China Energy Investment Corporation: Consciously Resist “Involutionary Competition”

On December 15th, Zou Lei, Secretary of the Party Leadership Group and Chairman of China Energy Investment Corporation (CEIC), presided over a meeting of the Party Leadership Group to convey and study the spirit of the Central Economic Work Conference and discuss measures for implementation. Xu Xinfu, Deputy Secretary of the Party Leadership Group, and members of the Group’s Party Leadership Group including Fu Zhenbang, Yang Peng, Wang Yimin, Yan Guochun, and Liu Jingshan attended the meeting.

The meeting pointed out that the Central Economic Work Conference is an extremely important meeting held at a crucial historical juncture when the 14th Five-Year Plan period is drawing to a successful close and the 15th Five-Year Plan period is about to begin. General Secretary Xi Jinping’s important speech is highly insightful, profound in thought, rich in connotation, and precise in direction. It systematically summarizes the economic work of this year and the 14th Five-Year Plan period, profoundly expounds the regular understanding of doing economic work well in the new era, scientifically judges the current economic situation, and comprehensively deploys the economic work for next year. It provides scientific guidance for ensuring a good start to the 15th Five-Year Plan period and points out the direction and fundamental follow for us to do a good job in economic work at present and in the future.

The meeting emphasized that all departments and units of the Group should fully study and deeply understand the spirit of the Central Economic Work Conference, and resolutely implement it with a strong sense of political responsibility. First, we must further raise our political standing and unify our thinking and actions with the Party Central Committee’s decisions and arrangements. We should thoroughly understand the spirit of General Secretary Xi Jinping’s important speech, deeply recognize the great achievements made by China in the extremely complex domestic and international environment over the past five years, accurately grasp the Party Central Committee’s systematic deployment of economic work for next year, and effectively enhance the political consciousness and action consciousness of implementing the meeting spirit. We should continuously improve political judgment, comprehension, and execution, give full play to the “three roles” of state-owned assets and central enterprises, and firmly uphold the “Two Establishments” and resolutely implement the “Two Safeguards” through practical actions. Second, we must adhere to the goal-oriented and problem-oriented approach, strengthen the foundation, make up for weaknesses, prevent risks, and achieve progress while maintaining stability and pursue quality improvement and efficiency enhancement. We should give full play to the Group’s competitive advantages of large scale, diverse industries, and strong resilience, strengthen the analysis of industrial structural and trend changes, closely align with market demand, and ensure the stability of production and operation, effective investment, and basic supply. We should fully promote the transformation and upgrading of traditional industries, accelerate the growth of strategic emerging industries and the cultivation of future industries, strengthen the integrated development of technological innovation and industrial innovation, and play a “backbone” role in building a clean, low-carbon, safe, and efficient energy system. We should adhere to optimizing increments, focus on core businesses, follow industrial laws, take the development path of specialization, differentiation, and high-endization, and realize the effective improvement of quality and reasonable growth of quantity. We should adhere to improving efficiency of stock assets, scientifically formulate the 2026 business budget, comprehensively formulate work plans for quality improvement and efficiency enhancement, implement the Party Central Committee’s requirements on building a unified national market, consciously resist “involutionary competition”, and achieve intensive development led by value creation. Third, we must uphold Party leadership and strengthen Party building to provide fundamental guarantee for the high-quality development of the Group. We should thoroughly study and implement the spirit of General Secretary Xi Jinping’s important article “Promoting the Party’s Self-Revolution Requires Achieving ‘Five Further Improvements’” published in Qiushi Journal, and persistently promote comprehensive and strict Party self-governance. We should build a strong cadre team, strengthen political supervision, guide cadres at all levels to establish and practice a correct view of political achievements, scientifically plan the 15th Five-Year Plan development blueprint and key work for 2026, ensure alignment with national strategies, and effectively transform the institutional advantages of the Party leading economic work into governance effectiveness.
