NDRC Holds National On-site Promotion Meeting on Zero-Carbon Park Construction

To implement the decisions and arrangements of the Party Central Committee and the State Council, and solidly advance the construction of zero-carbon parks, the Department of Resources Conservation and Environmental Protection of the National Development and Reform Commission (NDRC) convened the National On-site Promotion Meeting on Zero-Carbon Park Construction at the Beijing Economic and Technological Development Zone (BDA) on December 29, 2025.

Relevant responsible comrades from the Beijing Economic and Technological Development Zone, Ordos Mengsu Economic and Technological Development Zone, Yancheng Dafeng Port Economic and Technological Development Zone, Changzhou Liyang High-tech Industrial Development Zone, Ningde Fuding Industrial Park, and Datong Economic and Technological Development Zone shared their experience in zero-carbon park construction. Responsible comrades from the NDRC of Beijing, Inner Mongolia, Shandong, Guangdong, and Yunnan delivered exchange speeches. Responsible comrades from the Department of Energy Conservation of the Ministry of Industry and Information Technology (MIIT) and the Department of Planning of the National Energy Administration (NEA) addressed the meeting. Wang Shancheng, Director of the Department of Resources Conservation and Environmental Protection, presided over the meeting and made a summary.

The meeting pointed out that the “15th Five-Year Plan” period is a critical period for achieving the carbon peaking goal. It is necessary to adhere to the target requirements, identify key links, take effective measures, promote the implementation of a series of key actions and major projects, and ensure the timely achievement of the carbon peaking goal.

The meeting emphasized the great significance of advancing zero-carbon park construction, requiring accurate grasp of the work direction and scientific planning of construction paths. It called for continuous deepening of technological innovation, policy innovation, and model innovation in parks, accelerating the implementation of major projects, and building a number of national-level zero-carbon parks as soon as possible to provide valuable experience for the low-carbon and zero-carbon transformation and construction of various parks across the country.

Relevant responsible comrades from the NDRC of all provinces, autonomous regions, municipalities directly under the Central Government, and the Xinjiang Production and Construction Corps, responsible comrades from some parks, and experts from relevant units attended the meeting. On the morning of December 30, the participants conducted on-site inspections at locations including the Xiaomi Auto Factory, Goldwind Technology's Carbon Neutrality Smart Park, and Schneider Electric’s Yizhuang Factory in the Beijing Economic and Technological Development Zone.
