In order to fully, accurately and comprehensively implement the new development concept, do a good job in carbon peak and carbon neutrality, seize the major opportunity period for new energy development, consolidate the remarkable achievements made in the development of the photovoltaic industry, steadily promote the construction of large-scale wind power photovoltaic bases with deserts, Gobi and deserts as the focus, alleviate the upstream and downstream production capacity and price bottlenecks in the photovoltaic industry chain, improve the supporting supply guarantee capabilities of the photovoltaic power generation industry chain and supply chain, and support the rapid development of clean energy in my country, the following notice is hereby notified.

1. Take multiple measures to ensure the reasonable output of polycrystalline silicon

Polysilicon plays an important link in the photovoltaic industry chain and plays a key role. At the same time, the capacity formation cycle is relatively long. It is necessary to ensure the supply of raw materials, electricity and water use required for polysilicon production, and reasonably arrange maintenance, technical transformation and other plans to ensure the operating rate of existing production capacity.

2. Create conditions to support advanced polysilicon production capacity to achieve production on schedule

Support polysilicon enterprises to strengthen technological innovation and research and development, improve the level of production line automation, digitalization, informatization and intelligence, reduce energy consumption, and improve production efficiency and product excellence rate. Promote construction projects to be put into production on schedule. Encourage upstream and downstream integration, strategic cooperation, mutual participation, signing long-term orders, and support the construction of photovoltaic industrial parks. All types of capital such as state-owned and private are encouraged to participate in all links of the industrial chain to effectively limit the disorderly expansion of low-end production capacity.

3. Encourage polysilicon enterprises to reasonably control product price levels

Under the premise of following the principle of fair competition, combined with factors such as market supply and demand, production costs and reasonable profit levels, guide the prices of polycrystalline silicon and other products to be maintained within a reasonable range. Relevant enterprises can enjoy government support policies and include them in the list of support policies for government and key industry enterprises.

4. Fully guarantee the power demand of polysilicon manufacturers

For enterprises that actively control the price level of polycrystalline silicon and other products, where conditions are available, especially where green electricity resources are rich, they will be supported to reduce the electricity cost of polycrystalline silicon production through market-oriented methods. At present, orderly electricity consumption plans are not included in various places for the power load for polysilicon production where the product price is controlled within a reasonable range.

5. Encourage the photovoltaic industry to increase the consumption of green electricity in the manufacturing process

Polysilicon manufacturers are encouraged to directly absorb green electricity such as photovoltaics, wind power, hydropower, etc. for production and manufacturing, and support the absorption of green electricity nearby through microgrids, source grid load storage, new energy self-provided power stations, etc. If green electricity is used for polysilicon production, the new renewable energy consumption will not be included in the total energy consumption control.

6. Improve comprehensive support measures for industrial chain

Implement relevant planning and deployment, break through low-cost industrialization technologies such as high-efficiency crystalline silicon batteries and high-efficiency perovskite batteries, promote cost reduction and efficiency improvement of photovoltaic power generation, and promote high-quality development. Promote the research and development and application of high-efficiency and environmentally friendly and weather-resistant photovoltaic functional material technologies to improve the life of photovoltaic modules.

7. Strengthen industry supervision

Strictly implement the Price Law and Anti-monopoly Law, strengthen market monitoring, discover clues of problems that disrupt market order, promptly interview relevant market entities, and promote compliance with the law; strictly investigate and punish price gouging behaviors such as spreading false price increase information, hoarding, and monopoly behaviors such as reaching monopoly agreements and abuse of market dominance, effectively curb excessive capital speculation and maintain fair competition order in the industry.

8. Reasonably guide industry expectations

All relevant departments and enterprises should rationally analyze the development expectations of the photovoltaic industry, fully consider the differences between the existing production capacity of the industrial chain and the expansion cycle between different production links, and guide enterprises to plan and arrange the production expansion and production plans in advance according to the new energy development plan, market demand forecast, etc., promote the balanced and coordinated development of the upstream, middle and downstream, orderly promote the construction of the photovoltaic industry chain, and promote the stable and healthy development of the photovoltaic industry chain.
