China Energy Embraces Unified National Market, Deepens Comprehensive Reform

On September 22, Zou Lei, Secretary of the Party Leadership Group and Chairman of China Energy Investment Corporation (China Energy), chaired a meeting of the Party Leadership Group. The meeting aimed to convey and study the recent important speeches and articles by General Secretary Xi Jinping, and to deliberate on measures for their implementation. Participants included Feng Laifa, General Manager and Deputy Secretary of the Party Leadership Group, along with Party Leadership Group members Fu Zhenbang, Yang Peng, Wang Yimin, Yan Guochun, and Liu Jingshan.

The meeting stressed the importance of thoroughly studying and implementing the spirit of General Secretary Xi Jinping’s important address at the recent meeting of the Standing Committee of the Political Bureau of the CPC Central Committee, as well as the essence of the commemorative summit marking the 80th anniversary of the victory in the Chinese People’s War of Resistance Against Japanese Aggression and the World Anti-Fascist War.Participants stressed the importance of deeply understanding and vigorously promoting the great spirit of patriotism and the great spirit of the War of Resistance, making full use of the commemoration as a vivid resource for patriotic education, and guiding cadres and employees to uphold a correct view of the history of the War of Resistance and World War II. The meeting called for strengthening historical confidence, fostering a stronger sense of loyalty to the Party and love for the nation, and transforming the pride and confidence generated by the commemoration into concrete achievements, both in successfully meeting this year’s goals and in accelerating the Group’s “three transformations.” It urged all to advance with unity and determination, adhere to the principle of “leading with the banner, taking concrete action, and staying at the forefront,” and effectively integrate the momentum from the commemorative activities into the high-quality completion of the “14th Five-Year Plan” and the strategic planning for the “15th Five-Year Plan.”

The meeting also stressed the importance of studying and implementing General Secretary Xi Jinping’s article published in Qiushi magazine, Deepening Efforts to Build a Unified National Market. It was pointed out that only by deepening efforts to establish a unified national market and continuously expanding the scope of market-based resource allocation can the decisive role of the market be fully realized, thereby advancing China’s socialist market economy toward a more mature, systematic, and high-standard stage. The Group must embrace the inherent requirements of building a high-level socialist market economy, accelerate its adaptation to energy market reforms, actively integrate into the national unified market, and advance comprehensive reforms to enhance the efficiency of energy factor allocation. It must also strengthen market-oriented thinking and competitive awareness, closely align with the goals of the unified national market, streamline internal market mechanisms, ensure smooth internal operations, promote industrial synergy within the Group, reinforce both internal and external collaboration, and comprehensively enhance core competitiveness. At the same time, the Group should deepen cooperation with local governments, leveraging institutional innovation, unified rules, and resource integration to achieve optimal allocation of talent, technology, markets, and management resources. By optimizing its management structure, reducing operating costs, and amplifying scale and synergy advantages, the Group will enhance its influence in regional energy markets, better align with local economic and social development needs, promote efficient market operations and high-quality growth, and provide stronger support for national strategies and broader economic development.

Also present at the meeting were the Group’s chief assistants and chief engineers, members of the resident discipline inspection and supervision team, and heads of headquarters departments.
