Details are as follows:

The industrial and informatization departments of all provinces, autonomous regions, municipalities directly under the Central Government, cities with independent planning status, and Xinjiang Production and Construction Corps:

In order to further promote the deep integration of the photovoltaic industry with the new generation of information technology, and promote the progress of intelligent photovoltaic technology and industry application, in accordance with the work deployment of the "Action Plan for Innovation and Development of Intelligent Photovoltaic Industry (2021-2025)" (Ministry of Industry and Information Technology Lian Electronics [2021] No. 226), the Ministry of Industry and Information Technology, the Ministry of Housing and Urban-Rural Development, the Ministry of Transport, the Ministry of Agriculture and Rural Affairs, and the National Energy Administration decided to organize the third batch of intelligent photovoltaic pilot demonstration activities. The relevant matters are notified as follows:

1. Pilot demonstration content

(1) Support the cultivation of a group of intelligent photovoltaic demonstration enterprises, including enterprises that can provide advanced and mature intelligent photovoltaic products, services, system platforms or overall solutions.

(2) Support the construction of a number of intelligent photovoltaic demonstration projects, including the application of intelligent photovoltaic products, and the integration of new generation information technologies such as 5G communications, big data, industrial Internet, artificial intelligence, etc., to provide users with intelligent photovoltaic services.

(III) Priority to direction

1. Optical storage fusion. Application of new energy storage technologies and products to improve the stability of photovoltaic power generation, the friendliness of the power grid and the absorption capacity, including multi-energy complementarity, photovoltaic hydrogen production, photovoltaic DC system, self-inductive self-storage and self-use and other directions.

2. Traffic application. Including the use of intelligent photovoltaics in highways and national and provincial highway service areas (parking lots), gas stations, freight stations and other scenarios to realize the application of charging piles, surrounding facilities and other applications.

3. Agricultural applications. Including the development of ecological composite models such as agricultural and light complementation, light complementation, and fishery complementation in production scenarios such as facility agriculture, large-scale breeding, fishery breeding, and primary processing of agricultural products, and establishing a complementary distributed and effective supply mechanism of "photovoltaic + agriculture".

4. Information technology. Power electronics, flexible electronics, information systems, smart microgrids, virtual power plants and related artificial intelligence, industrial software, industrial robots and other directions for intelligent photovoltaic systems.

5. Improve the industrial chain. Including the recycling and utilization of waste photovoltaic modules, the research and development and industrialization of resource utilization technology of retired modules, the evaluation and certification of photovoltaic "carbon footprint" and intelligent photovoltaic supply chain traceability system.

6. Advanced technology products and applications. Including efficient intelligent photovoltaic modules (the module conversion efficiency is more than 24%), new flexible solar cells and modules, perovskite and stacked solar cells, ultra-thin and high-efficiency silicon wafers, etc., as well as the application of related intelligent photovoltaic products in large-scale photovoltaic bases, data centers, marine photovoltaics and other fields.

2. Application conditions

(I) Demonstration Enterprise

The applicants are product manufacturing enterprises, system integration enterprises, software enterprises, service enterprises, photovoltaic module recycling enterprises, etc. in the field of intelligent photovoltaics, and meet the following conditions:

1. It should be an independent legal person registered in mainland China, with a registration period of no less than 2 years;

2. Have strong independent innovation capabilities and have mastered key core technologies in the field of intelligent photovoltaics;

3. It has provided advanced and mature intelligent photovoltaic products, services or systems;

4. Have a high level of intelligent manufacturing and green manufacturing;

5. Form a clear intelligent photovoltaic business promotion model and profit model;

6. Have rich experience in the construction of smart photovoltaic projects.

(II) Demonstration Project

The application entity is the project organization and implementation unit, which can be the relevant application unit, manufacturing enterprise, the project park, third-party integrated service agency, etc. The relevant units and projects should meet the following conditions:

1. An intelligent photovoltaic application or service system with distinctive service content and close to regional development reality has been built;

2. Use no less than three types of intelligent photovoltaic products (in principle provided by enterprises that meet the "Photovoltaic Manufacturing Industry Standards") or services to provide large-scale (centralized over 10MW and distributed over 1MW); for single projects in the construction and urban fields, the installed capacity is no less than 0.1MW;

3. If the photovoltaic system is installed on the building, it should have the emergency automatic power outage function and be firmly connected to the building body to ensure structural safety, fire safety, and water leakage and water leakage;

4. Have flexible service expansion capabilities and long-term operation capabilities, innovative models of independent innovation, continuous operation and profitability, and have development plans to continuously improve service capabilities and enrich service content.

III. Organize and implement

(1) The application unit must strictly follow the notice requirements and the attachment format (can be downloaded on the official website of the Ministry of Industry and Information Technology), standardize the filling of the smart photovoltaic pilot demonstration application form, and submit the application materials to the provincial industrial and information technology competent department of the location.

(2) Provincial industrial and information technology authorities, together with housing and urban-rural development, transportation, agriculture and rural areas, and energy authorities, conduct field inspections and expert reviews, recommend enterprises and projects based on the review results, and issue recommendation letters.

(III) There are no more than 5 demonstration enterprises recommended by each province, autonomous region, and municipality directly under the Central Government, and no more than 8 demonstration projects; there are no more than 3 demonstration enterprises recommended by cities with independent planning status and the Xinjiang Production and Construction Corps, and no more than 5 demonstration projects. The number of recommended demonstration enterprises and projects in various places must be strictly controlled, and those that exceed the recommended number will not be accepted.

(IV) All local industrial and information technology authorities are requested to exchange the recommendation letter together with the application materials (paper version in duplicate and electronic version CD) to the Ministry of Industry and Information Technology (Electronic Information Department) through EMS or confidentially before December 9, 2022.

(5) The Ministry of Industry and Information Technology, together with the Ministry of Housing and Urban-Rural Development, the Ministry of Transport, the Ministry of Agriculture and Rural Affairs, and the National Energy Administration, select the applied enterprises and projects. The selection results will be made public to the public on the official websites of relevant departments and relevant media, and enterprises and projects that have no objections to the public announcement will be officially released.

IV. Management and incentive measures

(1) The Ministry of Industry and Information Technology, together with the Ministry of Housing and Urban-Rural Development, the Ministry of Transport, the Ministry of Agriculture and Rural Affairs, and the National Energy Administration, have increased the publicity and promotion of demonstration enterprises and demonstration projects, enhance the influence of pilot demonstrations, and expand the demonstration driving effect. Organize assessments of demonstration enterprises and projects and dynamically adjust the list of intelligent photovoltaic pilot demonstrations.

(2) Encourage government departments at all levels and all sectors of society to increase support for pilot demonstration work, support demonstration enterprises to become bigger and stronger from various aspects such as policies, standards, projects, and resource supporting, and support the construction and promotion of demonstration projects.

(3) Demonstration enterprises and demonstration projects should implement the "Action Plan for Innovation and Development of Intelligent Photovoltaic Industry (2021-2025)", strive to set an industry benchmark, and effectively play a demonstration and leading role.
