What is "nearly zero carbon"

This project refers to a comprehensive demonstration project that achieves rapid reduction of carbon emissions and gradually approaches zero through innovative practices in multiple fields such as energy, industry, construction, transportation, waste treatment, and ecology within a certain area. The relevant person in charge of the Department's Climate Department introduced that this is an important task for the country to control greenhouse gas emissions and an important means to deepen the pilot projects in low-carbon provinces.

According to the "Implementation Plan for the Demonstration Project of Near Zero Carbon Emission Zones in Hubei Province", the province will use urban, parks and other areas as breakthroughs to gradually expand the pilot scope and promote the development of "near Zero Carbon" in multiple fields and levels. Focusing on government guidance and market operation, the province will establish a cross-departmental coordination mechanism under the leadership of the ecological and environmental departments, guide local governments to improve supporting incentive policies, attract and leverage more social capital investment, and form a social synergy.

Pilot projects will be carried out in 5 areas

Hubei will carry out pilot projects in five fields: towns, parks, communities, campuses and commerce.

The pilot project of nearly zero carbon towns will aim to promote the decline in carbon dioxide emissions per unit GDP. Five demonstration projects will be implemented, including near zero carbon industry, near zero carbon construction, near zero carbon transportation, near zero carbon energy, and near zero carbon life.

The near-zero carbon park pilot is aimed at reducing carbon emissions per unit of industrial added value, strictly implement low-carbon threshold management, promote carbon capture, utilization and storage technologies, and explore the establishment of a coordinated governance mechanism for energy conservation and carbon reduction and ecological environment.

The pilot project of near-zero carbon communities has the main goal of reducing community carbon dioxide emissions, and integrates the concept of near-zero carbon into community construction to form a strong production, life and consumption model of near-zero carbon communities.

The near-zero carbon campus pilot is aimed at reducing carbon dioxide emissions in campus buildings, integrating the near-zero carbon concept into school education, technological innovation, operation management and assessment and evaluation to promote the construction of ultra-low energy consumption or near-zero energy consumption public buildings.

The near-zero carbon commercial pilot aims to gradually achieve carbon neutrality, improve the green supply chain system, promote resource recycling, guide consumers to purchase carbon quotas, carbon credit, "carbon sink +" and other trading products, and form a variety of near-zero carbon business models.

According to requirements, the pilot areas should have a certain carbon emission statistical accounting system and a foundation for research and development and application of low-carbon technologies, and there is a large room for carbon reduction. Focusing on the first batch of pilot projects, various parts of our province have been enthusiastic about the application, and the submission of application materials has been completed at the end of February.

The first batch of demonstration projects will be completed next year

For engineering projects included in the pilot scope, the Provincial Department of Ecology and Environment will provide certain financial support. At the same time, the department will give priority to recommending demonstration projects to be included in the provincial green project database and give priority to the assessment of controlling greenhouse gas emissions. Taking the pilot area as a carrier, Hubei will focus on cultivating new business formats such as energy conservation and environmental protection, new energy equipment, low-carbon certification, and carbon asset management, attract advanced science and technology, talents and business models, and form a green and low-carbon industrial cluster.

By the end of 2022, Hubei will complete the construction of the first batch of demonstration projects and promote itZero carbon emission technologyInnovate research and development and application, and organize tracking and evaluation of the implementation effects of pilot areas.

By the end of 2025, the province will promote experience, lead the new trend of nearly zero carbon emission development in all industries in the society, and form a replicable and popularizable model in the central region, the Yangtze River Economic Belt and even the whole country.
