China Energy Investment Corporation Officially Launched Its Intelligent Remote Distributed Bidding System
On November 12, China Energy Investment Corporation officially launched its intelligent remote, distributed bidding system in Beijing. Developed by the Group’s International Engineering Company, this system addresses the pain points and difficulties of traditional bidding models, such as collusion, leaks, interference, and predation, through innovation in management, business, and technological applications. It pioneers a new paradigm of intelligent remote, distributed bidding, representing a significant achievement in building a world-class procurement and supply chain management system. It also represents an innovative practice in promoting the “intensive, digital, green, standardized, transparent, and intelligent” development of bidding and procurement, providing the industry with a replicable and scalable “China Energy Solution.”
As a leading state-owned enterprise in the energy sector, China Energy Investment Corporation actively implements the Party Central Committee’s decisions and plans on deepening the reform of the bidding and tendering system. Taking a problem-oriented approach, it breaks through traditional thinking, addresses the shortcomings of the traditional centralized bidding evaluation model, and explores the construction of a new bidding evaluation mechanism that is “untraceable, collusive, uninterrupted, unassailable, and requires no supervision.” This innovation is achieved in three key areas: In terms of management model innovation, a new “five-fold distributed” management model is constructed. Power distribution entrusts the bidding evaluation authority to an AI model and more bidding experts; information distribution achieves anonymized and segmented bidding information, ensuring experts can only access the necessary information for their own review; professional distribution ensures precise matching of review tasks with the professional capabilities of randomly selected experts, significantly improving the quality and efficiency of bidding evaluation; time distribution allows experts to freely arrange their bidding evaluation time slots; and spatial distribution allows experts to remotely and independently complete bidding evaluations via encrypted networks. In terms of business model innovation, a new “question-answer-grading” model has been created: the bidding documents are broken down into standardized “questions,” bidders generate bid documents by “answering” according to the specifications, and after the bid opening, the system automatically matches the bidding requirements, bid responses, and scoring standards. AI experts complete objective quantitative reviews and preliminary technical evaluations, while subjective items are randomly assigned to evaluation experts according to their expertise. Each group of experts only needs to independently complete one detailed technical evaluation task. After the evaluation is completed, an anti-tampering evaluation report is automatically generated and signed. Expert evaluations are more objective and quantitative, and the review data is traceable throughout the process, accumulating data sources for intelligent evaluation. In terms of technological application innovation, the application of “cloud, big data, IoT, mobile, AI, and blockchain” technologies is integrated: cloud computing provides a secure, stable, and efficient operating environment; big data integrates massive amounts of multi-source data to support AI training and fully automated intelligent evaluation; IoT perceives expert behavior in real time, mobile internet breaks through time and space limitations, AI enables blind bidding, objective item review, assisted evaluation, abnormal behavior identification, and intelligent supervision; and blockchain ensures strict confidentiality and permanent traceability of data throughout the entire process.
The president of the China Bidding and Tendering Association highly praised the system, stating that it breaks free from the inertia of traditional management thinking, provides new ideas for industry reform, and offers valuable exploration for building a unified, open, competitive, and orderly bidding and tendering market. The association expressed its continued attention and support for the implementation and promotion of this innovative model, helping to formulate an industry-wide implementation plan.
Currently, the system has passed the review and evaluation of authoritative industry experts, and the core technology patent application has entered the substantive examination stage. It is planned to be applied in over 3,000 bidding sections by 2026. In the future, with iterative optimization and deeper application, the system will further unleash its digital empowerment effect, opening up new paths for value creation in the construction of smart supply chains and contributing a replicable and scalable systematic new paradigm for supply chain governance to the industry.
