Medium- and long-term plan for the development of hydrogen energy industry in Henan Province (2022-2035)

In order to adapt to the global energy transformation trend, seize the development opportunities of the hydrogen energy industry, accelerate the high-quality development of the energy industry and equipment manufacturing industry in our province, and build a healthy hydrogen energy development ecosystem, this plan is formulated in accordance with relevant national plans and the "Outline of the 14th Five-Year Plan for National Economic and Social Development of Henan Province and the Long-Term Goals for 2035", and the "Henan Province's "14th Five-Year Plan" Strategic Emerging Industry and Future Industry Development Plan".

1. Development environment (I) Development trend. Against the backdrop of the clean and low-carbon transformation of the global energy structure, hydrogen energy is regarded as the clean energy with the most development potential this century and is an important strategic direction for future energy technology revolution and industrial development. Since the 21st century, many countries and regions have carried out extensive and in-depth research on the hydrogen energy industry. Major developed economies such as the EU, the United States, Japan, and South Korea have regarded hydrogen energy as a major strategic direction for future energy technology innovation. The scale of the hydrogen energy industry has steadily expanded, key technologies in the entire industrial chain have been continuously breakthroughs, and industrial development has been accelerated in an all-round way.

In recent years, my country's hydrogen energy industry has developed rapidly. In 2019, hydrogen energy was written into the government work report for the first time. The National "14th Five-Year Plan" Outline proposes to organize and implement future industrial incubation and acceleration plans in cutting-edge science and technology and industrial fields such as hydrogen energy. The hydrogen energy industry has become a key direction for strategic emerging industries and future industries. A group of upstream and downstream enterprises with independent innovation capabilities have been cultivated in the field of hydrogen energy, and have initially mastered the main technologies and production processes such as hydrogen preparation, storage and transportation, filling, fuel cell and system integration. The country has carried out demonstration applications of fuel cell vehicles in Beijing-Tianjin-Hebei, the Yangtze River Delta, the Guangdong-Hong Kong-Macao Greater Bay Area, Henan, Hebei and other places. my country's hydrogen energy industry is in a critical period of technological breakthroughs in the industrial chain and the transition from R&D to industrial demonstration application.

(2) Development foundation. Our province is a major province in energy production and consumption, with a heavy industrial structure and a coal-based energy structure. The development of the hydrogen energy industry is an important measure to promote the province's green and low-carbon energy transformation and achieve the strategic goal of carbon peak and carbon neutrality. Our province's hydrogen energy industry started early and has a certain development foundation.

1. Hydrogen supply has begun to take shape. Our province is a major chemical industry province. The annual by-product of hydrogen in coke, caustic soda, synthetic ammonia, methanol and other industries is about 550,000 tons, with good quality and low price, which can provide sufficient low-priced hydrogen source guarantee for the initial development of the hydrogen energy industry. As of the end of 2021, the installed scale of wind power and photovoltaic power generation in our province ranked seventh in the country. With the gradual maturity of wind power and photovoltaic power generation technologies and the cost declines, our province has the resource conditions for producing hydrogen in clean energy.

2. The industrial agglomeration effect is obvious. Yutong Bus is one of the earliest complete vehicle companies in China to start the research and development of fuel cell vehicles. The research and development of buses has entered the fourth generation, and the research and development of heavy trucks, logistics vehicles, municipal vehicles, etc. has been deepened. A total of 458 fuel cell vehicles have been promoted nationwide, with an operating mileage of more than 35 million kilometers. At the same time, upstream and downstream enterprises in the industrial chain such as Yu Hydrogen Power, Ji Chong Hydrogen Energy, Jie Hydrogen Technology, Hydrogen Maple Energy, Zhongqin Taikang have successively landed. The development of fuel cell stacks, air supply systems, 70 MPa hydrogen storage bottles, solid hydrogen storage equipment, hydrogen pipe bundle trailer, hydrogen refueling station construction, operation and maintenance has begun to take shape, and related industries in Zhengzhou, Xinxiang, Puyang and other places have begun to gather.

3. The cultivation of innovative platforms has begun to show results. Yutong Bus, Henan Hydrogen Equipment and other enterprises have built a number of national and provincial hydrogen energy field engineering laboratories, including the National and Local Joint Engineering Laboratory for Bus Safety Control Technology, Henan Hydrogen Energy Equipment Engineering Research Center. Yutong Bus has established the Henan Hydrogen Energy and Fuel Cell Vehicle Industry Research Institute in conjunction with universities such as Tsinghua University, Tongji University, and advantageous enterprises such as Zhengxing Hydrogen Electric and Hitachi Xin. Relying on the China Petroleum and Chemical Corporation's New Energy Industry Research Institute, Puyang City has formed a hydrogen energy industry alliance with well-known domestic hydrogen energy industry enterprises. The Xinxiang Municipal Government and Henan Normal University established the Xinxiang Battery Research Institute. Henan Investment Group has cooperated in depth with Shanghai Jiaotong University, Yutong Bus and Tongji University to form a scientific research team in Henan. The provincial strategic emerging industry investment fund platform has been established and operated, and the hydrogen energy industrial parks in Xinxiang, Puyang and other places have been basically completed.

4. The domestic leading application in the field of transportation. Zhengzhou City built the first and third hydrogen refueling stations in the province in 2015, and opened the province's first hydrogen fuel cell bus demonstration line in 2018. At present, 6 hydrogen refueling stations have been built in the province, with a total designed refueling capacity of 4,210 kg/day. 223 fuel cell buses in Zhengzhou have been put into operation on 20 bus lines, with a cumulative operating mileage of more than 10 million kilometers. The "1+N+5" fuel cell vehicle demonstration application urban cluster with Zhengzhou as the leading city has received national approval.

5. The policy guidance system has been initially established. Documents such as "Henan Province's Hydrogen Fuel Cell Vehicle Industry Development Action Plan" and "Several Policies to Promote the High-Quality Development of the Hydrogen Fuel Cell Vehicle Industry in the Demonstration Urban Agglomeration of Henan Province" were issued. Zhengzhou, Xinxiang, Puyang, Luoyang and other places have formulated policies to support the development of the hydrogen energy industry and actively guide the development of the industry.

At the same time, the development of the hydrogen energy industry in our province faces some difficulties and challenges. First, the research and development of core technologies needs to be broken through. There is still a big gap between the technical level and industrialization of hydrogen energy and hydrogen fuel cells and the international advanced level. There are problems such as hollowing out core technologies, and the dependence on import of core components and key materials in key areas such as renewable energy efficient hydrogen production, hydrogen storage and transportation and filling, and fuel cells. Second, the degree of green and low carbon needs to be improved. The existing hydrogen mainly comes from industrial by-product hydrogen and fossil energy hydrogen production. There are still environmental pollution and carbon emission problems in the production process. At present, the economic and technical nature of hydrogen production of clean energy such as wind power and photovoltaic power generation is not enough. The cost of hydrogen production is more than 4 times that of coal-to-hydrogen. Third, the terminal application field needs to be expanded, and the demonstration application of hydrogen energy is mainly concentrated in the field of transportation. Judging from the experience of advanced countries and the actual needs of domestic pollution prevention and control and energy conservation and carbon reduction, applications in the fields of industrial and distributed energy, energy storage and other fields still need to be explored in the future. Fourth, management policies and safety standards need to be improved. The construction and operation management standards of hydrogen refueling stations and the relevant safety standards systems and policies for hydrogen production, storage, transportation, addition and use are not perfect enough, which restricts industrial development.

2. Overall requirements (I) Guiding ideology. Guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, we will thoroughly implement the new energy security strategy of "four revolutions and one cooperation", implement the goals and requirements of "2030 carbon peak and 2060 carbon neutrality", anchor the "two guarantees", focus on the "ten strategies", and base hydrogen energy as an efficient and low-carbon terminal energy, smart and flexible energy storage carrier, and green and clean industrial raw materials, adhere to the path of "innovation-led, industrial improvement, safety first, demonstration-driven", rely on key leading enterprises, implement the innovation-driven development strategy in depth, increase the scientific and technological research of core technology equipment, and enhance the competitive advantages of the industry, focus on fuel cell vehicles demonstration, moderately advance the layout of infrastructure, actively explore application scenarios, gradually improve the system and mechanism, promote the deep coupling of industrial chains, innovation chains, supply chains, factor chains, and institutional chains, and provide new impetus for the province's energy transformation and high-quality development of equipment manufacturing.

(2) Development principles. 1. Market-led and government-led. Give full play to the leading role of the market in the development of the hydrogen energy industry, stimulate the enthusiasm of market entities, increase R&D efforts, create application scenarios, and explore business models. Give full play to the role of government planning guidance and policy incentives, grasp the main direction, standardize industrial order, optimize industrial layout, create a good environment, and promote the stable, prudent and orderly development of the hydrogen energy industry.

2. Coordinate planning and key breakthroughs. Strengthen top-level design, support the role of necessary supplements to the hydrogen electrified energy system and effective replacement of fossil energy in the field of terminal energy use, and continuously enrich the hydrogen energy utilization scenarios. Focusing on fuel cells and using applications in the transportation field as a breakthrough point, we will promote the accelerated implementation of hydrogen energy applications.

3. Innovation-driven, demonstration-led. Coordinate independent research and development, introduce and absorb, promote the joint efforts of leading enterprises and scientific research institutions, strengthen scientific and technological research, and strive to make breakthroughs in core technologies and key equipment. Based on the actual foundation, relying on the advantageous enterprises in the industrial chain, conduct pilot demonstrations in places with certain foundations to promote the industrialization of hydrogen energy.

4. Safety first and coordinated promotion. Take safety as an inherent requirement for the development of the hydrogen energy industry, formulate and improve hydrogen energy safety supervision systems and standards, and strengthen safety risk prevention and control of the entire industrial chain. Strengthen departmental coordination, break down policy bottlenecks, and gradually establish industrial ecology and standard specifications such as scientific research, promotion and application, construction and operation that are compatible with the hydrogen energy development stage.

(III) Development goals. By 2025, breakthroughs will be made in the key technologies and equipment manufacturing fields of the hydrogen energy industry, the industrial chain will be basically complete, more than 100 related enterprises in the industrial chain, and the annual output value of the hydrogen energy industry will exceed 100 billion yuan. Give full play to the leading role of infrastructure and make appropriate advance arrangements to build a number of hydrogen refueling stations. The application field of hydrogen energy is constantly expanding, hydrogen energy substitution in the transportation field has begun to take shape, and more than 5,000 hydrogen fuel cell vehicles of various types have been promoted. The hydrogen supply capacity for automotive products has reached 30,000 tons/year. The terminal selling price of hydrogen has been reduced to below 30 yuan/kg. The proportion of green and low-carbon has been continuously increased, and 3-5 green hydrogen demonstration projects have been built. The Zheng-Bian-Luo-Pu Hydrogen Corridor has been basically completed, and the demonstration application of Zhengzhou fuel cell vehicle urban cluster has achieved significant results, and a national-level advanced manufacturing cluster of hydrogen energy has been initially built.

By 2035, the scale of the hydrogen energy industry will expand, the quality and efficiency will be comprehensively improved, the independent innovation capabilities of key technologies such as hydrogen production, storage, transportation, and hydrogen fuel cells will be basically formed, the comprehensive indicators will reach the world's advanced level, and a group of well-known enterprises and brands with independent intellectual property rights will be cultivated, and the advantages of the hydrogen energy industry chain will be more obvious. The hydrogen energy supply network is constantly improving, the proportion of low-cost green hydrogen supply has been further increased, and the economic advantages of liquefied hydrogen storage and pipeline hydrogen transmission have been further reflected. The application of hydrogen energy in the transportation field has been basically industrialized, and the integrated application in energy storage, distributed energy, industry and other fields has been continuously expanded, and the policy system to adapt to the development of hydrogen energy has been basically improved. Build a world-class fuel cell vehicle industry base and a leading hydrogen energy industry cluster in China.

3. Planning and layout seize the strategic opportunities of ecological protection and high-quality development in the Yellow River Basin, closely focus on the arrangements and deployments of the provincial party committee and government to forward-looking layout of future industries and enhance the strategic position of our province, based on the development foundation of the hydrogen energy industry in our province and the development positioning of the hydrogen energy industry in various places, strengthen top-level design, and optimize industrial layout. During the "14th Five-Year Plan" period, we will focus on building the Zheng-Bianluo-Pu Hydrogen Corridor with "one axis belt, five nodes, and three bases", forming a development pattern of the hydrogen energy industry in the middle and lower reaches of the Yellow River that radiates the whole province and connects Shaanxi's "hydrogen energy industry cluster" and Shandong's "Lu Hydrogen Economic Belt". In the long run, based on the existing spatial layout, the Beijing-Hong Kong-Macao Expressway and Lianhuo Expressway will be extended to build a "cross-shaped" development axis, forming an industrial chain, ecological chain, and value chain with sustainable development and a virtuous cycle, and the role of hub in the national hydrogen energy development pattern of the east and west and the north and south is more prominent.

1. The shaft belt of the Zheng-Bianluo-Pu hydrogen energy demonstration application. Taking the demonstration and application of hydrogen energy in the transportation field as a breakthrough point, based on the industrial foundation and functional positioning of Zhengzhou, Kaifeng, Luoyang and Puyang, we will give full play to the advantages of various places in innovative research and development, high-end equipment manufacturing, green hydrogen supply, demonstration applications, etc., and take the two vertical and horizontal highways of "Beijing-Hong Kong-Macao, Daguang, Lianhuo" and the backbone roads of National Highway 107 and 310 as the context, we will focus on the demonstration and hydrogen energy demonstration of intercity passenger transport of Zheng-Bianluo culture and tourism, the demonstration and distribution freight transport of Zheng-Bianluo land-port intermodal logistics, and the demonstration and low-carbon municipal transportation hydrogen energy demonstration, actively explore the integrated application of hydrogen energy in distributed energy and industrial fields, and form a hydrogen energy demonstration and application shaft belt featuring hydrogen fuel cell applications.

2. The hydrogen energy equipment manufacturing industry nodes of Zhengzhou, Xinxiang, Luoyang, Kaifeng and Puyang. Support Zhengzhou, Xinxiang, Luoyang, Kaifeng, Puyang and other places to vigorously develop equipment manufacturing and integrated layout of the entire hydrogen energy industry chain, give full play to their respective advantages, rely on leading enterprises, scientific research institutes and universities, introduce enterprises, etc. to carry out strategic cooperation, and accelerate the formation of a leading domestic hydrogen energy equipment industry cluster. Relying on Henan Investment Group, Yutong Bus, SAIC Group, Zhengzhou University, etc., Zhengzhou City has built a leading domestic fuel cell commercial vehicle industry demonstration base and a demonstration zone for key technologies in the hydrogen energy industry, and a demonstration zone for scientific and technological innovation in the hydrogen energy industry. Puyang and Xinxiang City have strengthened cooperation with Sinopec and Shanghai Jiaotong University, built hydrogen energy industrial parks based on key enterprises, built hydrogen energy industry ecosystem, and created a highland for the coordinated development of hydrogen energy in northern Henan. Kaifeng and Luoyang City rely on Chery Automobile, Yapu Automobile, Luoyang Shuangrui and other companies to build a highland for research and development and manufacturing of key components in the hydrogen energy industry.

3. Hydrogen energy supply bases in northern Henan, northwest Henan, and central and southern Henan. Combining industrial by-product hydrogen resources, wind energy and solar energy and other renewable energy resources in various places, we will support Puyang, Anyang, Jiaozuo, Jiyuan, Sanmenxia, Xuchang, Pingdingshan and other places to integrate traditional hydrogen sources, develop by-product hydrogen purification technology, expand green hydrogen supply channels, and build three hydrogen energy supply bases in northern Henan, northwestern Henan, central and southern Henan.

4. Key tasks (1) Innovation-driven technology breakthroughs. Focus on key areas and key links of hydrogen energy, adhere to the combination of independent research and development with introduction and absorption, build a multi-level diversified innovation platform, deepen industry-university-research cooperation, introduce and cultivate talents, increase technical research efforts, and achieve breakthroughs in the fields of core technologies and key materials.

1. Accelerate the research and development of key core technologies. Relying on leading enterprises and scientific research institutions, we will build an efficient collaborative innovation network, fully mobilize relevant scientific research resources and forces, organize and implement a number of major joint scientific and technological research projects, focus on clean and low-carbon hydrogen production and precise purification of hydrogen, tight hydrogen storage and transmission, key fuel cell materials and key technologies of fuel cell vehicles, etc., strengthen forward-looking layout, and occupy the technological highland of the hydrogen energy industry. Focus on breaking through the megawatt-level proton exchange membrane electrolytic hydrogen production technology, high-power and high-efficiency alkaline hydrolysis technology, precision hydrogen purification and trace impurity detection technology, and develop solid oxide electrolytic hydrogen production technology; breakthrough 70 MPa (Type IV) high-pressure hydrogen storage system manufacturing technology, research and development of solid hydrogen storage, organic liquid hydrogen storage, high-pressure deep-cooled liquefied hydrogen storage, natural gas pipeline hydrogen doping and other related technologies; facing industrial demand, focus on developing long-life high-reliability and high-efficiency fuel cell systems, low-cost and long-life fuel cell stacks, high-adaptive long-life membrane electrodes and bipolar plate mass production technologies, focus on breaking through the energy-saving control of fuel cell vehicle vehicles, precise matching of power systems, adaptability improvement, fault warning and preventive maintenance and other technologies, further improve the passive safety technology of fuel cell vehicle vehicles, ensure the safety of the vehicle, and improve the economic, environmental adaptability and reliability of the vehicle.

2. Enhance the support capabilities of scientific research and innovation. Support universities, research institutes and enterprises to accelerate the construction of key laboratories and cutting-edge cross-research platforms, and carry out basic research on hydrogen energy application and cutting-edge technology research. Relying on leading enterprises to integrate high-quality innovation resources in the industry, lay out the construction of provincial-level technology innovation centers, engineering (technology) research centers, pilot bases and other innovation platforms, strive to create a national-level innovation platform, and support the development and engineering application of key technologies in the industry. Build a complete hydrogen energy entrepreneurship service mechanism and build an integrated technology incubation platform such as intellectual property rights and technology transactions. Promote the construction of public service platforms for inspection, testing and certification of hydrogen energy products, promote the construction of hydrogen energy product quality certification system, and rely on core enterprises to accelerate the construction of hydrogen, fuel cells, key components, vehicle testing bases and test platforms.

3. Strengthen the construction of the talent team. Guided by hydrogen energy technology innovation, we will strengthen the "induction, cultivation, use and retention" of talents needed for the development of the hydrogen energy industry. Actively implement talent policies that are in line with international standards, actively connect with "high-end" talent teams at home and abroad, and actively introduce innovative teams in the field of high-level hydrogen energy. Strengthen cooperation with well-known domestic and foreign universities and research institutions such as Tsinghua University, Shanghai Jiaotong University, Tongji University, and Dalian Institute of Chemical Physics, Chinese Academy of Sciences, to jointly promote the joint research and development of key technologies in the hydrogen energy industry, and provide intellectual support for the development of the hydrogen energy industry. Strengthen the training of local technical talents, rely on major industrial support projects, cultivate a group of innovative leading talents and technical backbones in the field of hydrogen energy technology, support provincial universities to strengthen discipline construction in the field of hydrogen energy, strengthen school-enterprise alliances, jointly build talent cultivation bases, and expand the scale of special technical talents.

(2) Introduce and educate together to create competitive advantages in the industrial chain. Focusing on future technological industrialization, we will strengthen cross-cycle strategic planning, integrate and optimize resource allocation within and outside the province, introduce enterprises and capital from outside the province, accelerate the construction of chains in sub-sectors, extend chains and strengthen chains, lay out and build a number of industrial support projects, build several hydrogen energy industrial parks, promote the hydrogen energy industry to become concentrated in spatial layout, tend to gather functions, and complementary development in positioning, and strive to build an important hydrogen energy equipment manufacturing industry cluster in the central region.

1. Improve the manufacturing capacity of hydrogen energy production, storage, transportation and adding the entire chain equipment. Improve the production capacity of high-power and efficient alkaline electrolytic hydrogen production equipment, proton exchange membrane electrolytic hydrogen production equipment, hydrogen purification equipment, distributed natural gas, ammonia, methanol efficient catalytic hydrogen production equipment, etc., and improve the level of hydrogen production supply guarantee. Improve the independent manufacturing capacity of high-pressure gaseous tube bundle vehicles or containers above 30 MPa, and improve the quantity, efficiency and economical hydrogen transport of bicycles. Break through the bottleneck of key materials and equipment manufacturing of high-pressure hydrogen storage bottles in 70 MPa (Type IV) bottles, and improve the unit mass hydrogen storage density and pressure cycles of carbon fiber-wrapped hydrogen cylinders. Focus on developing integrated water electrolytic production, storage and addition, skid-mounted hydrogenation, mobile high-pressure hydrogenation, hydrogen compressors, filling machines and other technical equipment, as well as hydrogen station control integrated systems, accelerate the localization of key components such as compressors, hydrogen storage tanks, filling machines, key valve bodies and high-pressure parts, and reduce the construction and operation costs of hydrogen stations.

2. Develop the core industries of hydrogen fuel cells and fuel cell vehicles. Adhere to the simultaneous development and introduction and absorption, based on the existing industrial foundation, take Zhengzhou Automobile Industry Base as the main body, give full play to the advantages of Yutong Bus leading vehicle companies, cooperate with Dongfeng and SAIC and other complete vehicle companies to develop hydrogen fuel cell vehicles, build a complete fuel cell vehicle industry chain, promote the innovation and development of key core technologies of fuel cell vehicles, strengthen supporting services for related advantageous enterprises such as hydrogen refueling equipment, fuel cell vehicle electronic control systems, and build a domestic advanced fuel cell vehicle industry demonstration cluster. Based on automobile companies such as Xinxiang Xinfei Special Purpose Vehicles, Puyang Zhongyuan Switchboard, Anyang Deli New Energy Vehicles, Luoyang CIMC Lingyu, etc., we will build a hydrogen fuel special vehicle production cluster to drive the construction of a number of large-scale production bases for fuel cells and power systems. Vigorously promote the industrialization of core materials, key components and power systems of fuel cells, improve the production technology level of core components such as bipolar plates, stacks, air compressors, and hydrogen circulation pumps, support related enterprises to strengthen their advantages, accelerate the introduction of advantageous enterprises in the fields of membrane electrodes, proton exchange membranes, catalysts, carbon paper, etc. in Henan, fill in the industrial chain, and form a full industrial chain covering the eight core spare parts of fuel cells.

3. Have Zhongpeiyou to build a carrier for industrial development. Coordinate resources inside and outside the province, comprehensively use various industrial funds and special financial funds, rely on advantageous enterprises within the province, build an industrial joint venture cooperation platform, complete the industrial chain through strategic cooperation, mergers and acquisitions, and technology introduction, deepen cooperation with key backbone enterprises upstream and downstream of the industrial chain, and strive for advantageous enterprises to deploy relevant equipment research and development, product design and manufacturing bases in Henan, and achieve local large-scale production. Accelerate the agglomeration and development of hydrogen energy industrial parks such as Zhengzhou, Kaifeng, Luoyang, Puyang, and Xinxiang. Build a hydrogen-energy vehicle operation platform, base on the demand side, explore integrated solutions for vehicle production, operation and maintenance, and finance, and reduce the purchase and use costs of hydrogen fuel cell vehicles through new models such as hydrogen bus operation and hydrogen-energy heavy truck packaged leasing.

(3) Build a supply system in moderation and advancement. Coordinate the hydrogen energy industry and demonstration layout, reasonably grasp the development rhythm, gradually increase the proportion of green hydrogen, steadily build a storage and transportation network, orderly build hydrogen refueling infrastructure, build a hydrogen energy smart supply platform, and form a hydrogen energy supply system that is compatible with industrial development and coordinated with promotion and application.

1. Promote the hydrogen source to be clean and low-carbon. Through diversified development and stable hydrogen source supply, we will give full play to the advantages of industrial by-product hydrogen resources in the province, and provide low-cost and stable hydrogen source supply for the development of the hydrogen energy industry in the near future. Encourage enterprises such as chlor-alkali, synthetic ammonia, coal chemical, and petrochemical industry to optimize by-product hydrogen purification technology, build purification devices, improve the quality of hydrogen, and reduce the cost of hydrogen use. Explore the organic combination of fossil fuel hydrogen production and carbon dioxide capture and storage technology. Based on the long-term, we actively explore green hydrogen supply methods, effectively integrate surplus wind power and photovoltaic power generation, carry out demonstrations of renewable energy electrolytic hydrogen production and gradually expand the scale, carry out research and development of biomass hydrogen production and photolysis hydrogen production technologies, and expand green hydrogen supply channels. Continue to promote the large-scale development of green hydrogen sources, increase the proportion of green hydrogen terminal consumption supply, and gradually form a low-carbon, low-cost, stable and reliable hydrogen supply structure to ensure the safety of hydrogen supply.

2. Build a hydrogen storage and transportation network. Relying on the "one axis belt, five nodes, and three bases", we highlight the principle of "nearest consumption", and lay out the hydrogen storage and transportation network to improve efficiency and reduce costs. Focus on developing high-pressure gaseous hydrogen storage and long-pipe trailer transportation, and gradually carry out demonstrations of long-pipe trailer transportation and liquid hydrogen transportation at higher pressures. Promote hydrogen doping in natural gas transportation pipelines in a timely manner, explore the construction and operation of regional hydrogen transportation networks, and gradually build a high-density, lightweight, low-cost and diversified hydrogen energy storage and transportation system.

3. Accelerate the construction of hydrogen refueling stations. In combination with the needs of the development of the province's comprehensive three-dimensional transportation network, we adhere to the "demand orientation" and focus on ensuring the hydrogen demand for the Zheng-Bian-Luo Pu Hydrogen Corridor and Zhengzhou fuel cell vehicle demonstration application urban agglomeration. Give full play to the leading role of infrastructure, coordinate the layout of hydrogen refueling networks, encourage places with foundation, ability and demand to introduce policies, and moderately advance the layout of hydrogen refueling infrastructure. Give priority to the construction of hydrogen refueling stations along key expressways and national highways. Intensively save and utilize land resources, encourage existing refueling (gas) stations and charging stations to increase hydrogen refueling functions, build a number of "oil, gas, electricity, and hydrogen" comprehensive energy stations, and explore the construction of integrated hydrogen refueling stations with methanol, natural gas and ammonia as carriers.

4. Build a smart supply platform. Comprehensively use the new generation of information technology, build a smart hydrogen supply platform, carry out hydrogen supply and demand forecasting and balance analysis, real-time monitoring of hydrogen refueling station loads, establish a hydrogen transportation linkage mechanism of "activating idle resources, centralized scheduling, and efficient matching", realize flexible scheduling between multiple hydrogen sources, multiple transportation modes, and multiple hydrogen refueling stations, and build a hydrogen supply network with coordinated scheduling of hydrogen sources, effective supervision of storage and transportation, and effective linkage of supply and demand.

Guided by demand, we will orderly promote the demonstration application of hydrogen energy in the transportation field, actively expand the alternative application and integrated development in the fields of energy storage, distributed energy, industry, etc., explore and form replicable demonstration application scenarios and business models for diversified hydrogen energy, and gradually promote it.

1. Focus on breaking through the application of hydrogen energy in the transportation field. Take the lead in carrying out fuel cell vehicle demonstration application in Zhengzhou, Kaifeng, Luoyang, Xinxiang, Jiaozuo, Anyang and other places. Pilot areas are encouraged to use fuel cell vehicles as a priority alternative to traditional fuel vehicles, and include them in the scope of government procurement, and give priority to support when purchasing urban buses and municipal tool vehicles. Focusing on commercial vehicles such as cold chain logistics vehicles, sanitation vehicles, dump/mix trucks, heavy tractors, etc., we will promote the demonstration application of fuel cell vehicles in logistics parks, key industrial parks, key enterprise factory areas and other areas, as well as garbage transfer, urban construction and other fields. Explore the application demonstration of hydrogen fuel cells in the fields of rail transit, drones, etc.

2. Explore the application of hydrogen energy as a distributed energy scenario. Relying on communication base stations, data centers, railway communication stations, grid substation facilities, etc., we will accelerate the application of hydrogen energy emergency power supply and improve the reliability of equipment power supply. Make full use of the advantages of hydrogen-electric conversion, and through multi-energy complementarity and smart microgrids, we will deploy fuel cell heat and power supply systems according to local conditions, and promote the comprehensive utilization demonstration of energy with hydrogen energy as the core in industrial parks, mining areas, institutions, schools, hospitals, shopping malls, etc., to provide users with electricity and high-quality heat sources. In relatively remote areas, explore the implementation of demonstration applications of distributed power supplies for fuel cells and fixed power plants.

3. Promote the development of multi-energy complementary coupling. Give full play to the advantages of long regulation cycle of hydrogen energy storage and large storage capacity, and gradually carry out demonstration applications of hydrogen energy in scenarios such as renewable energy absorption and power grid peak shaving. With hydrogen energy as the link, we connect various energy sources such as wind energy, solar energy, and biomass energy, promote clean energy production and nearby consumption, explore new models of integrated application of wind/photopower generation + hydrogen energy storage, and realize multi-energy collaborative supply and comprehensive cascade utilization. Give full play to the role of hydrogen energy as an energy storage medium, gradually increase the proportion of hydrogen energy in the energy structure, and achieve large-scale energy storage and peak shaving through renewable energy electrolysis, effectively solve the problem of large-scale storage of electricity in a long-term manner, and further improve the renewable energy consumption capacity and the overall operation efficiency of the energy system.

4. Explore the integrated development of hydrogen energy with other industries. Actively explore the integrated development of hydrogen energy with metallurgy, building materials, chemical and other industries. With the continuous improvement of economic efficiency of hydrogen production technology, we will explore and expand the application of low-cost clean energy hydrogen production as high-quality raw materials in metallurgy, building materials, chemical and other industries, and focus on implementing green transformation of steel, synthetic ammonia, methanol and other industries to effectively reduce fossil energy consumption in the industrial field. Carry out demonstrations on the coupling utilization of hydrogen energy-metallurgy to solve the problem of large-scale carbon dioxide emissions caused by carbon reduction in traditional metallurgical processes.

(5) Safety first improves the policy system. Firmly establish bottom-line thinking and red line awareness, and improve the safety management level of the entire process and life cycle of the hydrogen energy industry development. Focus on key links and major issues in the development of the hydrogen energy industry, improve industrial policies and standards, and strengthen institutional innovation supply.

1. Strengthen safety supervision. Implement the main responsibility of enterprises to produce safety and the supervision responsibilities of various functional departments, analyze and identify major risks in all links of the industrial chain such as hydrogen energy production, storage, transportation, addition and use, formulate and improve hydrogen energy safety supervision systems and standards, strengthen the prevention and control of major safety risks, and ensure that hydrogen energy utilization is safe and controllable. 3. Improve standards and specifications. Implement the national standards, industry standards and safe use specifications of the hydrogen energy industry, improve the standard system for hydrogen energy production, storage, transportation, addition and use, increase the effective supply of standards, and guide the development of related industries. Leading enterprises, universities, and research institutes are encouraged to actively participate in the research and formulation of various standards, support social groups with conditions to formulate and issue relevant standards, lead the formulation of relevant industry standards in the domestic hydrogen energy field, and strive to transform provincial standards into national and industry standards. In policy formulation, government procurement, bidding and other activities, mandatory standards are strictly implemented, and recommended standards and relevant national norms are actively adopted. 5. Guarantee measures (1) Strengthen organizational leadership. Carry out publicity and implementation of safety regulations and safety standards in the entire hydrogen energy industry chain to build a solid foundation for the safe utilization of hydrogen energy.

(V) Strengthen supervision and evaluation. Establish a scheduling and supervision work system with clear division of labor, specific responsibilities, linkage between upper and lower levels, and coordinated left and right, regularly schedule task implementation, consolidate responsibilities, and promote the development of the hydrogen energy industry. Planning and construction work plan of Zheng-Bianluo-Pu Hydrogen Corridor

In order to accelerate the development of hydrogen energy industry clusters in our province and accelerate the construction of Zheng-Bian-Luo-Pu Hydrogen Corridor, this plan is prepared in accordance with the "Medium- and Long-term Plan for the Development of Hydrogen Energy Industry in Henan Province (2022-2035)".

1. General requirements (1) Basic ideas. Grasp the development trend of the hydrogen energy industry, give full play to the resources and location advantages of our province, take "application-led, industrial support, guaranteed supply, and building an ecology" as the path, take scenario demonstration in the transportation field as a breakthrough, and major project construction as a starting point, give priority to the creation of the Zheng-Bianluo Pu hydrogen energy demonstration application axis, strive to build five major hydrogen energy equipment manufacturing industry nodes in Zhengzhou, Kaifeng, Luoyang, Xinxiang and Puyang, steadily build three major hydrogen energy supply bases in northern Henan, northwest Henan, and central and southern Henan, strengthen effective institutional supply, build a good industrial development ecology, and create a Zheng-Bianluo Pu hydrogen corridor with outstanding advantages, obvious characteristics, complete functions, and radiate to the whole province, forming a development pattern of the hydrogen energy industry in the middle and lower reaches of the Yellow River connecting Shaanxi's "hydrogen energy industry cluster" and Shandong's "lu Hydrogen Economic Belt".

(II) Work objectives. By 2025, we will break through the key components and system integration core technologies of the hydrogen energy industry chain, introduce and cultivate more than 100 related enterprises in the industrial chain, and create 2-3 domestic leading hydrogen fuel cell vehicle and core component manufacturers, and the annual output value of the hydrogen energy industry exceeds 100 billion yuan. A low-carbon and low-cost hydrogen supply system has been initially established, 3-5 green hydrogen demonstration projects have been built, and a batch of hydrogen refueling infrastructure has been moderately advanced, and the terminal price of hydrogen has been reduced to below 30 yuan/kg. The promotion and application of hydrogen fuel cell vehicles has reached more than 5,000, more than 50 demonstration bus lines, and more than 10 demonstration logistics lines, basically forming a hydrogen fuel cell vehicle application pattern that is mainly freight vehicles and is fully promoted by passenger vehicles, passenger vehicles, etc.

2. Key tasks and division of labor (I) Construction of hydrogen energy demonstration application shaft belt. Taking the demonstration and application of hydrogen energy in the transportation field as a breakthrough point, we will focus on building highways, national highway transportation trunk hydrogen corridors, Zhengbianluo cultural tourism intercity passenger hydrogen energy demonstration project, Zhengbianpu land-port intermodal logistics distribution freight hydrogen energy demonstration project, and Zhengbianluo Pu green low-carbon municipal transportation hydrogen energy demonstration project. Actively explore the application of hydrogen energy in the fields of distributed energy and energy storage, and promote the integrated development of hydrogen energy in industrial fields such as metallurgy, building materials, and chemical industry.

1. Expressways and national and provincial trunk hydrogen corridors. Relying on the two vertical and horizontal expressway networks of "Beijing-Hong Kong-Macao, Daguang, Lianhuo", a comprehensive hydrogen refueling energy station will be built in the Zhengzhou, Luoyang, Kaifeng Lianhuo Expressway Service Areas, Puyang and Kaifeng Daguang Expressway Service Areas, and Zhengzhou, Xinxiang and Anyang Jinghong-Macao Expressway Service Areas; a comprehensive hydrogen refueling energy station will be built in the trunk road service areas such as National Highway 310 and 107, and the hub towns along the route, to create highways and national and provincial trunk hydrogen corridors.
