, and the China Securities Regulatory Commission will conduct a comprehensive assessment of whether the company meets the issuance and listing conditions and assist the company in preparing for the initial public offering of shares.

Shanghai Electric and China National Nuclear Corporation sign a joint procurement framework agreement

On July 3, Shanghai Electric Power Station Group signed a joint procurement framework agreement with China National Nuclear Corporation on behalf of Shanghai Electric and China National Nuclear Corporation. The framework agreement involves three major sections: Fed, joint procurement, and technical services; four major majors: steam turbine, generator, auxiliary machinery, and motor; five bases: Qinshan, Fuqing, Zhangzhou, Tianwan and Xudabao; since its launch in 2020, it has undergone 11 rounds of offline and 2 rounds of online six-party talks, and was finally successfully implemented; the first version of the agreement is valid for 7 years. The first batch of Fed lists involved an amount of approximately RMB 200 million, and the first batch of joint procurement lists involved 527 spare parts. The agreement also determined the labor unit price for dispatching personnel services. After the agreement takes effect, the list will be updated quarterly.

Recently, the Hohhot Municipal Ecological Environment Bureau issued an approval on the environmental impact report of the 2×1 million kilowatt coal-power joint venture expansion project of Inner Mongolia Energy Group Kingsoft Thermal Power Plant. The project is located in Bikeqi Town, Tumote Left Banner, Hohhot City, and builds a 2×1000MW ultra-supercritical, primary intermediate reheating, indirect air-cooled condensation steam turbine generator set. The boiler is 2 2918t/h efficient ultra-supercritical, primary intermediate reheating, balanced ventilation, tight sealing, solid slag discharge, all-steel frame, fully suspended structure, transformer DC coal pulverized boiler, supporting construction of coal storage yards, etc. The total investment of the project is 7692.53 million yuan.

The review meeting on the report of the "three major topics" for feasibility study of Jilin Helong Pumped Storage Power Station was held

From June 26 to 29, a review meeting on the special report on the research on the feasibility study stage of Jilin Helong Pumped Storage Power Station, a special report on the selection of normal water storage levels and a special report on the general construction layout planning were held in Changchun City. The power station is a key implementation project of the "Medium- and Long-term Development Plan for Pumped Storage (2021-2035)" in the "14th Five-Year Plan", with an installed capacity of 1,800MW, a rated head of about 530m, and a distance-height ratio of about 7.2.

Feasibility study on the launch of units 8 and 9 of Datang Group Longtan Hydropower Station

The Datang Group E-commerce Platform recently issued a notice on the implementation of the pre-feasibility study, feasibility study and single source procurement of survey and design projects for the construction project of Unit 8 and 9 of Longtan Hydropower Station. The only supplier name proposed is: China Power Construction Group Central South Survey and Design Research Institute Co., Ltd. The hydropower station is planned to be built in two phases. The first phase of construction scale is 4900MW, the installed capacity is No. 1-7, the second phase of construction scale is 1400MW, the installed capacity is No. 8 and No. 9, and the total installed capacity is 6300MW.

Signing of the cooperation letter of intention for Gaofeng Pumped Storage Power Station Project

On June 30, China Railway 17th Bureau Group Co., Ltd. and Zhen'an County People's Government signed a letter of intent for cooperation in the peak pumped storage power station project. It is reported that the Gaofeng Pumped Storage Power Station project is located in Rural Science Village, Gaofeng Town, Zhen'an County. The total investment of the planned project is 10.3 billion yuan, the installed capacity is 1.4 million kilowatts, and the designed annual power generation is 2 billion kilowatt-hours.
