    Notice of the National Energy Administration on Issuing the "2020 List of Key Tasks for Energy Supervision"

    Each department, each dispatched agency, and each directly affiliated public institutions:

    The "2020 Energy Supervision Key Task List" has been reviewed and approved by the 11th Director's Office Meeting of the National Energy Administration and is now issued. Please organize and implement it carefully. The relevant requirements are clarified as follows.

    1. Implement regulatory responsibilities. The list of key tasks for energy supervision is an important measure and specific requirements for implementing the spirit of the National Energy Administration's "Opinions on Further Strengthening and Standardizing Energy Supervision" and the Energy Supervision Work Conference. All units should attach great importance to it, coordinate with each other, actively cooperate, and jointly implement various supervision tasks in detail. In accordance with the principle of "who takes the lead, who is responsible", the comprehensive supervision is led by the Supervision Department, the special supervision is led by the relevant departments and directly affiliated institutions of the bureau, and the key supervision is led by the relevant dispatched agencies; the leading unit is responsible for the overall design of supervision tasks, overall promotion, problem supervision and rectification, and preparation of supervision reports. The progress and completion of comprehensive supervision and special supervision shall be reported to the Director's Office Meeting by the leading unit respectively, and the progress and completion of key supervision shall be summarized by the Supervision Department and reported to the Director's Office Meeting.

    2. Prepare a work plan. The leading unit should formulate specific supervision work plans based on the "2020 List of Key Energy Supervision Tasks". The work plan should clarify the work goals, refine the supervision content, establish a working mechanism, clarify the division of responsibilities and the form of supervision results, and ensure that the supervision tasks are carried out in an orderly manner. Work arrangements can be divided into stages such as "starting deployment, business training, self-inspection of supervision objects, on-site supervision, supervision and rectification, summary and notification"; considering the impact of the epidemic, and on the premise of ensuring the realization of supervision goals, the time arrangement can be flexible. The leading units of comprehensive supervision and special supervision should fully listen to the opinions of the dispatching agencies during the formulation of the plan, and the key supervision work plans formulated by the dispatching agencies should be copied to the relevant departments or directly affiliated institutions.

    3. Seek practical supervision. All units should always adhere to problem-oriented approach, focus on prominent and typical issues that are cared for by the CPC Central Committee and the State Council, affecting the high-quality development of energy, strongly reflected by market entities, and highly concerned by the people, concentrate supervision forces, and make precise efforts. Relevant departments and directly affiliated institutions of the bureau should strengthen organizational coordination, provide business guidance and special training for dispatched agencies, and provide strong support for front-line supervision. The dispatched agencies should strengthen on-site supervision and problem verification, supervise and rectify problems, put forward policy suggestions, and organize follow-up supervision work such as "look back" in a timely manner to ensure that the supervision tasks achieve practical and long-term effectiveness.

    4. Pay attention to the application of results. All units should strengthen horizontal linkage and classify and summarize the problems found in supervision. While taking regulatory measures, they should inform relevant departments and directly affiliated institutions of the problems in their original form. The relevant functional departments shall evaluate the implementation of national energy plans, policies, etc. based on the regulatory results, study and put forward planning adjustment suggestions, and implement policy linkages; for energy enterprises with serious problems, the Supervision Department shall work with relevant units to take regulatory measures for their headquarters in accordance with the law and regulations; the dispatched agencies shall implement relevant handling measures or administrative penalties in accordance with regulations. All leading units should pay attention to publicity and interpretation, promote good experiences and practices, report typical cases, strengthen exchanges and mutual learning, and promote the comprehensive improvement of work level in related fields.

    The Supervision Department should give full play to the overall coordination role of market supervision and industry supervision, closely follow and supervise the implementation of the task list, and promptly summarize and report.
