It is a pleasure to come to beautiful Bangkok to attend the APEC Business Leaders Summit.

The world once again stood at a crossroads. Where is the world going? What to do in Asia Pacific? We have to give the answer.

The 21st century is the Asia-Pacific century. The Asia-Pacific region accounts for one-third of the world's population, accounting for more than 60% of the world's total economic output and nearly half of the total trade, making it the most dynamic growth zone of the global economy. The economic development of Asia-Pacific members has achieved extraordinary achievements in the past, and they will definitely be able to write a more magnificent chapter in the future.

At present, the situation in the Asia-Pacific region is generally stable, regional cooperation is constantly making progress, and peaceful development and win-win cooperation are the mainstream. At the same time, the world has entered a new period of turbulence and change, and geopolitical tensions and the evolution of the economic pattern have superimposed, impacting the development environment and cooperation structure in the Asia-Pacific region. The COVID-19 epidemic has been repeatedly delayed, the downward pressure on the world economy has increased, the risk of recession has increased, and multiple crises of food, energy and debt have emerged simultaneously. Many countries have encountered great difficulties in economic and social development, and various unstable and uncertain factors have increased. Cold War thinking, hegemony, unilateralism, and protectionism have risen. It is not uncommon to distort international norms, interrupt economic ties, condone regional conflicts, and hinder development cooperation, which is common, poses serious challenges to peace and development in the Asia-Pacific.

Learn from the past and know the future. In the past few decades, Asia-Pacific economic cooperation has injected strong impetus into regional development and effectively improved people's well-being. Experience is precious, and the original intention needs to be adhered to.

——We must follow the path of peaceful development. The Asia-Pacific region has suffered from conflicts and wars, and has become an arena for fighting between major powers and a gathering place for international conflicts. History shows us that camp confrontation cannot solve problems, and prejudice will only bring disaster. It is precisely because of the haze of the Cold War that the Asia-Pacific region, especially small and medium-sized economies, has entered the fast lane of modernization that the "Asia-Pacific miracle" came into being.

The Asia-Pacific region is not someone's back garden and should not become a arena for the great powers. The people will not agree to any attempt to engage in a "new Cold War" and the times will not allow it!

——We must take the path of openness and inclusiveness. Openness and inclusion are the basic conditions for human prosperity and progress. Over the past few decades, the Asia-Pacific economies have broken market segmentation, tightened economic ties, actively embraced the world, and opened up broad space for economic development. APEC adheres to open regionalism, adheres to the principles of diversity and non-discrimination, and builds an inclusive and inclusive regional cooperation framework. It is precisely with this vision and pattern that the Asia-Pacific region has been able to seize the opportunities of economic globalization and be at the forefront of the times in regional economic integration.

Openness brings progress, while closure will inevitably lag behind. Blocking or even dismantling the long-term industrial chain and supply chain in the Asia-Pacific region will only lead to Asia-Pacific economic cooperation in a "dead end".

——We must take the path of unity. The "Asia-Pacific Miracle" is created by everyone working together and climbing the hills and overcoming obstacles. For a long time, the Asia-Pacific region has upheld the spirit of a big family, insisted on working together, overcoming difficulties together, resolving various risks, breaking through the waves in the world economic tide, forming a sense of community in cooperation, and becoming a deep foundation for achieving continuous development.

At present, the Asia-Pacific economy has entered a critical stage of post-epidemic recovery. All economies generally face difficulties such as supply chain disorders, food and energy shortages, and increased inflationary pressure. We must strengthen cooperation, support each other, and help each other, and promote the Asia-Pacific economy to be at the forefront of the world economic recovery.

First, lay a solid foundation for peaceful development. We must follow the purposes and principles of the UN Charter, establish a common, comprehensive, cooperative and sustainable security concept, jointly oppose Cold War thinking and camp confrontation, build an Asia-Pacific security framework, and create conditions for the development of the Asia-Pacific economy and long-term stability.

Second, adhere to the people-centered development concept. We must focus on ensuring people's livelihood in economic development, taking care of the demands of vulnerable groups, solving the income gap problem, and cultivating an inclusive development environment. Developed economies in the Asia-Pacific should play a positive role, actively support developing economies, and build a new partnership of unity, equality, balance and inclusiveness.

Third, create a higher level of openness. We must deepen cooperation within the framework of the APEC, promote the process of the Asia-Pacific Free Trade Area, and implement the vision of Butragaia. We must fully and deeply participate in the reform of the WTO, promote the connection between the Regional Comprehensive Economic Partnership, the Comprehensive and Progressive Trans-Pacific Partnership, and the Digital Economy Partnership, and build an open Asia-Pacific economy.

Fifth, build a stable and smooth industrial chain and supply chain. We must jointly oppose unilateralism and protectionism, and oppose the politicization and weaponization of economic and trade relations.

Sixth, promote economic optimization and upgrading. We must adapt to the new round of scientific and technological revolution and industrial transformation, accelerate scientific and technological innovation and institutional innovation, cultivate new economy, new business forms, and new business models, and realize the digital transformation of the Asia-Pacific economy. ——So far, there are no more than 30 countries in the world that have achieved industrialization, and the total population is no more than 1 billion. The modernization of China's more than 1.4 billion people will be an unprecedented event in the history of human development.
