NDRC Holds Private Enterprise Forum on Six Key Networks
On the morning of June 16, Zheng Shanjie, Director of the National Development and Reform Commission (NDRC), chaired a forum. Leaders from five private enterprises including Ord Group, Harbin Jiuzhou Group, Shanghai Hanxun Information Technology and Hebei Baoxin Logistics were invited for exchanges. The participants shared views on the current economic situation, the systematic development of the six key networks and the expansion of effective domestic demand, and put forward relevant suggestions.
At the forum, representatives of enterprises talked freely about the planning and construction of the six networks, namely the water network, new power grid, computing power network, new-generation communication network, urban underground pipe network and logistics network, combining with their business operations. They acknowledged that the national initiative to advance the construction of the six networks caters to the needs of economic and social development at present and in the future. Boasting huge market demand, strong driving force and extensive influence, the six networks create major opportunities for enterprises to expand markets, scale up investment and pursue innovation. The enterprises expressed their willingness to seize the opportunities to take part in the construction, and strive for better development while serving major national strategies. Meanwhile, the participating enterprises offered proposals on improving project benefit mechanisms, optimizing standard systems, increasing financial and factor support, regulating market competition, and expanding channels for private enterprises to participate in relevant projects.
Zheng Shanjie listened carefully to every speech, engaged in in-depth discussions with the attendees and responded to their concerns one by one. He stated that China enjoys prominent institutional strengths, a super-large market, a complete industrial system and abundant talent resources, with enormous potential for economic growth. The construction of the six networks targets both shoring up weaknesses in traditional infrastructure and rolling out new-type infrastructure. It serves as a powerful measure to fully tap domestic demand and an important pillar for building a modern industrial system.
He encouraged enterprises to stay confident, seize development opportunities, take an active part in the construction of the six networks and key infrastructure projects, and play a greater role in fostering a robust domestic market to achieve sound development. The opinions and suggestions raised by enterprises will be sorted out by category and earnestly studied and adopted in follow-up work.
Going forward, the NDRC will fully implement the decisions and arrangements of the Party Central Committee and the State Council. It will step up planning and construction of the six networks, promote their coordinated development, make good use of various government funds and new policy-based financial instruments, and guarantee land use, environmental impact assessment and other essential factors. Efforts will be made to prioritize both quality and efficiency, accelerate project implementation and generate more tangible results.
The commission will further advance the development of a unified national market across the country, standardize local investment promotion practices, open up competitive sectors of infrastructure to all market entities on an equal footing, and improve long-term mechanisms for private enterprises to participate in major projects, so as to attract more social capital into the construction of the six networks and fully mobilize vitality in private investment.
In addition, regular multi-level communication with private enterprises will be strengthened. More research on forward-looking and strategic issues will be carried out. With coordinated efforts focusing on both specific cases and overall development as well as short-term and long-term goals, practical measures will be rolled out to boost the growth and expansion of the private economy.
