MIIT: Promote Coordinated Layout of Green Power and Computing Power
On April 21, the State Council Information Office held a press conference. Zhang Yunming, Vice Minister of the Ministry of Industry and Information Technology (MIIT), stated that in recent years, computing infrastructure has become a key foundation driving the development of artificial intelligence. MIIT has thoroughly implemented the decisions and arrangements of the Party Central Committee and the State Council, advancing the high-quality development of the computing industry in a coordinated manner across nodes, chains, networks and ecosystems. Recently, the ministry has continued to make efforts in key areas such as inclusive computing power empowering small and medium-sized enterprises (SMEs) and computing-power coordination, and the computing industry has maintained sound development momentum.
First, computing power supply has become more abundant. The construction of computing infrastructure has been guided in an orderly manner, forming a multi-tiered computing architecture of hub, regional and edge computing. By the end of March, China’s intelligent computing power capacity reached 1,882 EFLOPS (FP16).
Second, industrial innovation has become more robust. The Top-Down Initiative for Computing Power Foundation has been further implemented to accelerate technological and product innovation. Research on policies and formulation of standards for computing-power coordination have been carried out to speed up the implementation of source-grid-load-storage integration and direct green power connection.
Third, network transmission has become smoother. The construction of high-speed broadband networks has been accelerated. Over the past two years, more than 70 major computing power corridors have been built around computing power hubs, just like "expressways" dedicated to computing power. The special campaign for millisecond-level computing access in metropolitan areas has been implemented to enhance efficient computing power delivery capacity.
Fourth, industrial empowerment has yielded tangible results. Policy documents on inclusive computing power empowering SMEs have been issued, putting forward 5 initiatives and 16 measures to build an inclusive computing power service system, enabling the vast number of SMEs to access, afford and make good use of computing power.
Going forward, in line with the approach of upgrading single nodes, strengthening chains through innovation, networking computing power, and empowering all sectors, MIIT will continue to promote the systematic and high-quality development of the computing industry.
1. Upgrade single nodes for computing resources. Guide the orderly and demand-driven construction of computing infrastructure, promote the coordinated layout of green power and computing power, and advance the full coverage of automated monitoring for computing power. Improve the China Computing Power Platform to facilitate precise matching of computing power supply and demand and boost the efficiency of computing resource utilization.
2. Strengthen chains through innovation for technologies and products. Further implement the Top-Down Initiative for Computing Power Foundation to promote the commercialization and innovative application of achievements. Improve the computing power standard system. Support forward-looking research on space computing technologies and promote the orderly development of the space computing industry.
3. Network computing power for transmission. Promote the construction of millisecond-level computing access networks nationwide in a phased manner. Build efficient and unobstructed computing power transmission corridors centering on hub, regional and edge computing to enhance the interactive experience of computing power applications.
4. Empower all sectors for industrial ecosystem. Deepen the special campaign of inclusive computing power empowering SMEs, explore innovative businesses such as computing power banks and computing power supermarkets, and lower the threshold and cost of computing power usage for SMEs.
